About this file

This is Addendum #2 to a Request for Quote issued by Towson University for the TU-2701 CCTV Replacement Project – Phase 1, a sole-source procurement for Avigilon cameras and Unity Enterprise camera licenses. The solicitation requires quotes for 162 units across 13 line items, comprising approximately 77 camera devices with 108 sensor heads and 67 Unity Enterprise channel licenses. Offerors must submit responses by 2:00 p.m. ET on August 11, 2026, using the mandatory revised quote template version 3 (TU-2701 - CCTV Replacement Project - Phase 1 - Quote Response Template - Final v3 - 20260805). The addendum addresses 12 questions and responses that clarify billing of materials, licensing requirements, product specifications, and submission procedures. No pre-bid conference or site visit is required. Towson University intends to issue a purchase order by September 15, 2026, and partial or staged deliveries are allowable as reasonably necessary. Products shall be shipped to 8000 York Road, Towson, MD 21252, attention Bryan Trussell at the Office of Public Safety.

All pricing must be submitted exclusive of Maryland sales tax, as Towson University is a state entity exempt from sales tax. Quotes must include all associated costs such as shipping and freight in the pricing submission and remain valid for orders placed on or before September 15, 2026. Offerors must provide a Letter of Authorization to resell Avigilon products with their response, and the lowest-price technically acceptable bidder will be required to complete Bid/Proposal and Contract Affidavits prior to award. No insurance certificate is required for this bill-of-material purchase order. Award will be based on best value to the University, with evaluation including any additional costs beyond the base unit pricing. The lowest bidder whose response is technically acceptable and who is in good standing with the Maryland Department of Assessments and Taxation will be selected for award.

CCTV Replacement Project – Phase 1 Solicitation No. TU-2701 eMMA ID: BPM058201

August 5, 2026

ADDENDUM #2

To All Offerors:

This addendum is being issued for the Request for Quote for TU-2701 CCTV Replace Project – Phase 1 for Towson University.

Please be advised that the bid delivery date for this solicitation is 2:00pm ET on August 11, 2026. Bids received after the deadline will not be accepted no matter how transmitted.

Please see the revised quote template VERSION 3 required for this RFQ and note the change referenced in Question 5 listed below. The revised quote template has been published via eMMA and direct email solicitation as an attachment. All offerors shall use the “TU-2701 – CCTV Replacement Project – Phase 1 – Quote Response Template

– Final v3 – 20260805” or their response.

Questions and Responses No. 2:

The question deadline for this solicitation has passed – no additional questions will be entertained. The following questions were received prior to the deadline. The responses are provided for clarification to all prospective offers in BOLD after the questions.

Question 1: Which bill of materials is to be priced?

The Quote Response Template workbook contains additional worksheets beyond the two named in the instructions — Cook Library, Towson Run, and Child Care Center — which list building-level camera schedules totaling approximately 442 units, where the Offeror Bid tab totals 162 units across 13 line items. Please confirm that the Offeror Bid tab is the complete bill of materials to be priced for TU-2701. If additional scope is intended, we respectfully request an addendum with a corrected Offeror Bid tab.

Response: Per the RFQ, “Offerors shall only enter information in cells highlighted in ORANGE on both excel tabs "TU-2701 Bid " and "Offeror Bid". The other items referenced in this question are intentionally hidden and not related to this RFQ in any way.

Question 2: When is the Avigilon Letter of Authorization required?

Must the Letter of Authorization to resell Avigilon product be included with the quote, or may it be provided by the lowest technically acceptable bidder prior to award?

Response: Per the RFQ, “Please include a copy of your Letter of Authorization to resell Avigilon product with your response.”

Question 3: Unity Enterprise license quantity, basis, and term

The Offeror Bid tab lists 67 UNITY8-ENT channel licenses against 77 camera devices comprising 108 sensor heads. Please confirm:

• the intended license quantity;

• the licensing basis — per camera device or per sensor channel;

• whether the University holds existing Unity licenses that this quantity supplements;

• whether the licenses are perpetual or subscription, and if subscription, the term and support level to be quoted; and

• the version and edition of the University's existing Unity head-end, so that the licenses activate correctly.

Response: Please see the following responses related to this question with our responses underlined:

• the intended license quantity;

o 67 licenses

• the licensing basis — per camera device or per sensor channel;

o Please provide what is listed

• whether the University holds existing Unity licenses that this quantity supplements;

o Not applicable

• whether the licenses are perpetual or subscription, and if subscription, the term and support level to be quoted; and o These are not subscription-based

• the version and edition of the University's existing Unity head-end, so that the licenses activate correctly.

o Unity 8

Question 4: Exhibit A §51 and term-based licensing

If the Unity Enterprise licenses are subscription or term-based, will the University accept an exception to Exhibit A §51 with respect to software containing a timer or clock that renders it inoperable upon the occurrence of selected conditions? A term license is functionally time-limited by design, and we wish to avoid making a warranty the product cannot support.

Response: The licenses are not subscription-based.

Question 5: Row 19 — part number and description do not agree

Further to Addendum #1, Question 2: row 19 of the Offeror Bid tab pairs part number 32C-H5A-4MH-DO1-B with the description "3X5MP, WDR, 270 degree max field of view, LightCatcher, 3.3-5.7 mm, with surface adapter and clear dome cover." Consistent with the correction issued for row 17, please confirm whether the intended item is the 32 MP (4 × 8 MP) 360° package indicated by the part number, or the 15 MP (3 × 5 MP) 270° camera indicated by the description.

