About this file

This document is a Request for Information (RFI) from the Department of the Navy's Program Executive Office for the Undergraduate Jet Training System (UJTS) program. The Navy is seeking industry input on draft specifications and requirements for a new jet training system to replace the current T-45 Combined Multi-Service Pilot Training System. The UJTS program aims to accelerate the procurement timeline, with a projected Request for Proposal (RFP) release in December 2025 and contract award in January 2027. The RFI covers draft specifications for Ground Based Training Systems (GBTS), Air Vehicle requirements, Engineering, Manufacturing, and Development (EMD), and seeks industry feedback on digital engineering strategies, software delivery methods, and data transfer approaches.

The Navy will conduct in-person and virtual one-on-one meetings with potential prime contractors on July 15 and 21, 2025, around Patuxent River Naval Air Station. Interested parties are requested to submit responses electronically by June 30, 2025, at 5:00 PM EST to the Procuring Contracting Officer Thomas Conrow or Contract Specialist Brandon Rider. The RFI emphasizes that this is purely for market research and information gathering, does not constitute a formal solicitation, and will not result in contract award. References to the draft documents are marked as Controlled Unclassified Information (CUI) and require additional vetting to access.

DISTRIBUTION STATEMENT A: Approved for public release: distribution unlimited.

1 DESCRIPTION

This Release of Information and Request for Information (RFI), Serial Number 25-0002/UJTS, is a continuation of on-going communication and market research in support of the Undergraduate Jet Training System (UJTS) program. For further background, reference should be made to three previous Request for Information postings under 25-0001/UJTS dated 31 March 2025, 23-0002 UJTS dated Aug 2023; 23-0001 UJTS, dated 23 Jan 2023; 20-0001 UJTS, dated 28 Jul 2020; and a market survey posting under N6134018R0066, dated 21 May 2018.

1.1 Undergraduate Jet Training System Overview

Jet training capability is required to provide intermediate and advanced training for undergraduate USN and United States Marine Corps (USMC) jet aviators and flight officers. The T-45 Combined Multi-Service Pilot Training System currently supports CNATRA’s Intermediate and Advanced Jet Training Syllabus and is anticipated to be re-capitalized by replacement.

The UJTS program has two overarching goals: (1) Speed to Initial Operational Capability (IOC) and (2) Quality of Training. The UJTS program is on an accelerated procurement timeline to release a Request for Proposal (RFP) by December 2025 with a projected Contract Award in January 2027. The RFP will be for the Engineering, Manufacturing, and Development (EMD) of the UJTS solution as well as the Procurement of the first lot of Low Rate Initial Production (LRIP) aircraft and limited quantities of ground-based training systems.

The Government will release Draft solicitation documents as they become available to seek industry input.

1.2 This is a Request for Information Only

This market research is for information gathering and/or internal planning purposes only. This RFI does NOT constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), nor is it a promise to issue an RFP in the future or an indication that the Government will contract for any of the items and/or services contained in this notice. This RFI does not commit the Government to award a contract as a result of this announcement. No solicitation documents exist at this time. Thus, at this time, the Navy is NOT seeking proposals and will NOT accept unsolicited proposals. Respondents are advised that the Government will NOT pay for any information or administrative costs incurred in response to this RFI.

Draft GBTS Weapon System Specification (WSS) Industry Review & Input The Government requests industry input on Reference (A) Draft WSS, which contains requirements for the Ground Based Training Systems (GBTS).

The Draft WSS is not yet a comprehensive specification. The Government expects to add, modify, and delete requirements as UJTS capabilities are refined and in response to industry input, however key requirements that are anticipated to drive cost and schedule are included in this draft WSS. The Government will further define the standards and ground rules that will apply to the GBTS requirements.

Draft Air Vehicle Weapon System Specification (WSS) Industry Review & Input The Government requests industry input on additional requirements for Reference (B) Draft Air Vehicle WSS, for Live Virtual Constructive capability and Crew Systems.

The Draft WSS is not yet a comprehensive specification. The Government expects to add, modify, and delete requirements as UJTS capabilities are refined and in response to industry input, however key requirements that are anticipated to drive cost and schedule are included in this draft WSS. The Government will further define the standards and ground rules that will apply to the Air Vehicle requirements.

Draft EMD SOW and CDRLs Industry Review & Input The Government requests industry input on References (C) and (D), Draft EMD SOW and CDRLs, which is the statement of work for the UJTS system of systems for the EMD phase of the program. A SOW for the first lot of Low-Rate Initial Production (LRIP) aircraft and simulators will be provided after it has been drafted.

Reference Documents References (E) and (F) are provided for informational purposes.

Digital Engineering The Government is in the process of developing its digital engineering strategy and seeks industry’s input. The Government is currently contemplating requirements that would allow Government insight into the Contractor’s working-level, real-time efforts. If such access is achievable, it is foreseeable that the number of Contract Data Requirements List (CDRL) deliverables would be reduced, as Government technical experts would be able to review the source data as it is developed and collaborate with industry counterparts to finalize engineering artifacts within the Contractor’s system. The Government is interested in understanding industry’s ability to meet this requirement, to include a single point of entry for Government users to access all Contractor databases down to the authoritative source of truth during the design process. The intent would not be for industry to establish a new database or digital infrastructure to meet this requirement, but rather to grant access to its existing systems. The Government seeks information on existing Contractor systems and whether industry digital infrastructure could foster collaboration with Government participants.

Additionally, the Government requests industry input on requirements management. What systems (e.g., DOORS, Cameo, etc.) does the Contractor currently use to manage, trace, and change requirements? Is the Government able to access this requirements management system remotely, and with what level of access? Is the Government able to see real-time, working draft requirements? Is it possible to grant access via a web-browser?

SOFTWARE AND DATA TRANSFER

The Government seeks information from industry on Aircraft and GBTS Software delivery methods, for initial loads and future updates. Please provide details on existing or planned approaches to include hardware, software or license considerations.

Similarly, the Government seeks information on existing or planned methods for transmitting data to and from the aircraft, GBTS, debrief or other ground stations, for training, mission planning and maintenance purposes. Please provide details on methods used such as over-the-air, physical data storage devices, etc.

3 INDUSTRY MEETING / ONE-ON-ONES

The Government will conduct in person one-on-ones with interested parties to answer questions about the GBTS WSS and the Draft EMD SOW. The meetings will be conducted around Patuxent River Naval Air Station, with open dates of July 15, 2025 and July 21, 2025. Virtual meetings and/or Teams support will be available. Please contact the Procuring Contracting Officer (PCO) and Contract Specialist if you are interested in attending the Industry Meeting and/or scheduling a one-on-one with the UJTS Government team. One-on-ones will be conducted with potential prime contractors only.
