Why choose the U.S. Bank Voyager Fleet Program The U.S. Bank Voyager Fleet Program delivers on all the core needs the State has outlined for your program:
Beyond the program basics, the State should choose U.S. Bank Voyager as your fleet program partner for three distinct reasons:
The U.S. Bank Voyager Fleet Program combines low-cost retail, private site providers, bulk fuel purchasing and negotiated discounts to maximize your savings. Drivers can use the Voyager mobile app to identify the best-priced locations within a specific radius to maximize cost- and time-efficiencies. At the same time, built-in controls help ensure your fleet purchases comply with the appropriate regulations automatically. No matter how complex the rules governing your program, the Voyager Fleet Program makes it easy to implement and enforce.
U.S. Bank Fleet Commander® Online, our proprietary program management tool, simplifies program management and provides robust reporting through a single, web-based dashboard. The Voyager Fleet Program gives you a clear view of where money is spent on your fleet. With easy access to insights, you can establish data-driven goals designed to improve your fleet efficiency and program performance, and with the ability to customize reporting, you have the tools you need to ensure compliance.
With the Voyager Fleet Program, you have a team and a program that deepen your expertise with decades of public sector experience. We understand complex public sector accounting requirements and know how to maximize integrations and take advantage of our configurable hierarchy to ensure the automation and transparency your program requires. We have spent years working with public sector clients to address the unique needs of their organizations for optimal results and are happy to make that expertise available to your agency.
Price-optimized and compliance-driven
Unmatched public sector fleet experience
With the Voyager Fleet Program, you can count on payments technology leadership and dedicated customer service to help you make the most of your program. The Voyager mobile app and the ease of our application programming interface functionality for integration with your various systems are just the beginning of what is next in fleet. As electric vehicles (EVs) become more popular, our Voyager Mastercard is accepted at ChargePoint, the largest EV charging network in the United States. Our Voyager Mastercard also has the advantage of Mastercard’s diverse, global acceptance. From cardless, vehicle-based payments to the first VIN-based maintenance payments program in the industry, U.S. Bank innovations are driving what is next in fleet.
Add to that an experienced public sector support team always available to help, and you have a recipe for fleet success. Whether you need to react quickly during a natural disaster or want to tap into program expertise to make the most of your efforts, your U.S. Bank team is your frontline resource.
Dedicated service and forward-thinking fleet technology
By sharing storm tracking data with the Voyager Fleet Program, a state government agency enables real-time, geographically appropriate adjustments to card limits to support the needs of emergency response and cleanup while enabling proactive fraud prevention.
PROJECT DESCRIPTION AND SCOPE OF
WORK
The bidder should provide the following information in response to this Request for Proposal.
PROJECT OVERVIEW
The Nebraska State Treasurer (State Treasurer’s Office) is requesting proposals for Fleet Fuel Card Services on behalf of State agencies, governmental entities and political subdivisions that wish to participate under the State’s contract.
The State of Nebraska (State) makes no representation that any State agency, municipality, county, or other governmental subdivision will choose to engage these services as the result of this RFP. The combined bidding of all services to the State eliminates the need for additional procurements by individual State agencies. It will be the responsibility of the contractor to contract the cities, counties, and other governmental subdivisions regarding the potential to participate under this contract.
The Fleet Fuel Card Services program will be used to purchase fuel and vehicle related services. As of December 2022, State agencies have approximately 8600 fuel cards and the University has approximately 1200 cards. Currently, there are approximately 2500 cards issued to cities, counties, schools, and community colleges using this contract. Exhibit’s 1, 3, 5 and 7 show the transaction history for State Agencies and Exhibit’s 2, 4, 6 and 8 show the cities, counties or political subdivisions using the contract.
These exhibits show the total transaction dollars, the rebate based on volume, the file turn rebate, along with the total rebate for each agency or entity under the current contract. These represent a historical count and are not a guarantee of future transaction volumes but are provided to benefit the bidders in developing their proposal.
Understood.
PROJECT ENVIRONMENT
The Nebraska Department of Transportation shall administer the fleet card program on behalf of the State agencies. The University of Nebraska Fleet Management will be the point of contact for all University fleet fuel cards.
Understood.
A. PROJECT REQUIREMENTS
The awarded bidder will be responsible for:
Development, testing and implementation;
Issuing cards, using unique card numbers;
Electronic data file transfer.
B. BUSINESS REQUIREMENTS
Each bidder is responsible to research Nebraska Revised Statutes for their legal responsibilities when doing business with the State. Reference to certain State statues and the Nebraska Constitution are provided in the RFP but are not all inclusive to the legal requirements of the selected contractor.
a. Neb. Rev. Stat.§ 73-506(1) – The State cannot pay for deliverables not received
Neb. Rev. Stat.§ 73-506(2) – Service contracts with unspecified or unlimited duration
Nebraska State Constitution, Article XIII, §3 – Prohibits indemnification and limitations of liability.
