APPLICATION ISCP TESTING CHECKLIST

IT, Cybersecurity, Security Risk Management (SRM) Security Controls Testing & Evaluation

Disaster Recovery Testing & Business Analysis (DRTBA)

Use this Checklist as an artifact for Treasury FISMA Inventory Management System (TFIMS) to record changes to the content of the Information System Contingency Plan (ISCP) based on information gathered during Testing Training & Exercise (TT&E) activities documented in Parts A, B, and C of this Checklist. Completion and documentation of these TT&E activities also provide evidence that the following requirements in the NIST 800-53A, Rev 3 (May 2010) and NIST 800-53, Rev 4 (April 2013) Appendix F, Contingency Planning Class are met: CP-2 Contingency Plan and CP-4 Contingency Plan Testing.

In preparation for the Exercises and Tests to be performed and captured in this Checklist the Business Owner must ensure that each participant has a copy of the most current version of the ISCP (received from DRTBA). The Business Owner is the only party authorized to share copies of the ISCP and is also responsible for reviewing the most current version of the POA&M prior to performing the exercises or tests to determine whether appropriate open issues or recently closed issues exist that need to be resolved during testing.

Part A: Tabletop Exercise

Name of DRTBA Facilitator:

Name & Organization of Data Collector:

Purpose of Tabletop Exercise: The purpose of this tabletop exercise is to test and/or exercise the contents of the ISCP for the application named in item 2 above to determine the plan’s accuracy and the organization’s readiness to execute the plan. As the participants are familiarized with the content of the ISCP, they will address system/organizational changes or problems encountered during plan implementation, execution, testing or deactivation.

Changes identified during the tabletop exercise will be captured on this checklist and incorporated into the ISCP by the BU within 15 work days after the date the AO has signed this checklist or no later than June 1, whichever comes first.

Scope: The scope of this tabletop exercise applies to the application named above in item 2 as installed at the location(s) listed and on the platform(s) identified in item 4.

Methodology: Participants identified in items 5 and 6 above will receive the most current copy of the ISCP for the application named above in item 2. They will become familiar with the contents of the ISCP in order to participate in a structured walkthrough of the primary sections of the ISCP. The walkthrough will demonstrate the participants’ understanding of individual roles and responsibilities captured in the plan. Use scenario simulations to assist in the exercise, if relevant, for exercising recovery procedures in the ISCP.

Objectives of the Tabletop Exercise: Objectives of the exercise are to:

- Review ISCP and familiarize participants with the notification and recovery procedures in the plan;

Scope: The scope of this exercise applies to the application(s) named above in item 2 as installed at the location(s) listed and on the platform(s) identified in item 4.

Methodology: Participants identified in items 5 and 6 above will first be familiarized with the ISCP(s) for the application(s) named above in item 2. Participants will then exercise recovery procedures as described in the plan. Use scenario simulations to assist in the exercise, if relevant, for exercising and testing recovery procedures in the ISCP.

Objectives of the Functional Exercise: Objectives of the exercise are to complete the activities outlined in items 1 through 4 below and document actions on the Checklist. Supporting documentation should also be submitted with the Checklist for each action that is performed.

Expected Results: Participants are expected to complete the exercise activities outlined below in items 1 through 4 and document their actions and results under each activity in the Checklist.

Perform the following activities for the Functional Exercise:

1. Check the backup process to ensure backups are made and verify that the backup media/tapes are readable.

Comments:

If data is not encrypted, document that fact in the Summary Findings area of Part B below.

If data is not sent to an offsite storage location, document that fact in the Summary Findings area of Part B below.

Include on the evidence the date and time that the request for backup media retrieval is made.

Include on the evidence the date and time that the backup media is received by the requestor.

c. Provide routing sheet/form/email request as required by offsite storage facility showing the above criteria.

Summary Findings

List Vulnerabilities/Findings identified during the exercise that require corrective action and input into the POA&M in TFIMS.

Date Exercise Completed:

Part C: Alternate Site Processing Environment (ASPE) Test or Production Operational Recovery

Ensure that all participants have access to the most current version of the ISCP found in TFIMS as it is the authoritative document used for the recovery procedures. Additionally, existing ISCPs for system recovery must also be used and validated as appropriate. The ASPE Test requires that each participant be prepared to validate that the contents of the ISCP are valid, accurate, and current.

Purpose of Test:

The purpose of testing is to meet annual requirements and to ensure that appropriate key recovery personnel are able to restore the application, component, system, and/or site to an operational state within the timeframe set as the Recovery Time Objective (RTO) for the System or Application, whichever applies, and to determine the effectiveness and the organization’s readiness to execute the ISCP. According to NIST SP 800-84 Section 6, tests can be performed as part of standard operational activities, such as restoring a backup, moving a server from one room to another, upgrading or patching operating systems or applications, or changing hardware components (e.g., swapping hard drives, replacing a failed power supply). Combining tests with operational activities is generally more efficient than performing them separately and is less likely to negatively impact operations.

Objectives of Test:

1. Measure, check, and/or verify whether the component, system, or group of components and systems can be recovered and restored to the intended production configuration and original purpose in the recovery environment to ensure that the recovered production environment functions as originally intended.

2. Demonstrate that the system can be brought to an operational status by following the procedures and instructions described in the keystroke section of the ISCP.

3. Verify that there are a sufficient number of personnel at the recovery site trained to recover systems and production data to the expected state so that operations can resume in a synchronized manner.

Was the application/system included in an ASPE Test? Yes No

If no, and you are using an alternative activity to support testing, such as Production Operational Recovery, complete the sections below starting with Type of Test and provide supporting evidence such as screen shots and recovery start and completion timelines.

If yes, the ASPE Test Plan, Test Case Daily Action Report, Vulnerabilities Matrix, and Executive Overview/Summary Report were completed to document the ASPE Test and are included in the evidence package for the System and Application. Ensure that the AO reviews the Application specific vulnerabilities listed below when submitting the completed Checklist for AO signature.

The following vulnerabilities were identified during the ASPE Test for the Application named on this checklist and are captured in the Vulnerabilities Matrix. The finding(s) must be recorded in TFIMS in the Application POA&M.

Application Finding(s):

Type of Test:

(Double click on the correct box and click ‘checked’)

Component This type of test involves a limited target such as recovery of an application, a server, an operating system, a domain, etc., and includes recovery by a limited group of key recovery personnel and organizations.

System This type of test targets multiple components, organizations, applicable key recovery personnel, and/or sites and would require more coordination than in a component test.

Comprehensive A comprehensive test involves potentially all personnel and full recovery of all components and systems at a site and/or multiple sites. This type of test requires very extensive coordination and planning and must include consideration of all resources, business priorities, and costs necessary to perform the test.

Production Operational Recovery The information documented for this test is a result of KISAM tickets or UWRs that are submitted to request restoration of information systems, installation and/or start up of new systems, OS changes, power failures, etc. Combining tests with operational activities is generally more efficient than performing them separately and is less likely to negatively impact operations.
