About this file

This is a source selection evaluation form for assessing contractor proposals against technical acceptability criteria for a portable toilet servicing contract at Utah Test and Training Range (UTTR).

Equipment and Logistics Requirements: Contractors must propose exactly thirty (30) standard portable toilet units and two (2) trailer-mounted units, all in new or like-new condition at period of performance start. Standard units must include internally mounted hand sanitizer dispensers, self-closing doors with inside locks, and screened ventilation ports. Trailer units must consist of a standard unit secured to a small movable trailer with spare tire. All units must be anchored using a documented methodology (stakes, straps, weights, or anchors) engineered to withstand winds up to 52 knots (60 mph) across varied surfaces including dirt, gravel, asphalt, and concrete. Weather-resistant service logs with dedicated Date and technician signature columns must be affixed to every unit's inside door.

Operational and Service Standards: Contractors must commit to delivering and anchoring all thirty-two units no later than five (5) business days before period of performance start, with site placement on stable, level ground away from water sources, storm lines, or wells. All transport, delivery, placement, relocation, and removal costs must be included in the firm-fixed price with no fuel surcharges allowed. Weekly cleaning, servicing, and repairs must occur on the same business day each week between 0700 and 1600 MT, Monday through Thursday, coordinated no later than seven (7) business days prior to performance start. Contractors must use professional vacuum-sealed pumping equipment, eco-safe biodegradable non-formaldehyde products, and winterization agents prior to freezing temperatures. Minor defects must be repaired immediately during service; major defects or damage must be fully repaired or units replaced within two (2) business days; blown-over units must be restored within one (1) business day at no additional cost.