U.S. Bank will be responsible for the above requirements.
C.SCOPE OF WORK
1. BASIC REQUIREMENTS
a. Each card must be printed with the account number, vehicle or equipment identification number, name of agency, and Nebraska tax exempt number.
The embossing options for the Voyager Fleet cards are:
The first line can be embossed with 4 to 6 numeric digits: “Vehicle No. 123456”.
The second line can be embossed up to 25 characters with the account name.
The third line can be embossed up to 17 characters total.
Please refer to Proposal Exhibit 2, Current State of Nebraska Card Design. U.S. Bank will continue to offer this customized Voyager card at no additional cost. Changing the custom graphic and hot stamp logos may require an additional cost. Should the State choose the Voyager Master Card a custom card design may not be available.
b. Card must be assigned to vehicles, not to a driver.
A card may be assigned to a vehicle that is used by one or more drivers. If the card is assigned to a vehicle:
The vehicle ID can be embossed on the card.
The PIN can be the driver ID or a unique number for that card:
• If the PIN is a driver ID, it is checked against a list of valid driver IDs.
• If the PIN is a unique number for that card, it is checked against the specific information set up for that card (not available for Voyager Mastercard).
• PINs and IDs must be four to six numeric digits.
Any driver can fuel the vehicle.
All vehicle cards can be established in the database for reporting purposes.
c. The State of Nebraska and the University of Nebraska are exempt from all State and Federal sales and excise taxes. The University of Nebraska is exempt from sales tax in NE, FL, IL, KS, MA, MO, ND, and TX. Vendors are to omit these taxes from the billing/invoice.
As your current Voyager Fleet card, U.S. Bank bills all tax-exempt accounts for purchases made on the Voyager Fleet card less any applicable fuel/sales tax exemptions, allowed by law, to which they are entitled, and to which the vendors are capable of processing. Complete reporting of exempted taxes will be provided to the State of Nebraska and to the oil company that allows the exemption.
All clients who are exempt from federal fuel taxes will receive their gas tax exemptions either through the U.S. Bank billing or through a refund claim process. At local, independently owned retail locations that are unable to handle the federal gas tax, U.S. Bank will calculate and accumulate the tax data. Once the criteria set by the IRS are met, U.S. Bank will complete an IRS 8849 refund claim and forward it to the client. The customer will sign the refund claim and forward it to the IRS for the refund to be processed.
On January 1, 2006, U.S. Bank began exempting federal excise taxes as a registered Ultimate Vendor on all sales of gasoline, diesel, E 85, kerosene, aviation gas, and aviation grade kerosene. U.S. Bank handles all (100%) federal excise taxes through a proprietary exemption handling process that strips all taxes at the time of transaction posting.
As a registered Ultimate Vendor, U.S. Bank will settle with the merchant whenever a State of Nebraska entity uses a U.S. Bank card to acquire fuel. When the Voyager Fleet Card is used at an oil company vendor, the transaction resides in the vendor’s point of sale device until the vendor processes its daily batch file upload into the oil company/processor’s mainframe.
The oil company/processor will then submit settlement files to U.S. Bank. During the settlement process, U.S. Bank will purchase the fuel transaction at a price that includes the federal excise tax. U.S. Bank will then run all transactions through a tax exemption handling routine that strips all applicable taxes and will post the transactions to the State of Nebraska less any federal excise taxes. Lastly, U.S. Bank, as the Ultimate Vendor, will then file a claim with the IRS to receive a refund of any federal excise taxes exempted.
U.S. Bank has developed and maintains its own proprietary tax exemption handling process—a process that is used to great effect by many state and Federal Governmental entities today.
U.S. Bank also possesses the industry’s best level III data capture. The combination of these two features allows U.S. Bank to offer the State of Nebraska a real time, sophisticated tax exemption handling process. Transactions are handled live in the U.S. Bank system as they are received;
not later, or via a third party as is the case with other fleet card providers. Furthermore, because U.S. Bank captures complete level III data, more taxes are handled with greater accuracy and the State of Nebraska does not lose valuable tax exemption dollars due to inaccurate or missing level III data.
If the State selects Voyager Mastercard for its future fleet card program, please note that U.S. Bank is not able to omit sales and excise taxes. However, U.S Bank can provide reporting on such charges to the State is able to apply for a refund of applicable sales and excise taxes from each merchant.
d. The vendor must pay for any necessary software updates for:
i. Batch file processing;
ii. Driver authorization;
iii. Uploading fuel conversion codes, and;
iv. Uploading card authorization to GASBOY systems.
