About this file
This document provides responses to vendor questions on amendment 0015 to solicitation number 12SAD120R0016. The solicitation is for application sustainment operations and maintenance services across four focus areas for the United States Department of Agriculture Rural Development business center. Focus area 1 involves tier 1, 2 and 3 helpdesk support, user access management, and ticket management. Focus area 2 covers production support operations including incident management and process improvements. Focus area 3 is sustainment engineering team support for lifecycle management including consistency in development, testing and source code management. Focus area 4 relates to legacy system enhancement and modernization planning using an agile approach. The responses clarify that percentages listed for systems under each CLIN are for reference only and should not be costed. Offerors are instructed to not include any percentage or costs for the new HBIIP system and to leave it as zero dollars. The system time percentages and support defined in the CLINs apply only to focus area 3.

RFP 12SAD120R0016 RD Application Sustainment Operations & Maintenance - Amendment 0015
Amendment 0015 is to provide USDA Responses for Vendor Questions
VENDOR QUESTIONS:
Within the provided CLIN elements (0001, 0002, 0003, etc..), the government has identified specific systems along with a percentage of monthly time spent under or in support of the identified program elements. Each system has a specified time percentage with the exception of the HBIIP program which is indicated as a new system (no data) and it does NOT specify an percentage or estimate of time to be spent. When you total all the systems with identified time percentages, it equals 100%. This is WITHOUT any estimations applied to the HBIIP. Basically, we can only allocate and price for 100% of our staff employment/time and adding anything further takes us OVER 100% of estimated support time (as per the CLIN percentages).
The question(s) are:
1) will the government provide updated percentage estimations to allow the offerors to answer the CLIN costing for systems time/cost projections?
USDA Response: No. Per past questions asked and answered in the previous Amendments, please do not place any percentage in HBIIP. The percentages are only for USDA reference so USDA RDTO can share with USDA program offices their estimated costs based on historical inputs.
The percentage break down is set as is within the CLIN with no cost percentage being allocated to HBIIP. Please do not place any percentage in the HBIIP row;levae it as zero dollars.
2) if the government does not intend to change these percentages, will the government provide clarification and direction on how to price the HBIIP to meet compliance with the CLIN structure as any added percentage of time will make the totals in excess of 100% of the estimated times?
USDA Response: Please do not place any percentage in the HBIIP row;levae it as zero dollars.
3) Is the system time percentages and support (as defined within the CLIN formats) a total of FA1, FA2, and FA3 time/costs or is the systems time percentages and support applicable to FA3
ONLY?
USDA Response: FA3 SET team only.
