About this file
This file contains a cost estimate spreadsheet and supporting documentation for the US 50/BUS 80 Community Connectivity Project being procured by the City of West Sacramento through a Request for Proposals issued December 13, 2025. The project requires comprehensive planning studies and conceptual design services addressing obsolete decommissioned freeway structures on Cabaldon Parkway and Jefferson Boulevard, with primary deliverables including a Project Initiation Document (PID), Community Participation Plan with Community Advisory Committee development, and an infill and transit-oriented development feasibility analysis. Optional tasks include supplemental traffic analysis, surveys and mapping, preliminary engineering, environmental analysis documentation, community outreach, project reporting, funding strategy development, and CEQA/NEPA documentation. A pre-proposal meeting is scheduled for December 18, 2025, with written questions due by January 2, 2026, and proposals due February 20, 2026, at 5:00 pm. Interviews for shortlisted proposers are anticipated for the week of March 9, 2026, with City Council award expected April 15, 2026. The initial contract term extends up to three years with potential extensions for two additional one-year terms.
The estimated project value is not to exceed $1,725,000 for base tasks, with optional tasks bringing the total potential cost to $2,415,086. The cost estimate sheet provides detailed labor hour breakdowns across multiple staff classifications including Principal Project Manager, Senior Engineer/Planner, Engineer/Planner, Assistant Engineer/Planner, Surveyor, and GIS Technician, with hourly rates ranging from $125 to $375. The project is funded through the Sacramento Area Council of Governments (SACOG) Reconnecting Communities & Neighborhoods (RCN) Program. Proposers must meet extensive federal requirements including Davis-Bacon prevailing wage laws, Federal Acquisition Regulations compliance, and Title VI non-discrimination provisions. The Disadvantaged Business Enterprise (DBE) program is currently suspended pending recertification. Proposal evaluation criteria include firm qualifications (15%), staffing and project organization (20%), technical approach (30%), technical procedure ability (15%), financial responsibility (10%), proposal transmittal completeness (5%), and contract acceptance (5%).
