About this file
This is a Questions and Answers document for federal contract opportunity FA820126Q0030 issued by the Department of the Air Force, Air Force Sustainment Center at Hill Air Force Base, Utah, regarding UTTR Portable Toilets Service. The document is a live Q&A resource updated through August 5, 2026 at 2:00pm MDT, providing clarifications on the solicitation requirements for interested offerors.
The contract is a continuation of incumbent Suntiff LLC's previous contract FA820125C0022, which was valued at $112,860 for the base year. The requirement involves weekly cleaning, servicing, and repairs of 30 standard portable toilet units and 2 trailer-mounted units located across North Range and South Range locations at Dugway Proving Ground. Service routes are approximately 50 miles round trip for North Range and 98-110+ miles round trip for South Range, with contractors permitted to establish separate recurring service days for each range provided weekly service occurs. The contract includes occasional unit relocations estimated at 2 or fewer round-trip moves per month typically, with potential peaks of 4 or more depending on mission schedules. Contractors must provide a Utah-validated liquid-waste hauler permit (which can be satisfied through qualified subcontractor documentation), demonstrate immediate unit availability via commitment letters, and ensure all personnel obtain required badging and background checks before service start. Acceptable U.S. citizenship documentation includes valid state-issued driver's licenses or U.S. Passports, with four-wheel-drive vehicles not mandatory. Proposal submissions require electronic email delivery to both contracting contacts, provision of Unique Entity Identifiers (UEI) rather than DUNS numbers, and reference to wage determination WD 2015-5489 Rev 29 for Tooele County. No site visits are currently scheduled, and the government is not providing informal briefings despite the remote, access-controlled nature of the location.

Could you please confirm if a site visit is mandatory? If so, would you also provide the details for scheduling and any applicable instructions?
o Currently there is no Site Visit scheduled; therefore, no instructions have been posted.
We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
o This is not a brand-new contract, and the incumbent is Suntiff LLC. The previous contract number is FA820125C0022 totaling $112,860 for the base year.
The Combo - Portable Toilets.pdf file references a Solicitation document with detailed CLIN breakdown, but we cannot find the aforementioned among the provided government documents.
May we ask for the correct document?
o The Solicitation document has been uploaded.
Can you provide the estimated travel time and mileage required to complete the full weekly route? Can all units realistically be serviced in one day?
o Time is dependent on mission schedules, road closures, speed limits, and routes taken. I would estimate that it is realistic to get all units from North and South range in one day, with a maximum of two days if it is split between North and South.
**** Please note the Recycle yard point is not included in these maps, it is typically added to the N. Rang route, or the S. 1 route depending on how each driver would like to reach it. Also, starting points are from the I80 exit, or the Avery complex on Dugway. It does not include travel from Tooele/Salt Lake **** o North Range route is approximately 50 miles round trip.
o South Range route 1 is approximately 110+ miles round trip.
o South Range route 2 is approximately 98 miles round trip.
Is there an anticipated maximum number of relocations per month or year that offerors should include in their firm-fixed pricing?
o There is not an anticipated maximum as relocations depend entirely on mission schedules which are constantly changing and evolving. One month there maybe 2-4 movements, another there could be 6+ it is all dependent on the test schedule. I would estimate a maximum of 4 round-trip relocations in a month, but typically I’d guess it’s 2 or less round-trip relocations per month.
Can the contractor submit credentials for multiple backup technicians and drivers in addition to the regular service crew?
o Yes, there is no limit to the number of techs we can badge.
What documents are acceptable to establish U.S. citizenship?
o Acceptable documents are U.S. State issued drivers license, or U.S. Passports. Drivers must have a valid U.S. drivers license to operate vehicles on base.
What documentation must be sent with the monthly invoice?
o This will be provided upon award during the kickoff meeting as well as in the WAWF clause.
The Addendum to FAR 52.212-1 includes language referring to sealed/paper media, while
Section 2.3.3 and the solicitation Combo direct electronic submission by email. Please confirm that email submission to both contracting contacts is the only required delivery method.
o Yes, email submission to both contracting contacts is the only required delivery method.
Volume III requests a DUNS number. Since DUNS has been retired for federal entity identification, should offerors provide their UEI in that field?
o Yes, please provide UEI.
