1.2. Background

Background

West Sacramento is a vibrant riverfront community centrally located in Northern California. West

Sacramento shares the Sacramento River with neighboring Sacramento, with the deep water ship canal serving the Port of Sacramento. Incorporated in 1987, West Sacramento encompasses approximately 22 square miles, with a population just over 55,000. West Sacramento has a Council/Manager form of government. Citizens elect four City Council Members by district (as of the November, 2022 election) who serve four-year terms and directly elect the mayor who serves a four-year term. The City is full-service with nine (9) departments and nearly 500 full-time employees. The City provides the full range of municipal services including police and fire protection, park, street, fleet, and facility maintenance, https://secure.procurenow.com/portal/cityofwestsacramento/projects/169098/document?section=1552322 economic development and housing, community development, capital projects, and parks and recreation. The City also provides water, wastewater, and solid waste services. In addition, the City maintains port, water, wastewater, and solid waste enterprise funds. Other activities and related entities include the West Sacramento Redevelopment Successor Agency, Reclamation District 900 and the West Sacramento Area Flood Control Agency.

In 2023, the Sacramento Area Council of Governments (SACOG) was awarded funding from the United

States Department of Transportation's Neighborhood Access and Equity (NAE) Discretionary Grant

Program for the Green Zone Access and Equity Regional Planning Project. This award will allow the

SACOG region to advance planning, engineering, design and project development activities to address barrier transportation facilities in nine federally designated disadvantaged communities that are (1) locally prioritized for infill development and (2) share the challenge of high volume, autocentric facilities that bisect existing neighborhoods to limit both economic and transportation mobility.

This collection of barrier transportation facilities included the City of West Sacramento's US50/BUS80

Community Connectivity Project will help the City to address the legacy of barrier facilities: (1) Cabaldon

Parkway (formerly known as Tower Bridge Gateway, State Route 275, Interstate 80, and West

Sacramento Freeway) (2) Jefferson Boulevard (formerly known as State Route 84) and (3) Former

Sacramento Northern Railway Corridor.

Cabaldon Parkway was first constructed in 1954 as the West Sacramento Freeway, connecting the east end of the Yolo Causeway to the west end of Tower Bridge. It was redesignated as Interstate 80 as part of and the state's freeway renumbering in 1964 and then again redesignated as State Route 275 after a realignment of I-80 with the Pioneer Memorial Bridge towards the south side of downtown Sacramento.

The State of California delayed relinquishment of Cabaldon Parkway due to the significance of the connection to the state's Capitol. The State of California relinquished Cabaldon Parkway and Jefferson

Boulevard to the City in the early 2000s. Since then, the City transformed part of the former state-controlled access freeway to a local arterial boulevard by reconfiguring the freeway to an at-grade, multi-modal boulevard with signalized intersections at Riske Lane, 5th Street and 3rd Street.

In 2008, Caltrans approved a Project Study Report (PSR) on US 50/BUS 80 at Jefferson Boulevard

Interchange and South River Road Interchange. The PSR intended to address the current and future traffic capacity and operational deficiencies at the interchanges between US 50 and Jefferson Boulevard, South River Road, and Cabaldon Parkway. Progress after the PSR stalled due to complicated right-of-way ownership in this intersection and the combination of the Great Recession and then COVID-19 pandemic. Despite success in transforming Cabaldon Parkway within the Bridge and Washington

Districts and attracting new affordable, mixed-use development along the former grade-separated corridor, the residential communities of West Sacramento remain divided by the former freeway alignment and north to south crossings are limited to a few heavily trafficked streets along the current

3.75 mile east-west alignment. Currently, Jefferson Boulevard and Cabaldon Parkway are tied into one system that does not match any standard interchange configuration and remains a major transportation barrier that has impeded bike/pedestrian mobility within the City, inhibited access to jobs and resources, and stymied development and progress for the surrounding communities.

Since 2008, there has been numerous changes in goals, policies, and priorities in how to approach transportation projects such as focusing on reducing vehicle miles traveled, encouraging and supporting infill development, and prioritizing projects that reduce greenhouse gas emissions/climate change impacts. Furthermore, the City and Caltrans have pursued other projects that align with this new outlook on transportation planning and would achieve co-benefits that were not realized in the 2008

PSR. Caltrans is underway with the I-80 Pavement Rehabilitation Project and the Yolo 80 Corridor

Improvements Project. Less than a half mile from the intersection of US 50/BUS 80 at Cabaldon

Parkway/Jefferson Boulevard, a freight railway corridor runs parallel to Drever Street creating another barrier impeding pedestrian use. Currently, one portion of the former Sacramento Northern Railway corridor is active under Union Pacific and another belongs to the Port, an independent special district managed by the City since 2006. The Sacramento Regional Transit District (RT), in collaboration with the

Sacramento Area Council of Governments, City of Sacramento, City of West Sacramento, and Yolo

County Transportation District, is leading the Downtown Riverfront Streetcar. The Downtown Riverfront

Streetcar Project received California Environmental Quality Act and National Environmental Policy Act

(CEQA/NEPA) approvals in February 2016 when the Federal Transit Administration (FTA) issued a Finding of No Significant Impact (FONSI) following the publication of an Environmental Assessment in May 2015.

