About this file
This document package includes a Basis of Design (BOD) report and a federal contract opportunity notice. The BOD report outlines plans to install Phase 2 of an Energy Management Control System at Thule Air Base in Greenland. The project would extend the existing EMCS to 67 additional buildings and utility systems, controlling heating, lighting, and utilities. A life cycle cost analysis found a simple payback of 5.7 years and savings to investment ratio of 2.49. Annual energy savings are estimated at 45,187 MMBTU and $977,395.
The related federal contract opportunity is a competitive Invitation for Bid to complete the EMCS Phase 2 installation. Danish and Greenlandic firms are eligible to respond by the specified solicitation number. The Army Corps of Engineers District New York is the contracting agency. The opportunity details match those in the BOD, requiring EMCS installation in 67 buildings at Thule Air Base, Greenland, compatible with the existing system and planned utility changes.

10. Description of Proposed Construction: Install Phase 2 of Energy Management and Control System (EMCS) in 67 buildings and above ground utility systems that were not included in the WWCX 03-1004A. System will include sensors, actuators, and interface devices within buildings and limited fiber optic communications to interconnect buildings. System will be compatible with existing system installed by WWCX 03-1004A and with planned changes to central heating utility. Control action will be limited to facilities identified as end state and will not be installed in facilities to be abandoned or demolished as a result of Thule Consolidation projects. System will control heating and lighting per occupancy schedules and limit the range of temperatures selectable by the user to prevent overheating areas or allowing areas to freeze.
11. Requirement: Adequate: Substandard:
PROJECT: Install Phase 2 of Energy Management and Control System (EMCS) to interface with heating and ventilation systems, lighting systems and above-ground utility systems on base.
REQUIREMENT: Install Energy Management and Control System conforming to UFC 3-410- 02 in selected buildings and utilities to provide control of facility energy use and thus produce energy savings and reductions in operations and maintenance costs.
CURRENT SITUATION: Phase 1 of EMCS provided fiber backbone and monitoring to a limited number of buildings. Additionally, some control connectivity was installed. The initial phase did not reach the majority of the dormitories or smaller administrative buildings at Thule Air Base. This impedes the base in monitoring and controlling the temperatures the buildings not included in phase 1 and leads to energy waste from overheating or expensive repairs in the event of a facility freezing during storm conditions.
IMPACT IF NOT PROVIDED:
Energy savings advantages of building automation system will not be realized.
ADDITIONAL: An economic analysis has been performed on this project. The proposed replacement is based on the least cost alternative. The Savings to Investment Ratio (SIR) is 2.49 and simple payback is 5.7 years. The annual savings are calculated to be 45,187 MBTU per year and $977,395 per year. Option D (whole building metering) is the measurement and verification plan for this ERCIP project.
Metering is a part of this project.

This project will demonstrate a short payback period and savings to investment ration that will qualify the project for the funding from the Energy Resilience & Conservation Investment Program.
This is the second phase of the EMCS project and will extend control to 181 systems in and around 67 buildings. This will enable automated control of building temperatures, wet utilities temperatures, ventilation and lighting based on the occupancy, outdoor air temperatures, wind conditions and use of the area. This system will allow the base to save an estimated 45,187 MMBTU per year (approximately 325,815 gallons of JP8 fuel) with cost savings of approximately $977,400 per year.
CURRENT SITUATION: The installation of EMCS at Thule Air Base is only half complete. There are 67 buildings that do not benefit from available modern technology for monitoring and control. There are 21 multi-unit dormitory buildings that have only local (i.e. occupant) control over heat and lighting leading to excessive energy use when occupants heat to high levels or leave energy consuming items on when the area is unoccupied. In some cases, excessive repair costs are incurred when buildings freeze when unoccupied due to a heating system failure or when water or sewage line freeze due to failed heat tracing. Heating, lighting and ventilation systems are sometimes left on when spaces are unoccupied resulting in wasted energy. Much of the waste occurs from overheated buildings due to deficient temperature controls
IMPACT IF NOT PROVIDED: If not provided, Thule Air Base will continue to waste energy and spend excessive operations and maintenance dollars on recurring repairs due to freezing. The USAF will also forego anticipated savings of $977.4K per year.
ADDITIONAL: A life cycle cost analysis for the project has been conducted resulting in a simple payback of 5.7 years and savings to investment ratio of 2.49.
11C. ECONOMIC ANALYSIS SECTION: Maintain status quo vs. completion of EMCS project
11D. ECONOMIC JUSTIFICATION SUMMARY:
Life-cycle cost analysis
1. Investment costs were developed in-house based on costs experienced in first phase.
2. Live-Cycle costs were calculated using the National Institute of Standards and Technology Energy Price Indices and Discount Factors for Life-Cycle cost analysis.
a. Total investment cost with SIOH = $5,523,872
b. Energy Savings Summary (all JP8):
Cost/MMBTU Savings MMBTU/Yr $/Yr Discount factor Discounted Savings
$21.63 45,187 977,395 14.101 $13,782,362
c. Non-energy savings: $0
d. First year dollar savings: $977,395
e. Simple Payback Period (Years): 5.7
f. Total Net Discounted Savings: $13,782,362
g. Savings to Investment Ratio: 2.49
3. Energy Savings Calculations: Energy savings are the reduction in fuel to create heating steam and to generate electricity for lighting. This project will allow automated control of lighting and heating in 67 buildings which currently only have local manual control.
4. Savings Verification Plan: The savings that will be realized as a result of this project will be verified by:
a. Comparing fuel consumption at the central Combined Heat/Power plant in before and after project conditions
b. Individual building metering.
5. Closure Statement: This base is not being considered for closure or realignment.
