About this file
This file is the 100% Contract Documents for Bidding for Project 657-21-115JC, "Correct HVAC Systems and Procedure Rooms" at the John J. Cochran VA Hospital in St. Louis, Missouri. The contract documents include comprehensive specifications and drawings for HVAC system corrections in procedure rooms across multiple floors of the facility. The project involves demolition of existing systems, asbestos abatement where required, installation of new HVAC equipment including dual-path air handling units with controls, terminal units, piping systems, and associated mechanical, electrical, and plumbing work. The contract period is 580 calendar days from the Notice to Proceed, with work organized in multiple phases to maintain 24/7 hospital operations during construction.
The specifications establish detailed requirements for safety, quality control, scheduling, submittals, temporary environmental controls, waste management, and commissioning. Key performance requirements include maintaining negative pressure in asbestos abatement areas, HEPA filtration during construction, comprehensive testing and balancing of HVAC systems, and full commissioning with operator training. The contractor must comply with OSHA construction standards, EPA environmental regulations, infection control protocols for occupied healthcare facilities, and VA Design and Construction Procedures. Submittals required before work begins include detailed project schedules, quality control plans, safety/infection control plans, shop drawings, product data, and pre-construction meeting documentation. The work involves coordination with VA facilities management, infection control personnel, and third-party commissioning agents to verify system performance and proper integration with building controls before final acceptance and handover to VA operations staff.