A change in the alignment was determined necessary in 2021 within the City of Sacramento requiring additional engineering design and environmental study. The portion of the alignment within West

Sacramento remained the same, and the RT is completing a CEQA Addendum and NEPA Revalidation for the project that will be completed summer 2025. The City plans to extend light rail beyond the

Downtown Riverfront Streetcar Project by retrofitting the portion of former Sacramento Northern

Railway track now owned by the Port.

The City is fully invested in recovering our neighborhoods and transforming Cabaldon Parkway to meet the City’s character and needs – improvements to US 50/BUS 80, Cabaldon Parkway, and Jefferson

Boulevard and the reintroduction of passenger rail are included in the City’s 2024 Mobility Element of the General Plan and SACOG's upcoming 2025 Blueprint (Metropolitan Transportation Plan/Sustainable

Communities Strategy). This US50/BUS80 Community Connectivity Project will help unlock 13 acres of vacant land in the center of the City's urban core that is currently isolated by these barriers and identify the opportunity for infill and transit-oriented development in West Sacramento's Green Zone.

The City expects interpretation and translation services to include, at minimum, Spanish and Russian. Farsi has been identified as a potential, growing language in West Sacramento. Additional languages and interpretation/translation needs may be identified through the community assessment. The Consultant shall administer and comply with the City's Title VI Plan and Limited English Proficiency Outreach Plan.

The CPC will be approved by the City.

The Consultant should develop and maintain a stakeholder and community engagement list throughout the Project. Stakeholders to engage should include neighborhood association leaders, community based organizations, developers, business community partners, and other community stakeholders. This strategy should also include coordination with internal city departments (Community Development, Economic Development & Housing, Public Works, Capital Projects, Port of West Sacramento, Fire

Department, Police Department, etc.), transportation/transit agencies (Yolo County Transit District, Sacramento Regional Transit District, and California Department of Transportation), rail agencies (Sierra

Northern Railway and Union Pacific Railroad), and other relevant agencies. The Consultant shall also act as technical support for presentations to City Council or Commissions.

This task may include development of outreach material, survey(s), Community Advisory Committee, Transit Technical Advisory Committee, virtual outreach materials and meetings, one-on-one stakeholder meetings, public/community workshops, stipends, meeting facility rentals, charrettes, equipment rentals, or other applicable community engagement activities identified in the CPC. This task may also include the development of a project website and distribution of outreach material by flyering, mailers, door-hangers, or other outreach/engagement methods. Outreach material must be approved by City prior to being used or distributed.

Any proposed advisory committees are not a governing or decision-making body but will help the City effectively advance the Project forward with a community-centric approach.

Through this effort, the City seeks to understand reconnecting this area while understanding the risks that could occur from transformative changes to the surrounding streets. To that end, the selected project team is expected to understand the land use and community characteristics of the neighborhoods in the study area and to consider community goals in the development of alternatives and complementary land use and other policies. Due to this, the City anticipates an initial round of outreach and engagement that will focus on building community awareness of the PID process, understanding the community’s needs and priorities for improvements, and developing a context sensitive solution in refining the purpose and need for the PID.

Task 1 Deliverables:

A. Community Participation Plan

B. Stakeholder and Community Engagement Materials, Meetings Agendas, and Minutes

C. Community Engagement Summary Memorandum

Task 2 Project Initiation Document

The Consultant shall develop a Project Initiation Document (PID) per Caltrans requirements. This task will include but not be limited to defining the Project need and purpose; defining the type of PID needed; reviewing past studies and analysis as needed; collecting and reviewing all relevant mapping, reports, plans and other information including site visits and field reviews to verify Project features support preliminary geometrics for the proposed improvements; preparing an electronic base map

(using commonly available mapping software) of the project area with coverage of approaches to the project limits; preliminary engineering for conceptual alternatives sufficient for understanding challenges, opportunities, trade-offs, alignments, and cost estimates; analyzing each alternative based on various impact studies, including traffic studies, to move forward with a limited number of selected alternatives for inclusion in draft PID; circulating the draft PID; and obtaining comments from the stakeholders to finalize the PID for ultimately programming the Project for furthering project development activities. PIDs are required to be developed and approved by Caltrans before any major or high complexity project can be programmed and constructed on the State Highway System.

