About this file

This document contains an amendment to a request for proposal for application sustainment operations and maintenance services. The United States Department of Agriculture Rural Development Business Center is seeking contractor support in four focus areas: helpdesk support, production support operations, a sustainment engineering team, and legacy system enhancement or modernization planning. The helpdesk and production support operations involve ongoing operations and maintenance activities, while the sustainment engineering team will sustain lifecycles of deployed applications and implement DevOps best practices. The legacy system work involves planning enhancements or modernizations using an agile approach. The amendment provides responses to vendor questions for clarification, including defining project completion time and clarifying requirements for past performance documentation and proposal formatting.

RFP 12SAD120R0016 RD Application Sustainment Operations & Maintenance - Amendment 0010

Amendment 0010 is to provide responses to Vendor questions.

Question 65 Factor 7: Past Performance. Please define “Project Completion Time.” Please confirm this means period of performance.

USDA Response: Project completion time (This means how long it took to complete the project or all PWS tasks, which is not necessarily the POP. If the contract tasks have not been completed, please explain why not.)

Question 66 Factor 7: Past Performance. Note #1 seems to say the supplemental documentation is both conditional and required. It states that offeror “may include,” but the next sentences states “submit.” And, there is a caveat stating, “offeror must submit this information” or affirm “it possesses no relevant past performance.” Is supplemental documentation mandatory? Should this caveat be a separate note speaking to the availability of the whole set of references?

USDA Response: Thank you for pointing out the ambiguous language.

The Note has been rewritten from, “NOTE: The offeror may include client or third-party documentation as part of their Proposal demonstrating how well they performed on relevant projects. Submit awards, customer letters of commendation, or customer performance evaluations. The offeror must submit this information for past performance evaluation or affirmatively state that it possesses no relevant past performance.”

to now read, “NOTE: The Offeror may include client or third-party documentation as part of their Proposal demonstrating how well they performed on relevant projects, such as awards, customer letters of commendation, or customer performance evaluations.”

Additionally, another note has been added to Factor 7: Past Performance as follows:

“NOTE: The Offeror must submit Past Performance information or affirmatively state that it possesses no relevant past performance.”

Question 67 QUOTE/PROPOSAL SUBMITTAL AND AWARD INFORMATION. The RFP states that “one page is defined as one electronic page which is no larger than 8.5” x 11”.”

Will the government allow 11x17 foldout in the price volume?

USDA Response: No, please be creative and limit the size to 8.5” x 11”.
