Windows 2016 MS SQL Server Budget Information Control System (BICS) The BICS system is a web application developed to automate and streamline the data handling, data analysis and to document the production process during the various budget phases, within the Budget Division of USDA Rural Development. The system was designed to provide a central repository for data for all the Budget Division branches: Credit Reform Staff (CRS), Administrative Program Branch (APB), and Program Budget Branch (PBB). The system aggregates relevant program information received from various sources that are both internal and external to the Budget Division (e.g. RD Program Area, DCFO, and CSC). The Budget Division Director and staff can retrieve data, analyze the data, and also generate various reports that are used for submissions during the fiscal year.
Furthermore, the BICS system stores data/information related to all loan and grant programs maintained by the Budget Division.
However, currently the system only handles data for the CRS branch within the Budget Division. Staff from the other two Budget Division branches, i.e., PBB and APB, can view this data and use it for their own internal processes. Anytime new program information is available, BICS users that have the appropriate application access permission can upload the new data into BICS.
The new data is required to be in a certain format as specified by BICS. After importing the data, the user may optionally send notification emails to other users of BICS informing them about the availability of new data.

Enterprise Cash Management System (ECMS) ECMS centralizes disbursements and collections processing from RD servicing and obligation systems to Treasury and fulfills Treasury Account Symbol (TAS) and Business Event Type Code (BETC) processing requirements. ECMS operates in the DISC (formerly NITC) HA Cloud Production environment. ECMS was developed using the CLP Framework (Spring 3 Core, Rich Faces 4.x, Java Server Faces (JSF), and Spring Web Flow). The ECMS database is DB2 UDB.
ECMS is deployed on Red Hat EAP 6.2. ECMS receives disbursement data from GLS, PLAS, CLSS, AMAS, and LoanServ (a dedicated loan origination servicing system) as structured data files through Control‐M jobs. ECMS stores data from these systems in DB2 for reporting, administrative action, and response processing. ECMS outputs Treasury’s Payment Application Modernization (PAM) compliant xml with TAS/BETC data for each disbursement file received. Each PAM file is transferred to Operations Scheduling Branch (OSB) through Control‐M jobs for transmission to Treasury using Direct Connect. OSB receives Treasury PAM response files and executes Control‐M Jobs that move them to ECMS. ECMS process PAM response files.
NFACO staff logs in to ECMS to produce reports and take and required administrative action to complete disbursement processing. Additionally, ECMS produces PAM summary files required by Treasury to finalize and validate Disbursement requests, named SPF440 Summaries. These files are moved by Control‐M jobs from DISC (formerly NITC) Cloud HA to Web Farm 3 utilizing two Linux “Pivot” files servers. The final location for these fil i di hi i i d f lfill h

Unifi UniFi is used by RD field users (at state, district and local office level), along with users from the Customer Service Center in St.
Louis and National Office support staff in both Washington D.C. and St. Louis. Users create and update proposed borrower application and financial data supplied from the borrower and other sources such as employers, credit agencies, etc. This information is used to fully review and underwrite each loan application to determine the credit worthiness of proposed applicants and to determine if the properties that loans are being applied for are adequate for the Single Family Housing – Direct loan programs available. During the application creation and update process, data is transferred to the LoanServ loan servicing system (a Fiserv product – currently on a mainframe platform). The UniFi application also has connectivity to the credit provider, Equifax, in order to obtain a proposed borrower’s credit data for verifications of a borrower’s credit worthiness. UniFi does also connect to an underwriting web service (named Direct‐US) for further analysis of a borrower’s and an overall loan’s level of risk. Once a loan is underwritten and approved, the loan is placed in a closed state and loan servicing is done in LoanServ

Reconnect The ReConnect system was developed to facilitate the expansion of broadband services to rural areas by awarding grants and low interest loans to eligible broadband service providers in underserved areas. ReConnect Program is to expand broadband service to rural areas without sufficient broadband access, defined as 10 megabits per second (Mbps) downstream and 1 Mbps upstream. The first round of applicants have three separate funding categories to choose from: 100 percent (%) loan, 50% loan/50% grant, or 100% grant. To be eligible for a 100% loan or 50% loan/50% grant, the proposed funded service area in an application must be in a rural area where 90% of the households do not have sufficient broadband access

Automated Mutli‐Family Accounting System (AMAS) AMAS is one of RD’s official accounting and financial management systems and supports the Multiple Family Housing loan and grant programs. AMAS is an on‐line transaction entry and inquiry financial and accounting system accessed by over 200 field offices, National Office, and Finance Office. Updates are done nightly in a batch mode using Control‐M as the primary scheduling tool. The National Office is the primary user of AMAS and the Finance Office has overall operational, financial, and accounting responsibility for RD. Approximately 1 million transactions are processed to the system annually. AMAS functions include: online appropriation accounting; on‐line inquiry and transaction input; loan making and loan servicing transaction updates; acquired property inventory;
daily register, balancing, and program reporting; and fiscal and financial reporting. The AMAS system currently consists of about 400 COBOL (600,000 lines of code) programs and 9 subsystems.
The on‐line system is written primarily in ADS‐0 with some usage of DC‐COBOL, and is made up of about 300 maps and dialogs. There are approximately 300 Job Control Language (JCL) members.
Structured programming techniques have been used.
The architecture for AMAS and all Services includes Rumba and Mocha accessing the Mainframe apps hosted at DISC’s (formerly NITC) Mainframe. Endeavor and ELMS are used for configuration management and version control. The choice of tool set and architecture will be determined by the COR using the approved suite of tools approved by the Agency.