The City anticipates the PID to be a Project Study Report-Project Development Support (PSR-PDS) per

Caltrans' Project Development Procedure Manual (PDPM) Appendix S. In general, the development of the PSR-PDS involves the following process:

A. Develop work programs for PSR-PDS development

B. Hold pre-PID meeting

C. Obtain authorization for PID preparation

D. Obtain and review existing reports, studies, mapping or other information

E. Form the project development team

F. Develop consensus on the project purpose and need

G. Review the project site

H. Identify additional data requirements and analysis methodologies for project scoping

I. Perform the initial engineering analysis and develop alternatives

J. Develop cost estimates

K. Develop schedule

L. Identify risks

M. Perform quality management

N. Complete PSR-PDS

O. Perform Caltrans district review and obtain approval

All work products and deliverables should be prepared in accordance with the latest Caltrans regulations, policies, procedures, manuals and standards, including compliance with FHWA requirements. The products and deliverables should be designed in accordance with local regulations, policies, procedures, manuals and standards. Should local regulations, policies, procedures, manuals and standards be underway with updates, the Consultant should confer with the City upon an agreed upon approach.

The 2008 PSR is included in the Attachments for background context. Due to the changes in state and local transportation planning objectives, the City expects that the Consultant may propose alternatives not analyzed in the 2008 PSR. The PID will explore the obsolete relinquished freeway structures on

Cabaldon Parkway and design alternatives for local use; incorporate complete street elements and proposed local roadways to connect communities; facilitate truck and bus movements; complement City plans and projects such as planned light rail extension from Downtown Sacramento to expand accessibility and mobility options; and support nearby planned and underway mixed-use and housing projects.

Task 2 Deliverables

A. Technical Reports and Memorandums

B. Draft Project Initiation Document

C. Final Project Initiation Document

Task 3 US50/BUS80 Infill and Transit Oriented Development Feasibility Analysis

The project area is within the City's designated Green Zone, as part of SACOG's Green Means Go

Program. Green Zones are areas with capacity for infill growth but face market or other barriers that have prevented development from occurring. Through the Green Zone designation, local jurisdictions and other partners will promote infill, reduce regulatory and economic barriers to infill, and support new transportation options.

https://secure.procurenow.com/portal/cityofwestsacramento/projects/169098/document?section=1552326

In center of region’s urban core, the US50/BUS80 and Jefferson intersection isolates the surrounding lands and contributes to barriers to infill development. At the junction of multiple land use planning policies (Bridge District Specific Plan, Grand Gateway Master Plan, and West Capitol Avenue Central

Business District) and where the City can accelerate travel choice, the project area presents an opportunity for a cohesive and vibrant transit-oriented development to create communities that offer a range of housing types, job opportunities, and services centered on public and alternative transportation. The intent of Task 3 is to provide feasible recommendations to encourage development outcomes that align with the City’s long-term housing, mobility, and climate goals.

Subtask 3.1 – Plans Review and Existing Conditions Analysis

The consultant team will review relevant planning and facility master plan documents (e.g., Bridge

District Specific Plan, General Plan, Utilities Master Plans) and conduct a parcel-based analysis to identify a range of potential barriers to infill housing and transit-oriented development in the project area, including but not limited to:

• Infrastructure deficiencies

• Parcel scale, configuration, and ownership

• Zoning/land use policies

• Real estate title factors

Subtask 3.2 – Market and Feasibility Analysis

Past City planning documents have included aggressive commercial development assumptions, particularly for office uses. As the real estate market is ever evolving, recommended land uses and project area concepts will need to ensure market viability and attractiveness. The selected firm will conduct a market analysis to evaluate absorption potential to evaluate feasible residential, mixed-use and commercial product types and densities based on market demand and achievable rents or sales prices. The selected firm will produce a viable development concept alternative(s) compatible with the alternatives identified through the PID, and will perform a pro forma analysis of up to six (6) development prototypes to identify static feasibility constraints. Additionally, the selected firm will conduct a public financing strategy to ensure improvements can be supported by project area development concept alternative(s).

Development concepts may include graphic illustrations or 3D representations of select locations to illustrate potential development.

Subtask 3.3 - Plans and Policies Update Recommendations

The selected firm will use the findings of Subtasks 3.1 and 3.2 to recommend potential updates to existing plans and policies, or consideration of new planning mechanisms to ensure the development concept alternative(s) and related improvements are integrated in the City's relevant long-term planning documents.

Task 3 Deliverables:

A. Draft Development Feasibility Report

B. Final Development Feasibility Report
