Are teaming arrangements permitted? If so what is required, a Teaming Agreement? Any other information required? 5

- Small Business Teaming Arrangements are permitted in accordance with the provision at FAR 52.207-6, Solicitation of Offers from Small Business Concerns and Small Business Teaming Arrangements or Joint Ventures (Multiple-Award Contracts)(Oct 2016), which is hereby incorporated into the Solicitation.

- If applicable, offerors must include Small Business Teaming Arrangements with their Price Proposal and include information required by FAR 52.207-6.

- Also, the following sentence in “The Solicitation DB201”, section II.D, Factor 1 – Prior Experience on Relevant Projects, is hereby changed From: “While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors.” To: “While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors, which may include subcontractors under Small Business Teaming Arrangements.”

Factor 1 – Prior Experience, page 8 of 26, indicates that project size should be $50,000 to $4,000,000. Is it acceptable to submit larger size projects? 6

Offerors should review Factor 1 and use their best business judgement when determining what projects to submit.

Will each task order be emailed to the awarded contractors and then each contractor will need to provide a cost? If not done this way, will GSA issue awards directly to contractors based on the pricing sheet? (the contract documents do not clearly identify how the process will flow to the contractor and ultimately awarded) 7

Task orders will be placed in accordance with FAR 16.505(b). Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", row 9-11, states, "Each Task Order is anticipated to be competed". Also see attachment titled, "Statement of Work March 17 2022", section "(7) Task Order RFPs".

Would it be possible to request Alaska be broken out as its own region or subgroup and include verbiage in the RFP that contractors past performance must be performed in the State of Alaska? 8 Attachment titled, "Statement of Work March 17 2022", section (3), lists which areas are included in each zone.

Contractors are not required to be licensed in the state work is taking place when working on Federal property.

Individual task orders may include additional requirements.

10 Can PPQ’s from other solicitations be used if they are recent? 10 Offerors must submit "Attachment A Past Performance Questionnaire".

11 Can CPAR’s be supplemented for the PPQ requirement? 11 Offerors must submit "Attachment A Past Performance Questionnaire".

SF1442 Pricing Sheet – Are there provisions for price escalations, as electrical component pricing cannot be guaranteed beyond 10 calendar days in the current market? 12

Offerors should use their best business judgement when completing attachment "Supplemental SF 1442 Pricing Sheet" for the base and all option periods.

Does the Design Team need to submit qualifications and/or Resumes’, is this included in the 5-resume limit? 13

Factor 3 - Management Plan states the Offerors shall "identify, and provide a resume for, a primary Contract Manager and any other key personnel as determined by the offeror. A maximum of five (5) total resumes can be submitted." Offerors should use their best business judgement in determining any resumes to submit beyond the primary Contract Manager.

SF1442 Pricing Sheet- there is a fee for an electrical engineer on the form but there is no designated design line item on the SF 1442 pricing sheet. Please provide assumptions for the feasibility/design and permitting as this will encompass more that an electrical engineer. 14

It is recognized that a Feasibility Study/Site Assessment could involve more than an Electrical Engineer.

Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", row 29-31, states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal."

Questions and Answers

GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)

Solicitation# 47PL0122R0022 # Question # Answer

Should it be assumed a feasibility/design fee is not a significant portion of each of the task order and does not warrant a line-item expense? 15

Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", row 29-31, states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal."

16 If a line-item is not included, where should the contractor embed the cost for such work? 16

Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", row 29-31, states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal."

Will there be an effort made to assign Task Orders based on the home offices of the multiple IDIQ awardees? 17

Is a bid bond required? In one area it is calling for $3m or 20%, but in the other it is just asking for evidence of bonding capacity up to $5m per project. Solicitation page 6 Item C and then Page 8 under the Technical Proposal. 18

Attachment titled, "The Solicitation DB201", section I.F FAR 52.228-1 Bid Guarantee, in parenthesis it states, "may be applicable at Task Order Level". A bid guarantee is not required for this solicitation, but may be required in subsequent task orders. In attachment titled, "The Solicitation DB201", section II.D, Project Bonding Capacity, it states, "This is a go/no-go factor to assess the offeror’s ability to provide an offer guarantee and performance and payment bonds sufficient to cover the maximum estimated value of a single project under this IDIQ contract. For this procurement, the minimum amount to be covered by the bonding is $5 million. Failure to provide evidence of adequate bonding capacity will render the proposal unacceptable and it will not be further evaluated." In attachment titled, "The Solicitation DB201", section II.B, 3., a., states, "The technical proposal must contain all of the necessary information to address the evaluation factors as set forth in the solicitation including evidence of bonding capacity (i.e., Surety Letter stating the contractor’s maximum bonding for a single project)."

19 Will a "sample project" plan and specs be provided to show your expectations for the work? 19 Plans and specifications may be provided at the task order level.

Will our pricing on various task orders be based on the line items in SF 1442 or is that more of an illustration to the Government on how our pricing structure works? 20

Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab 1 Instructions, row 9-11 states, "These Unit Prices will establish the ceiling rate for each line item within each Geographic Zone, for each of the years within the Base and Option contract periods. Each Task Order is anticipated to be competed. Pricing submitted for each Task Order can be lower than proposed Unit Prices, but can never be higher. These rates apply throughout the entire Geographic Zone regardless of project location within the zone." Also see row 29-31, which states, "Following IDIQ contract award, unless the Task Order Contracting Officer specifies another format, Task Order price proposals shall utilize the line items established in the IDIQ contract and not exceed the line item prices established in the IDIQ contract. For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal."

21 Will our listed O+P act as a cap of what we can charge on the various task orders? 21

Yes. Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab 1 Instructions, row 21-23 states, "Overhead is the percentage inputted by the offeror multiplied by the summation of the line items above. Profit is the percentage inputted by the offeror multipled by the summation of those same line items above (excluding Overhead). Overhead and Profit percentages will establish the ceiling rates for all work at the Task Order level.

Overhead and Profit submitted at the Task Order level can be lower than the proposed percentages, but can never be higher."

Will the projects be "assigned" to the various Contractors or will they be bid amongst the various contractors or a combination of both? 22
