This document is a Request for Information (RFI) for the Undergraduate Jet Training System (UJTS) issued by the Department of the Navy Program Executive Office Naval Air Systems Command. The RFI seeks industry input on developing a new jet training system to replace the current T-45 Combined Multi-Service Pilot Training System, with two primary goals: accelerating Initial Operational Capability (IOC) and improving training quality. The Navy plans to release a Request for Proposal (RFP) in December 2025, with a projected contract award in January 2027 for Engineering, Manufacturing, and Development (EMD) and initial Low Rate Production (LRIP) of aircraft and ground-based training systems.

The RFI requests detailed industry feedback on multiple aspects of the training system, including: (1) a mix of training devices (Operational Flight Trainers, Unit Training Devices, Cockpit Procedural Trainers, Desktop Avionics Trainers), (2) courseware development, (3) Live/Virtual/Constructive (LVC) training capabilities, (4) physical dimensions of training devices, (5) Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, (6) reliability and maintainability approaches, and (7) potential infrastructure solutions. A virtual industry meeting is scheduled for 17 April 2025, with responses to the RFI due by 30 April 2025. The government emphasizes this is an information-gathering exercise and will not pay for response costs or commit to a contract at this stage.

1.1 This is a Request for Information Only

This market research is for information gathering and/or internal planning purposes only. This

RFI does NOT constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), nor is it a promise to issue an RFP in the future or an indication that the

Government will contract for any of the items and/or services contained in this notice. This RFI does not commit the Government to award a contract as a result of this announcement. No solicitation documents exist at this time. Thus, at this time, the Navy is NOT seeking proposals and will NOT accept unsolicited proposals. Respondents are advised that the Government will

NOT pay for any information or administrative costs incurred in response to this RFI.

1.2 Undergraduate Jet Training System Overview This is a Request for Information Only

Jet training capability is required to provide intermediate and advanced training for undergraduate USN and United States Marine Corps (USMC) jet aviators and flight officers.

The T-45 Combined Multi-Service Pilot Training System currently supports CNATRA’s

Intermediate and Advanced Jet Training Syllabus and is anticipated to be re-capitalized by replacement.

The UJTS program has two overarching goals: (1) Speed to Initial Operational Capability (IOC) and (2) Quality of Training. The UJTS program is on an accelerated procurement timeline to release a Request for Proposal (RFP) by December 2025 with a projected Contract Award in

January 2027. The RFP will be for the Engineering, Manufacturing, and Development (EMD) of the UJTS solution as well as the Procurement of the first lot of Low Rate Initial Production

(LRIP) aircraft and limited quantities of ground-based training systems. Due to advancements in operational platform landing modes and in ground-based simulation, the UJTS air vehicle will only be required to conduct Field Carrier Landing Practice (FCLP) to wave off.

The Government will release Draft solicitation documents as they become available to seek industry input.

This market research is for information gathering and/or internal planning purposes only. This

Air Vehicle Weapon System Specification (WSS) Industry Review & Input

The Government requests industry input on Reference (A) Draft WSS, which currently only contains requirements for the air vehicle. Reference (B) is provided to accompany the Draft

WSS. In an effort to ensure speed to IOC, the Government desires to keep the contractor development timeline (contract award to delivery of 1st test aircraft) no more than three (3) years in duration. Therefore, in review of the draft WSS, please annotate any requirements or combination of requirements that will take your company longer than a 3-year development

(contract award to delivery of 1st test aircraft) timeline. Additionally, please relay if any requirements are unachievable with your current or proposed solution.

The Draft Aircraft WSS is not yet a comprehensive specification. The Government expects to add, modify, and delete requirements as UJTS capabilities are refined and in response to industry input, however key requirements that are anticipated to drive cost and schedule are included in this draft WSS. The Government will further define the standards and ground rules that will apply to the aircraft requirements.

Specifications and documents that are referenced in the draft WSS but not publicly available should be assumed to match the civil equivalent documentation.

GBTS

The Government requests industry input to the below areas in order to assist in finalizing WSS requirements for GBTS. References (C) through (G) provide information to assist in developing inputs.

I. Mix of Training Devices

The Government is contemplating a four-tiered GBTS product line, consisting of Operational

Flight Trainers (OFT), Unit Training Devices (UTD), Cockpit Procedural Trainers (CPT), and

Desktop Avionics Trainers (DAT) but seeks industry’s input on an appropriate mix. Based on

References (C) through (E), what mix of GBTS device types does industry recommend?

II. Courseware

Based on References (C) through (E), what mix of courseware would industry recommend to maximize the Government's ability to organically use, revise, and maintain the delivered courseware products?

III. Live/Virtual/Constructive Training

The Government anticipates Live/Virtual/Constructive (LVC) integrated training that allows real-time insertion of virtual threat environments in aircraft and simulators within a single training event comprised of connected training devices (any combination of aircraft or simulators). What LVC solution, technology, or architecture is recommended to enable low-latency, real-time linked training for such events as listed in Reference (F)? Can your recommended solution support simultaneous training events? What limitations do your existing solutions currently have to meeting these referenced events?

What LVC networking solutions exist to enable the aforementioned LVC training in an unclassified environment? What are the pros and cons of each alternative? What solution does industry recommend? Do you offer any unclassified network encryption capability?

IV. Physical Dimensions of training devices

What are the 3D physical dimensions for each type of simulator/ground based training device, as well as any associated equipment (such as server racks or associated infrastructure)? The intent is to obtain data to support facilities planning. Reference (G) guidance is provided.

V. DMSMS

How would you manage GBTS Diminishing Manufacturing Sources and Material Shortages

(DMSMS) and obsolescence to optimize material availability?

VI. Reliability &Maintainability

Describe your company’s engineering approach to Reliability and Maintainability for GBTS.

Please address for both hardware and software.

VII. Hyper-converged infrastructure

Have you considered leveraging a hyper-converged infrastructure in order to minimize device

HW footprint, particularly with regard to server space? Does industry recommend this type of architecture for the UJTS GBTS, to include LVC training capability?

Industry input on subsystem testing at contractor facility

The Government seeks industry’s input on potential subsystem testing that could take place at the contractor’s facility in order to help reduce risk of deficiency reports in Developmental Test

(DT). Please provide potential subsystem tests that could reduce such risk.

Industry Recommendations to accommodate expedited timeline

The Government seeks industry’s input on what the Government can provide prior to RFP release that will assist industry in better understanding the UJTS program to ensure the RFP is clear and without need for revisions and to enable industry to respond to the RFP in 90 days.

Please inform the Government of any documentation or otherwise that it can provide during this timeframe in order to better industry’s posture to respond quickly to the RFP once released.

Industry partners and subcontractors

The Government seeks to understand what additional contractors each potential offeror may partner with or have contracts with so that it can ensure Government individuals involved do not have Conflicts of Interest.

3 INDUSTRY MEETING / ONE-ON-ONES

The Government intends to host a Virtual UJTS Industry Meeting on 17 April 2025 to discuss the Government’s path forward to RFP release and anticipated proposal development and source selection timelines. Additionally, the Government will conduct Virtual one-on-ones with interested parties to answer questions about the Air Vehicle Draft WSS and GBTS inquiries.
