Bonding is required for construction services. These services will be reflected in the category “Additional Services”.

Question regarding the Statement of Equivalent Wages – Please confirms that the Wage Determination 05-2045 is applicable vs. the Statement of Equivalent Wages.

For Service work the following wages would apply - Wage Determination Number 2005-2045, Revision 9, Dated 10/27/09 which applies for the Service Contract Act. For Construction work the following wages would apply -Davis Bacon General Decision Number CA 100029 03/19/2010 CA 29.

The PWS requires the incoming contractor to be responsible for all deficiency costs up to $500 per item. Is it reasonable to have the incoming contractor pay to make repairs which should have been covered by the previous contractor? If so then please provide a guideline on how to best estimate that cost.

Deficiencies are pointed out by the new O & M Contractor; we haven't turned in a building deficiency since the phase in period for the last contract. Deficiencies must not be confused with new and on going work orders. We do reserve the right to place 200 Service calls per month but have never came close to that number.

On SF 1449, on page 1, block 22 the unit for the Phase-In Period is given as “AJ.” This acronym or abbreviation is not listed in Technical Exhibit 8, Glossary of Terminology. Please explain meaning of “AJ.”

AJ means Adjustable. This CLIN would be considered two payments.

The AJ only applies to the Phase-In- Phase.

On SF 1449, on page 2, Item Number 0001 phase-In Period includes the statement “Due Date: 03/13/2010.” What does this mean?

Phase In period must be completed by 3/13/2010.

On page 122 of 143 under (8) B. Formatting and Layout, it says “type size must be 10 to 12 point font” but page 124 of 143, Written Proposal Format, B text, states “type size shall not be smaller than Microsoft Word font Times New Roman, 11point font”. Please clarify the font size and type.

This was a clerical error. The font should be “Times New Roman” and can type in the following font 10, 11 or 12 point font.

Technical Exhibit TE-3, on the bottom of page says the Government can order an additional 200 service calls to correct the deficiencies found in the Phase-In inspection. If all 200 service calls are ordered that would be a cost of $100,000 that the new contractor is responsible for. Is this correct and is the Government planning on using all 200 service calls?

That number depends directly on the incoming Contractor,. There are several from the last contractor that we deemed un-necessary.

PWS 3.10.1 Phase-In Planning/Staffing, lists several positions and the number of days for which the position “shall be filled and the individuals shall be on-site prior to the contract start date.” Will this requirement be filled if the incoming contractor commits to hiring the incumbent personnel for these positions, but they remain employees of the outgoing contractor until the last day of the current contract? Please clarify.

Contractors should price it as though they would be hiring new employees and if they happen to hire incumbents that worked for IAP until the beginning of the new contract the Offeror should then give us a credit for all phase-in staffing not provided.

PWS 3.10.7, Phase-Out, states “The Contractor shall prepare and submit to the COTR any changes to the Phase-out plan submitted as part of the original proposal.” In addition, TE-6 refers to a Revised Phase-out Plan (emphasis added) being due 60 days before contract termination. However, the Phase-out Plan does not appear to be mentioned as part of the proposal contents in the PWS discussions for proposal preparation starting on page 119 of 143. Please clarify proposal requirements.

Phase out period is going to be incorporated into the last option year of the contract. This should be no extra charge.

The proposal instructions also state that there is no page limit for Volume I: Technical Proposal (page 123 of 143). However, there is a note after item 10 in the Corporate Experience Summary Sheet that states: "Note: If additional space is required to answer, in detail, any of the above questions please provide one separate page with the question number(s) and your response. Only one additional page will be accepted..." Is there a page limit for each Corporate Experience Summary Sheet? If there is a page limit for each Corporate Experience Summary Sheet, could the additional information be provided at each appropriate response item in the Summary Sheet instead of being referred to a third sheet, so long as the overall page limit per Summary Sheet is not exceeded?

There is no page limit. This statement has been omitted off the Corporate Experience Summary Form. Amendment 0003 will reflect a new revised Corporate Experience Summary Form.

18. Can you tell me who has contract now?

IAP Worldwide Services What are the terms of that contract? Is this information public information? Can I see a copy?

Yes, this information is public. If you would like to get a copy of this contract, you must submit your request in writing. Please note, this is a long process.

Technical exhibits state 1881 calls last year. Average 20 calls per day. 4.

Another place it says 5000 calls per year. Just want to clear what number I should use for planning purposed.

Numbers were based on FY2003 averages, 200 S/C per month is the maximum that O & M contract can receive per month. We are averaging about 80 per month. The contractor should be advised that the S/C numbers are very seasonal; also if the building is operated correctly the numbers go down.
