About this file

This amendment to a request for proposals provides responses to vendor questions regarding an application sustainment operations and maintenance contract opportunity with the United States Department of Agriculture Rural Development. The amendment clarifies that past performance may include experience as a prime contractor or subcontractor on federal or commercial projects. It also states that teaming arrangements are not permitted and that only the prime contractor's past performance will be considered for evaluation. The underlying solicitation seeks a contractor to provide tier 1, 2 and 3 helpdesk support; production support operations; sustainment engineering support; and legacy system enhancement or modernization planning for multiple Rural Development applications. The selected vendor will be required to implement and maintain separation of duties, provide production monitoring and support, sustain deployed applications via new features, bug fixes and process improvements, and assist with incremental modernization of legacy systems using agile methods.

RFP 12SAD120R0016 RD Application Sustainment Operations & Maintenance - Amendment 0003

Amendment 0003 is to provide responses for Vendor questions.

Question 16: Factor 7 Past Performance - Will 8(a) offerors be allowed to utilize prime past performance of proposed subcontractors as part of the five (5) references?

You may use your company’s past performance where you were a Prime or a Sub. But, not past performance of another company. It is the prime who we would be contracting with, not the Sub. A prime could change Subs at any time.

Question 17: RFP Instructions/Teaming – Will the Gov’t allow for 8(a) Joint Venture and/or CTA teaming scenarios?

USDA Response: No.

Question 18: Can the five past performances be submitted from both prime and subcontractor or all past performance should come from the prime contractor?

USDA Response: Past performance is only the performance for your company, whether that performance was as a Prime or Sub.

Question 19: Will the past performance experience from being a subcontractor on a project work or we need to submit the experience from the project where we were the prime contractor?

USDA Response: Yes, either past performance where your company was a Prime or Sub is acceptable.

Question 20: Should the past performance come only from federal contracts or can it come from commercial projects too?

USDA Response: The Past Performance may come from either federal contracts or commercial projects.
