About this file
This is a Fee Proposal Sheet from the San Bernardino County Purchasing Department for the Adventist Regional Medical Center (ARMC) Emergency Department & ICU Expansion Feasibility Study and Master Planning project (RFP No. 10.10.0951). The document outlines the Labor and Expense Rates and Fee Proposal Requirements for as-needed scope of work items throughout the contract term. Proposers must provide comprehensive fee schedules including hourly rates for all disciplines and employees, direct charge rates such as mileage and reproductions, reimbursable expenses, flat fees, and mark-up percentages for outsourced services not to exceed 10%. The scope of work encompasses eight base deliverables—including evaluation of existing facility adequacy, definition of requirements for emergency department and related services, assessment of impacts on ancillary departments, campus flow and circulation analysis, site utilities and infrastructure capacity evaluation, expansion and phasing options, preliminary milestone schedules, and preliminary cost and schedule projections—plus five additional alternative deliverables focused on planning framework, project delivery method recommendations, procurement sequencing, implementation roadmap, and governance structure recommendations. A mandatory virtual proposal conference is scheduled for May 27, 2026, at 2:00 p.m., with proposals due by June 17, 2026.
Proposers must submit total dollar amounts for each major section and deliverable as outlined in the scope of work, with all labor, expenses, and mark-ups included in each cost estimate. Only costs directly incurred in the preparation and delivery of work products are reimbursable, and only mileage within San Bernardino County is reimbursed with the starting point specified by the county. Indirect project costs and expenses related to 'tools of the trade' are not reimbursable. The county retains the right to negotiate work schedules, requirements, and deliverables for specific projects and reserves the right to select, prioritize, or exclude any recommendations, deliverables, or services at its sole discretion. The selected consultant will be compensated based on a percent-of-task-completed basis as determined by ARMC's satisfaction, with monthly invoices submitted within twenty days of month-end and ARMC payment due within sixty working days of invoice receipt. Prevailing wage requirements apply to the project, with California prevailing wage determinations effective through 2026-2027 and federal wage determinations dated February 26, 2026.
