(3) Additional Proposal Requirements

N/A

II.D. Technical Proposal

The Technical Proposal shall include the information requested in section II.B.3.a above and as described below:

Project Bonding Capacity

This is a go/no-go factor to assess the offeror’s ability to provide an offer guarantee and performance and payment bonds sufficient to cover the maximum estimated value of a single project under this IDIQ contract. For this procurement, the minimum amount to be covered by the bonding is $5 million. Failure to provide evidence of adequate bonding capacity will render the proposal unacceptable and it will not be further evaluated.

Factor 1 – Prior Experience on Relevant Projects

This factor will evaluate the number of Relevant Projects the offeror has either completed or substantially completed within six (6) years of the proposal due date. The Government will examine the breadth, depth and relevance of prior experience in performing the range of projects similar in size, scope and complexity to those described in the solicitation. Relevant Projects would be those construction projects with some or all of the following characteristics:

● Between $50,000.00 and $4,000,000.00

Document: DB201A-SB/March 2022 (The Solicitation)

● Construction projects in occupied buildings

● Repair and alteration work

● Major electrical distribution upgrades (e.g., new or upgraded utility feeds, main switchboards or switchgear, transformers and panelboards)

● Exterior renovation (e.g., trenching, pavement, bollards)

● EVSE Installation

● Utility (Electric) permitting and coordination

● Design-Build services

Technical proposals clearly demonstrating experience on Relevant Projects with more of the above characteristics may be rated higher in the technical evaluation.

Relevant projects may have been on governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered a strength. While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors.

Experience with IDIQ construction contracts is considered a strength and offerors clearly demonstrating that experience may be rated higher in the technical evaluation.

Experience demonstrating geographically dispersed project locations within the Geographic Zone(s) the offeror is requesting to be considered for is considered a strength.

Submission Requirement: Using the Attachment B template, the offeror is requested to submit a detailed descriptive listing of a maximum of four (4) projects either completed or substantially completed within six (6) years of the proposal due date that are similar in nature to the anticipated type of work to be performed under these IDIQ contracts, as described in this solicitation. If more than four (4) projects are submitted, only the first four (4) will be evaluated. More recent performance may be deemed to have greater importance than less recent performance.

Note: For purposes of evaluation, a “project” is defined as a contract, subcontract, task order, or other contractual vehicle in which the services were provided.

For joint ventures, projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. While the Government may consider the prior experience of managers, key personnel or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above.

(The offeror may submit no more than four (4) projects for the prime contractor team as a whole.)

“Similar” is defined as projects comparable to those described in the solicitation in terms of size, scope and complexity. To be considered, a submitted project must have reached the stage of substantial completion. The offeror is required to submit sufficient information to allow the Government to assess the level of relevance of the project. The

Document: DB201A-SB/March 2022 detailed description submitted for each project should include, as a minimum, the following information:

i. Name/title and location of the project.

ii. Contract and/or Task Order number of the project.

iii. Project start and completion dates.

iv. Construction cost at award and the final construction cost at construction final completion.

v. A detailed description of the project.

vi. Indicate if the project was performed under an IDIQ, subcontract, task order or other contracting vehicle.

vii. Describe your role in the project (i.e. prime or subcontractor). If a subcontractor, contract amount your firm performed.

viii. A narrative description of the amount and type of work the firm performed with in-house forces and the percentage of the work that was accomplished by subcontractors.

ix. Whether the contractor served as prime or subcontractor on the project. If a subcontractor, contract amount your firm performed.

x. Name, phone number and email address of the client’s primary and secondary contact (at least one of which must be the owner).

xi. If the team is proposing as a joint venture, the team is required to discuss if the joint venture has experience working together in the past. If the joint venture has not worked together in the past, the members of the team will be required to discuss their joint venture experience in the past, including which firm was the lead firm. If a team is proposing as a joint venture, the team is required to provide a copy of the joint venture agreement.

Factor 2 - Past Performance on Relevant Projects

a. This factor will evaluate the quality of an offeror’s performance of projects similar in size, scope and complexity to those described in this solicitation.

b. The relevance of the projects submitted will be an additional consideration under this factor.

c. The Offeror must submit a Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment A), completed by the applicable client, for each project included in its proposal for Factor 1, Prior Experience on Relevant Contracts. Completed PPQs should be submitted with the proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submission of PPQs. If the client requests, the client may submit a PPQ directly to the Government's point of contact, via email at pbs-ev-idiq@gsa.gov prior to proposal closing date.

Document: DB201A-SB/March 2022 (The Solicitation)

d. Also include performance recognition documents received within the last six (6) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

e. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS/SAM Unique Entity ID numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.

f. The Government has no obligation to ensure that an equal number of references are obtained for each offeror.

Factor 3 - Management Plan

This factor considers the overall capability of the offeror to manage the work required on these proposed IDIQ contracts. The Management Plan should detail the Contractor's overall approach and commitment to accomplishing the objectives of this requirement in each of the Geographic Zone(s) the offeror is requesting to be considered for. Below are specific items which must be clearly addressed by the offeror in the proposed Management Plan.

Offerors must, in narrative form, describe their methodology for managing the IDIQ contract. Specifically, they must provide a detailed description of the plan/approach, demonstrating sound means and methods, to ensure organizational management for the processing of task orders to provide timely, quality service without disruption to tenants in occupied buildings. Offerors are also required to affirm their ability and willingness to handle multiple projects, of varying size and complexity, simultaneously in each of the Geographic Zone(s) the offeror is requesting to be considered for.