If the prime uses a Utah small-business subcontractor for field performance, may that subcontractor's existing Utah liquid-waste-hauler permit and licensed disposal agreements satisfy the PWS permit/disposal requirement, provided the prime remains fully responsible for performance and includes the supporting documentation?
o Yes, prime responsibilities would flow to the subcontractor including permits and licenses.
Section 5.1 of the Performance Work Statement states that weekly cleaning, servicing, and repairs must occur on the same business day each week. However, the Questions and Answers document indicates that the North and South Range routes may require up to two days when split. May the contractor establish one recurring service day for the North Range and a separate recurring service day for the South Range, provided each unit is serviced once every calendar week?
o As long as the North Range is the same day each week and the South Range is the same day each week.
Can the Government provide the approximate current distribution of the 30 standard units and two trailer-mounted units among the North Range, South Range Route 1, South Range Route 2, and recycle yard locations?
o While we can’t give an exact number for each location, most of the units will be located on the South Range, technically there is no route 1 and route 2. The route’s given do not have to be followed, it is at your discretion and was for reference only.
The Questions and Answers document estimates two or fewer round-trip relocations during a typical month, with the possibility of four or more. How does the Government define one “round-trip relocation”? For example, does moving a unit to a temporary location and later returning it to its original location count as one round-trip relocation?
o Yes, that is exactly what it means.
Can the Government provide an approximate average volume of sewage removed during a complete weekly service cycle, or the approximate number of disposal trips normally required to service all 32 units?
o This information is not available.
The Performance Work Statement requires a Utah-validated liquid-waste hauler permit. If the waste pumping and transportation work is performed by a qualified first-tier subcontractor, will the subcontractor’s valid Utah liquid-waste hauler permit satisfy this requirement if the prime contractor provides the permit documentation to the Government?
o Yes, it does.
What documentation does the Government expect offerors to provide with their technical proposal to demonstrate immediate access to the required 30 standard units and two trailer-mounted units? Would a subcontractor commitment letter, equipment inventory, photographs, lease documentation, or a combination of these items be acceptable?
o A commitment letter stating specific units will be available at the required start date.
Are four-wheel-drive or high-clearance service vehicles mandatory for range access, or may the contractor use any vehicle that can safely navigate the unimproved gravel and rock roads? Are there any vehicle weight, axle, height, or size restrictions that offerors should consider?
o No, four-wheel drive could be beneficial, but it is not necessary.
Is the current requirement materially different from the previous requirement performed under
Contract FA820125C0022, other than the requirements stated in the current solicitation package?
o It is not materially different, the service requirements (cleaning/maintenance) are the same.
Could you clarify the reason this requirement is being recompeted rather than an option year being exercised on the incumbent contract (FA820125C0022), and whether the required unit count (30 standard + 2 trailer) has remained stable over the prior period of performance?
o There have been updated specifications to the requirement that the original contract did not cover and yes, the trailer number has remained stable.
Is the incumbent, Suntiff LLC, eligible to compete on this solicitation?
o Yes.
Are the units currently in place expected to remain at their existing GPS locations at transition, or will the awardee be responsible for initial placement of all 32 units at new locations?
o This contract is for a lease of items so no, the current portable toilets will not be in place.
It is the awardees responsibility for placement of new units.
Given the credentialing, background check, and DBIDS badge requirements (Sections 6.2 and 5.7 of the PWS), what is the realistic minimum lead time between contract award and required service start for a new (non-incumbent) contractor's personnel?
o There is no estimated lead time but between contract award and service start all specifics to the contract shall be in place.
Given the remote and access-controlled nature of DPG, would the Government consider scheduling an informal site visit or virtual briefing for interested offerors, even though none is currently planned?
o We are not considering an informal site visit.
For similar UTTR/DET1 service contracts, has it been typical practice for the Government to exercise all available option years, or have prior contracts been recompeted early?
o This depends on the requirement, but the government reevaluates each year and moves forward based on governments best interest.
Could you please confirm whether WD 2015-5483 Rev 29 is the correct wage determination for this place of performance, or whether a different wage determination covering Tooele County should apply?
o A new WD covering Toole County has been uploaded. Please reference WD 2015-5489 Rev 29 for this requirement.