U.S. Bank will be responsible for any internal updates on our systems.
Rather than paying for external software updates, U.S. Bank is offering a competitive rebate pricing structure based on the volume and timeliness of repayment of the Voyager fleet card program.
e. Card must be capable of privatizing (for internal transaction processing).
U.S. Bank has standard inventory files that can be used to create a positive or negative file of the cards, drivers and vehicles that are allowed access at private terminals. As your current provider, U.S. Bank will continue to work with the State of Nebraska to use the inventory file or work to come up with a custom solution to meet the needs of fueling at private terminals.
f. Program should be in place by April 1, 2024.
As your current provider there will be no need to implement a new program, saving the State of Nebraska the time and cost of implementation.
g. Soft rubber/neoprene card hold key rings should be provided at no cost.
Yes, U.S. Bank has waived the cost of card hold key rings.
h. New or replacement cards must be free and include free shipping and tracking information when cards are shipped.
Replacement cards can also be conveniently ordered online. Additional options include telephone (by authorized personnel only), written request (fax or email) and electronic file. Replacement cards can be ordered the day the card is requested and can be mailed the next business day.
Cards sent via USPS must allow five to seven business days for delivery. If the State would prefer that all cards be sent via overnight delivery as a regular course of business, we will comply and bill the State accordingly ($20.00 overnight fee per shipment of up to 100 cards).
i. Replacement cards will be issued within five (5) business days.

j. Administrators of the programs can unlock cards as well as the contractor.
Yes, this functionality is available to Administrators through the Voyager portal using the Override Authorization Limits feature or by calling customer service 24/7.
k. Historical information must be stored for three (3) years after the contract expires.
Yes, this functionality is available through the Voyager portal. Users can access 24 to 36 months of data. At the end of each year, we move the oldest 12 months of data offline. Data is stored offline for an additional 48 months (84 months total) and is available upon request.
l. Initial cards must be issued by program administrators.
For the initial roll out, you can submit a hardcopy list or data file that provides all PIN and vehicle information. After processing the list or file, we will confirm account setup with the State. Upon approval, we will emboss and mail all cards to the designated card addresses.
We can process all your cards at once. The advantages of Automated Card Issuance are:
Complete implementation from the outset Significantly quicker program implementation Automated file processing eliminates potential set-up errors
m. The contractor must ensure privacy and security for all data in their environment .
We offer our proprietary program management and reporting system, the Voyager portal, which resides in a multi-tiered, multi-server environment with built-in redundancies. We host all our servers and manage our system firewalls. We use the latest firewalls with encryption to protect the application, the business logic and delivery mechanisms of the Voyager portal and your data.
All internet connections and sensitive internal connections are also encrypted.
User access Each Voyager portal user ID is associated with authorization and authentication information that dictates which accounts a user can access and which tasks a user can perform within the system, which authorizes access exclusively to the data and functionality allowed by the profile associated with that user ID. This structure allows the State to allow each employee access only to the information and functionality necessary to perform his or her job duties.
System security and intrusion monitoring We have deployed both network-based and host-based intrusion detection systems to ensure the safety of our networks. These systems passively monitor our internal network and ensure that perimeter firewalls and defenses function properly. Continuously monitoring our systems allows us to identify and respond to vulnerabilities, unauthorized internal activity and unauthorized external traffic. We have engaged a third-party service to monitor and manage our intrusion detection systems. We also have a staff of intrusion detection experts on call 24/7, ready to investigate any incidents reported to us by our trusted vendor.
Incident response policies We have extensive incident response procedures to follow when suspicious activity occurs. The Voyager portal runs on U.S. Bank internal servers. Because we own, host and support these servers, we can temporarily halt the application or disable external access to the application to address a security issue. The Office of the Comptroller of the Currency (OCC) and TruSecure regularly review these procedures to ensure that we meet and exceed security best practices. We will work with you to establish incident response procedures and notification policies regarding your program.
Anti-virus and malware protection Our Information Security Services (ISS) takes a multi-faceted approach to anti-virus protection.
Our security team researches new viruses and vulnerabilities, and proactively protects our systems against potential attacks. ISS uses a specialized software suite to manage security patches, ensuring our systems have the latest critical protection. This software also analyzes the latest threats and provides industry risk severity ratings.
n. Toll free customer service available 24x7, 365 days per year.
Yes, the U.S. Bank Fleet Card Customer Service Representatives are available to personally assist the State of Nebraska with any account issues toll-free, 24/7.
o. Level III data capture capabilities and reporting, as listed on Exhibit 7.
U.S. Bank Voyager does not enter into a card acceptance agreement with a merchant unless they are able to provide Level III data. Furthermore, we have worked closely with oil companies and independent merchant processors to continue to enhance the merchants’ ability to provide Level III data.