The Government does not expect, nor desire, offerors to submit a Management Plan which describes an offeror’s approach to managing a single construction project. The intent of this factor is to understand the offeror’s approach in managing the overall IDIQ contract, specifically planning, controlling and executing feasibility studies, site assessments, designs, and construction of a variety of projects, of varying size and complexity, simultaneously.

Offerors must also describe their experience with, and approach to, working in each of the Geographic Zone(s) the offeror is requesting to be considered for. Offerors must

Document: DB201A-SB/March 2022 describe their plan to obtain and manage responsible, quality subcontractors to ensure project success. The Management Plan should include any other information the offeror deems vital to the successful management of this IDIQ.

Offerors must also identify, and provide a resume for, a primary Contract Manager and any other key personnel as determined by the offeror. A maximum of five (5) total resumes can be submitted. If more than 5 resumes are submitted, only the first 5 will be evaluated. The primary Contract Manager shall be designated as the central point of contact, tasked with serving as an overall manager of ongoing projects responsible to the Government for scheduling/coordinating all project and contract deliverables and activities. The primary Contract Manager should be an individual with administrative oversight responsibilities.

The resume(s) shall include, at a minimum, any professional and academic qualifications, specialized experience in this type of work, and list of contracts demonstrating the experience that the primary Contract Manager and any other key personnel have on contracts similar to this one. Offerors must provide the name, title, email address and telephone number of the building's owner or a representative of the owner for each contract identified.

Any involvement by the primary Contract Manager and any other key personnel in the projects listed in Factor # 1 should be included. Additional favorable consideration may be given for evidence of prior project experience, identified in Factor #1, with one or more of the proposed key personnel identified within the Management Plan.

No changes to specific personnel proposed for key positions may be made without the Government’s consent.

Factor 4 - Small Business Socioeconomic Category Designation

This factor considers whether the offeror is a small business with any socioeconomic category de signations.

Offerors shall complete “ATTACHMENT C, Small Business/Socioeconomic Category Designation Form”. On the form each small business offeror will certify their small business status for NAICS 236220, SAM Unique Entity Identifier Number and identify any of the following socioeconomic category designations (listed in no particular order):

● Small disadvantaged business (SDB)

● Women-owned small business (WOSB)

● Service-disabled veteran-owned small business (SDVOSB)

● HUBZone small business (HUBZone)

All offerors that are small businesses without any of the socioeconomic category designations listed above will be considered acceptable for this factor. If a small business has one socioeconomic category designation listed above, the offeror will

Document: DB201A-SB/March 2022 receive additional credit for this factor. If an offeror has more than one socioeconomic category designation listed above, the offeror will receive maximum credit for this factor.

NAICS code 236220 must be listed in the offeror's SAM profile and the Government reserves the right to review the offeror’s representations and certifications in SAM.gov under FAR 52.219-1.

II.E. Other Information to Submit with Proposal

III. General Provisions

III.A. Availability of Funds

Issuance of this Solicitation does not warrant that funds are presently available for award of a Contract. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this Solicitation in advance of such time as funds are made available to the Contracting Officer for the purpose of contract award.

III.B. Requests for Clarification or Interpretation

The Government will attempt to answer all requests for clarifications or interpretations of the Solicitation Documents prior to the date set for receipt of offers, but does not warrant that all such requests will be answered within 15 calendar days. Prospective Offerors should make such requests not less than 15 calendar days prior to the date set for receipt of offers.

III.C. Notice to Small Business Firms

A program for the purpose of assisting qualified small business concerns in obtaining certain bid, payment, or performance bonds that are otherwise not obtainable is available through the Small Business Administration (SBA) (SBA.gov). For information concerning SBA's surety bond guarantee assistance, contact your SBA District Office.

III.D. Information Concerning the Disclosure of Solicitation Results

This acquisition is being conducted under the provisions of FAR Part 15 as a negotiated procurement. In accordance with FAR 3.104 and FAR 15.207, after receipt of proposals, no information regarding the identity of those submitting offers, the number of offers received, or the information contained in such offers will be made available until after award except as provided by FAR 15.503.

III.E. Affirmative Procurement Program

Refer to Clause FAR 52.223-10 encouraging vendors to practice waste reduction.

III.F. Notice Concerning Preparation of Proposals

Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.

III.G. Bond Requirements

Document: DB201A-SB/March 2022

If a bid guarantee is required to be submitted with your offer, any contract awarded will require a performance bond and payment bond as specified in the Agreement. Offerors who utilize individual sureties should note the requirement for a certified, audited, financial statement for each person acting as an individual surety under clause FAR 52.228-1 Bid Guarantee and the requirements of clause FAR 52.228-11 Pledge of Assets.

III.H. Contractor Performance Information

(1) Evaluating Contractor Performance: GSA is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is CPARS.gov

Completed CPARS evaluations may then be used by Federal acquisition community for use in making source selection decisions. CPARS assists acquisition officials by serving as the single source for contractor past performance data.

(2) CPARS Registration: Each award requiring an evaluation must be registered in CPARS.

The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.

(3) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (https://www.cpars.gov/lc.htm) and updated as needed.

(4) Contractor Representative (CR) Role : All evaluations will be sent to the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.

GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.

Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.

III.I. Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information
