Instructions

INSTRUCTIONS TO OFFEROR
OVERVIEW: The Offeror shall provide prices based on their solutions for work to be performed on the IRS' IEP 1.5 contract in accordance with the PWS. This pricing sheet has tabs for each CLIN and each sub-CLIN is listed next to each other, horizontally. The base periods, option periods, and award periods are listed vertically underneath each other. The pricing sheet automatically calculates totals in the Bid Summary table. Additionally, greyed out cells are automatically populated. All the cells in the worksheet are locked except for the cells that must be completed.
1. Complete the solicitation data portion of the Bid Summary tab. This data will auto populate in the remaining tabs.
2. Review the labor categories listed in the CLIN STRUCTURE & LABOR CATEGORY tab. The offeror may propose additional labor categories for the government's consideration, which will be bid on which are not currently part of the list. Add these to the bottom of the list in the cells highlighted in yellow. This can be done by writing out the labor category in the cells which currently state "Offeror's Labor Category". In addition, be sure to describe the labor category in a similar format to the existing Portals description. All of the items in this list will be pre-populated in a dropdown menu in the Category Dropdown (A) column on each of the CLIN tabs.
3. In the CLIN tabs, you will have the option of pricing out your service as broken down by labor rates, by firm fixed price, or by a combination of both. Be sure to NOT double enter any information, as your bid will be higher than anticipated.
4. For pricing by labor rates, select the labor category in the dropdown cells (A). List the provider's name (B) which will be rendering the service. Indicate the number of hours for each labor category (C). Indicate the fully loaded rate (D). The total cost (E) and the total hours (F) will be automatically calculated based on the sum of the entries for each specific time period and sub-CLIN.
5. For firm fixed pricing, enter in the total cost in the appropriate cell per time period and sub-CLIN (G). Additionally, provide as much other information as possible, including labor category (A), provider (B), and hours (C). Do NOT enter anything into the fully loaded rate column if the cost is already accounted for in the total firm fixed price cost cell (G).
6. Other Direct Costs (ODCs) are any costs, other than the listed categories, identified in direct support of the services to be performed under this contract. They include materials and any other costs (including subcontracted efforts) that are directly attributable to the services provided. If the Offeror proposes subcontracting any work, the Offeror shall provide separate price proposals for each subcontractor in the same format required for the Offeror. Subcontract prices must be clearly delineated in the Offeror’s price proposal. To indicate ODCs, select the appropriate ODC (Hardware, Software, Sub Contractor Fees, or Space) from the Category Dropdown menu (A). Enter in the total ODC cost in the Fully Loaded Rate column (D). The sum of all ODCs will automatically be calculated in cell (H). Estimation for additional 6 mos. work (52.217-8) put on Bid Summary Sheet, L.45 ODC, Column J (remove formula so it doesn't factor into overall costs).
7. To record travel, select "Travel" from the Category Dropdown menu (A). Enter in the total Travel cost in the Fully Loaded Rate column (D). The sum of all Travel will automatically be calculated in cell (I).
8. Break out the total costs for ACA work (J) and FATCA work (K).
9. Award Term is a non-monetary incentive that rewards a Contractor for excellent performance by extending the contract for an additional period of performance. For planning purposes please estimate costs based on a continuation of services in year number 6 (estimate 12 months), year 7 (estimate 12 months), and year 8 (estimate 12 months). There is no guarantee that Award Terms will be issued.
