About this file
This is a Request for Proposals (RFP) document issued by the City of West Sacramento, California, in partnership with the Sacramento Area Council of Governments (SACOG) Reconnecting Communities & Neighborhoods (RCN) Program, soliciting consultant services for the US 50/BUS 80 Community Connectivity Project. The project requires comprehensive planning studies and conceptual designs to explore alternatives for converting obsolete decommissioned freeway structures on Cabaldon Parkway and Jefferson Boulevard into local community assets while incorporating complete street elements and supporting planned light rail extensions and mixed-use housing development. Key deliverables include a Project Initiation Document, community participation plan, and infill and transit-oriented development feasibility analysis, with optional tasks covering preliminary engineering, environmental analysis, and community outreach. A pre-proposal meeting is scheduled for December 18, 2025, with questions due by January 2, 2026, and proposals due by February 20, 2026, at 5:00 pm. Interviews for shortlisted proposers are anticipated for the week of March 9, 2026, with City Council award expected on April 15, 2026. The initial contract term is up to three years with potential extensions for two additional one-year terms.
The project carries an estimated value not to exceed $1,725,000 and will utilize a cost-plus-fixed-fee payment structure. Proposers must register on SAM.gov and demonstrate expertise in state and federal transportation planning procedures while maintaining certified indirect cost rates and adequate financial management systems. Evaluation criteria include firm qualifications (15%), staffing and project organization (20%), technical approach (30%), technical procedure ability (15%), financial responsibility (10%), proposal transmittal completeness (5%), and contract acceptance (5%). Funding is provided through the SACOG RCN Program, and the project is subject to extensive federal requirements including Davis-Bacon prevailing wage laws, Federal Acquisition Regulations, and Title VI non-discrimination provisions. The City currently has a Disadvantaged Business Enterprise (DBE) program suspension pending recertification.