Please refer to Proposal Exhibit 3, Fleet Data Elements for a list of data elements that can be captured and tied to a single transaction within our system.
U.S. Bank Voyager Mastercard gains the Level III data, as stated above, for all transactions occurring on the Voyager network. Mastercard network merchants are not mandated to provide this level of detail. the State should expect more than 90% of fuel transactions to contain Level III data; we receive less than 50% of Level III data for non-fuel and foreign transactions.
Tying cards to vehicles and prompting for driver IDs is a U.S. Bank-recommended best practice.
Using the Level III data provided on all U.S. Bank Voyager transactions, you will be able to consistently tie drivers to vehicle transactions. This practice will significantly decrease employee abuse and fraud.
We currently provide the only fleet card that allows for customization on a card-by-card basis.
Cards, within the same account, can be tied to drivers and vehicles, can be designated as Fuel Only or Fuel and Other and can prompt for vehicle IDs, driver IDs and PINs. Most competing fleet card programs set parameter restrictions solely at the account level, meaning that every card on the account must be set to the exact same specifications.
A Voyager Fleet Card and Voyager Mastercard can be prompted for a driver ID number utilizing the following features:
Driver ID numbers that are not card-specific. The U.S. Bank account will store a series of authorized driver ID numbers. Any active driver ID can be used to authorize any active card on that account.
Our system will capture and tie vehicle information and driver ID data on the same transaction. This capability will provide you with the vehicle and driver information you need to make informed decisions. In addition, by tying vehicle information to driver IDs on each transaction, you benefit from increased card security and better accountability of driver behavior.
You will see all driver and vehicle tied transactions online with 100% Level III data capture on Voyager network transactions. Voyager's fleet management and reporting tools can assist your fleet oversight process. We will work closely with you to create, save and schedule customized exception reports that can then be used by your fleet program administrators for reconciliation and fraud identification purposes.
p. Redundant systems.
The underlying mainframe system is closely monitored and supported by the largest, most secure technical team and environment in the fleet card industry. The technical systems support and development team includes more than 100 individuals dedicated to the upkeep and maintenance of the system’s platforms. As a result, our performance metrics yield a 100% uptime on our transaction and authorizations processing platform because of the sophisticated systems architecture and redundancy models we use.
Our Voyager portal averages a 99.5% availability uptime. Please note that the internet team has a scheduled maintenance window on Sundays from 2 a.m. to 7 a.m. CT that is not included in the uptime average.
Voyager offers the State the industry-leading Voyager fleet management system, which provides a secure and redundant data environment.
The Voyager System (includes Voyager portal website) has triple-redundancy features for all mainframe and internet systems and ensure that backups for all your master file records and databases will constantly be available. Mainframe data used by Voyager has SAN Disk mirroring across multiple U.S. Bank data centers. Web server data are backed up daily at scheduled intervals, across all three redundancy systems with incremental data logs throughout the day.

F. PERFORM IMPLEMENTATION
Bidder must provide a detailed description of the implementation process, including a detailed test plan and a sample implementation timeline giving estimated lengths of time. Awarded bidder will be responsible to fully cooperate with current Contractor, State, and University during all phases of the implementation/transition.
By selecting U.S. Bank as your fleet card provider, the State will mitigate risk and take advantage of significant time and cost savings by eliminating the need for card reissuance. Since you are a current client of U.S. Bank, many entities within the State are already implemented on the Voyager® Fleet Card program. Because you can continue to use your current custom designed Voyager cards, you will save yourself the time and cost of a new card issuance, integration and implementation for those entities.
If a new implementation is needed for any entities not already on the program, a U.S. Bank Implementation Project Manager will be assigned. The Implementation Project Manager will design a detailed implementation project plan, conducting interviews with your personnel to refine program needs from the outset. The Implementation Project Manager monitors the progress of the program’s implementation and works with participants to resolve any problems that may arise. The Implementation Project Manager will also coordinate the addition of new cardholder accounts to the processing system, as well as the set-up of Fleet Commander® Online.
Your Relationship Manager will have ultimate ownership for the relationship throughout the life of the program. Relationship Managers work closely with individuals from all areas of U.S. Bank Corporate Payment Systems and resolve most program issues. Your Relationship Manager will provide direction during program implementation and facilitate the success of the program through continued consultation.
Relationship Managers also introduce participants to their Account Coordinator.
Your Relationship Manager will take the initiative to fully understand each organization’s objectives and develop and monitor mutually determined account performance goals. Throughout the term of the agreement, he or she will conduct optimization and enhancement projects that focus on participants’ program expansion and the adoption of industry-wide best practices. He or she will also deliver account performance reviews, program updates and product enhancements.