Response: Thank you for bringing this to our attention – this was a typo in the description of the product. The revised quote template for this RFQ has been updated and redistributed as an attachment. The revised description is identified in PURPLE highlight. All offerors shall use the “TU-2701 – CCTV Replacement Project – Phase 1 – Quote Response Template – Final v3 – 20260805” or their response.

Question 6: "Additional Cost" rows 26–28

What is intended in the "Additional Cost" rows (26–28) of the Offeror Bid tab, given the instruction that only unit cost in column G is required from the bidder, and the RFQ's exclusion of labor, wiring, cabling, and associated services? These rows are included in the tab total.

If offerors have additional costs associated with shipping, freight, or other charges that will be incorporated into their response, they are to include all of them in their response.

Response: If offerors have additional costs associated with shipping, freight, or other charges that will be incorporated into their response, they are to include all of them in these fields with a description and cost. Note the award will be based off the response providing best value to the University and these additional costs will be included in our evaluation.

Question 7: Required affirmations at submission

Exhibit A §§1–11 require Procurement Affirmations to be submitted "with the bid/proposal," while the RFQ states that the Bid/Proposal Affidavit and Contract Affidavit will be requested of the lowest technically acceptable bidder prior to award. Exhibits B and C appear to cover the same affirmations, but two of them — Financial Disclosure (§10) and Political Contribution Disclosure (§11) — appear only in Exhibit C, which the RFQ defers to prior to award. Please confirm that no affirmation forms are required with the quote itself, and that Exhibits B and C submitted prior to award satisfy Exhibit A §§1–11 in full.

Response: Per the RFQ, “The lowest price technically acceptable will be requested to complete a Bid/Proposal Affidavit and Contract Affidavit prior to contract award.” Exhibits B and C are not required with the offeror submission.

Question 8: Delivery address, FOB point, and delivery date

Exhibit A §26 requires delivery FOB the point and by the date "specified in the solicitation," but no delivery address, FOB term, or delivery date is specified. Please provide the delivery address and FOB point, and state any required or desired delivery date. Are partial or staged deliveries acceptable? Given the intended purchase order date of September 15, 2026, how will the University treat manufacturer lead times beyond the contractor's control?

Response: The product shall be shipped to: 8000 York Road, Towson, MD 21252, Office of Public Safety, attention: Bryan Trussell

Partial deliveries are allowable, as reasonably necessary to fulfill the order. The University will work with the selected awardee on delivery scheduling, manufacturer lead time, and actions outside of the contractor’s control.

Question 9: Maryland sales tax

RFQ p.2 states that Towson University is exempt from Maryland sales tax, while Exhibit A §30 states that the Contractor shall pay Maryland sales tax where its price includes the cost of furnishing materials. Please confirm that quotes shall be submitted exclusive of Maryland sales tax.

Response: Per the RFQ, “Towson University is an entity of the State of Maryland and exempt from paying sales tax in the State of Maryland. Upon request, Towson University will provide a tax exemption certificate to the awarded respondent.” Offeror responses shall exclude tax from their submissions.

Question 10: Insurance certificate on a goods-only purchase order

For a goods-only purchase order with no installation or on-site work, will the University require a certificate of insurance naming Towson University as additional insured under Exhibit A §34 — and if so, at award or at delivery? Additional-insured and 45-day notice endorsements require carrier lead time.

Response: Insurance requirements do not apply for Bill of Material purchase orders. No insurance requirements are requested, nor required, in the RFQ response requirements.

Question 11: Evidence of MDAT good standing

Must good standing with the Maryland Department of Assessments and Taxation be evidenced with the quote, or only prior to contract award? Is a Maryland Department ID number required on the Contract Affidavit at the time of submission?

Response: A complete Exhibit C will be required prior to issuance of the Purchase Order. Procurement will verify the Offeror is in good standing with the Maryland Department of Assessments and Taxation prior to award.

Question 12: Submission format

Should the signed PDF of the TU-2701 Bid tab be submitted as a separate attachment alongside the full Excel file? Is there a required file-naming or email subject-line convention for submissions to bids@towson.edu?

Response: Per the RFQ, “Please save the "TU-2701 Bid" sheet as a PDF and sign and return the page with your bid response as well as the full excel file.” The signed PDF and full Excel file must be separate. Offers should reference TU-2701 in the email subject line when responding to this RFQ.

Question 2: The listed part number and its description do not match Avigilon's published product information:

Part number listed: 32C-H5A-4MH-DO1-B

Description listed: 3X5MP, WDR, 270° max field of view, LightCatcher, 3.3–

5.7 mm, with surface adapter and clear dome cover

Per Avigilon, part number 32C-H5A-4MH-DO1-B is a 4X8MP, WDR, 360° max field of view camera — not 3X5MP / 270°. Conversely, the description as written corresponds to part number 15C-H5A-3MH-DO1-B (3X5MP, WDR, 270° max field of view, LightCatcher, 3.3–5.7 mm, with surface adapter and clear dome cover).

Please confirm which is intended for this line item (Qty: 1):

1. 32C-H5A-4MH-DO1-B — 4X8MP, 360° max field of view

2. 15C-H5A-3MH-DO1-B — 3X5MP, 270° max field of view

Please note the two are not equivalent in coverage or cost, so we want to confirm before pricing.
