Amendment 0002 Questions and Answers
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
Solicitation# 47PL0122R0022 # Question # Answer
Is the Supply Chain Risk Management (SCRM) Plan Template required to be submitted as part of this response? 1
A SCRM Plan is not required with proposals. The SCRM Plan is a post-contract award requirement. Please see attachment titled, "Statement of Work March 17 2022", section "(24) Supply Chain Risk Management
(SCRM)".
Will the pricing be evaluated solely based against the other respondents or will it be solely evaluated for reasonableness or both? 2
In accordance with “The Solicitation DB201”, section VI.C, “The proposed prices will be evaluated for reasonableness. Price reasonableness determines whether an Offeror’s price is too high. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-1.”
Factor 4 of the Technical Proposal lists four socio economic category designations. We would request that you include the SBA 8(a) Business Development Program as its own designation since it is distinct from a Small Disadvantaged Business ("SDB"). An SDB is a self-certification process, whereas the 8(a) program requires an exhaustive certification process that is vetted by the SBA. We would also request that the following federally recognized designation be added: Indian Small Business Economic Enterprise ("ISBEE"). 3
Thank you for this suggestion. However, Factor 4 - Small Business Socioeconomic Category Designation, remains unchanged.
Factor 1 requests relevant project information. Will the offeror’s role on the submitted projects as a prime contractor or subcontractor be reviewed as more or less relevant / more or less favorably? 4
Please see “The Solicitation DB201”, section II.D, Factor 1 – Prior Experience on Relevant Projects, which states that “While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors.”
The IDIQ SOW section 7 Task Order RFPs specifies that “Task Order price proposals shall utilize the line items established in the IDIQ contract and not exceed the line item prices established in the IDIQ contract.” Does this refer to the Submitted prices in the Supplemental SF 1442 Pricing Sheet? If so, and although not an exhaustive list, it seems unrealistic to hold offerors to these unit prices on equipment commodities. 5
As indicated in "Statement of Work March 17 2022", section "(7) Task Order RFPs, "Unless the Task Order Contracting Officer specifies another format, Task Order price proposals shall utilize the line items established in the IDIQ contract and not exceed the line item prices established in the IDIQ contract. For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of price proposal.” Also, please note the response to Question 12 in Amendment 0001, which indicates that “Offerors should use their best business judgement when completing attachment "Revised Supplemental SF 1442 Pricing Sheet" for the base and all option periods.”
The IDIQ SOW section 7 Task Order RFPs specifies that some task orders may include requirements for feasibility studies/site assessments only. If an offeror is selected and conduct the FS/site assessment, will that preclude them from bidding on a subsequent construction TORFP? 6
As indicated in "Statement of Work March 17 2022", section "(7) Task Order RFPs", “Some Task Orders may include requirements for feasibility studies/site assessments only. Contractors are advised that, in this event, the completed feasibility studies/site assessments may be included with separate Task Order RFPs under this IDIQ for design-build construction services.” In general, it is anticipated that if an IDIQ contractor provided a feasibility study/site assessment, it would not preclude the contractor from competing for a subsequent task order RFP for design/build construction.
The IDIQ SOW page 11 and 12 details required Testing/Commissioning services to be provided. Is this work expected to be completed by a hired independent 3rd party or can it be performed by the prime contractor? 7
In general, it is anticipated that it could be either. However, there may be more specific requirements at the task orders level.
Will all task orders be completely designed by the government or will the contractor have to perform both the design and construction? The pricing sheet does not reflect any design line items. There is a line item for an electrical engineer to perform a feasibility study and site assessment. 8
Task orders may require design/build construction. Please see, for example, "Statement of Work March 17 2022", Appendix (A), Typical Requirements for a Task Order. Also, as indicated in "Statement of Work March 17 2022", section "(7) Task Order RFPs, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of price proposal.” This is expected to provide flexibility at the Task Order level.
The pricing sheet has a limited number of line items. If within a particular task order there is additional work beyond these line items, can these be included in the price proposal for the task order? 9
Please see the response to Question 8 in Amendment 0002 which indicates that “as indicated in "Statement of Work March 17 2022", section "(7) Task Order RFPs, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of price proposal.” This is expected to provide flexibility at the Task Order level.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
Paragraph (8), page 4 of 12, of the Statement of Work discusses the EVSE products. Will these EVSE products be Government Furnished – Contractor installed? Or will the contractor have to include the cost in the task order proposal? 10 The Government may specify either approach at the task order level.
Paragraph II.B.3.a. of Proposal Format on Page 7 of 26 references a “cover page”. Exactly what should be on the cover page as this is the only location in the solicitation that it is mentioned? 11 Please see the response to Question 62 in Amendment 0002.
Paragraph II.B.4, page 8 of 26, of the solicitation requires that the Supplemental SF 1442 Pricing Sheet be submitted as an Excel Spreadsheet. Can a pdf copy of the Pricing Sheet be included in the Pricing Proposal as well submitted as a separate file? Should the Excel Spreadsheet be write protected or anything? 12
As indicated in the “Attachment titled “The Solicitation DB201”, section II.B.4, “The Technical and Price proposal must be submitted in an email as separate Portable Document Format (PDF) attachments with the exception of the “Revised Supplemental SF 1442 Pricing Sheet” which shall be submitted as an Excel Spreadsheet."
13 Will it be possible for an offeror to be selected for more than one geographical zone? 13 Yes. Offerors can potentially be selected for each Geographic Zone(s) the offeror is requesting to be considered for (i.e., Zone A, B, C, D).
14 Is there any limit on resume length? 14
Please see the response to Question 62 in Amendment 0002, which notes that "the entire Management Plan, including resumes, shall not exceed ten (10) pages. If more than ten (10) pages are submitted, only the first ten (10) pages will be evaluated."
Page 4 of GSA Form 527, Section VII Construct/Service Contracts Information, there is a reference to Public Bldg Service Contract Only. Our company primarily performs on other Federal agency contracts.
Do these type contracts qualify for Public Bldg Service Contract Only? If not, should we just indicate this Section VII as Not Applicable? 15
The requirement to submit a GSA Form 527, Contractor’s Qualifications and Financial Information, is hereby deleted.
Regarding GSA 527: Block 23, Page 2 of the GSA 527 indicates that prepared statements are to be attached. Is it necessary that prepared statements be attached or included in the proposal? 16
The requirement to submit a GSA Form 527, Contractor’s Qualifications and Financial Information, is hereby deleted.
Regarding GSA 527: Block 64, Page 6 of the GSA 527 indicates to provide the present amount of bonding coverage. Does this mean the total bonding capacity of our company or does it mean the bonding currently being used on open contracts? 17
The requirement to submit a GSA Form 527, Contractor’s Qualifications and Financial Information, is hereby deleted.
Section II.F.4 states “Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.” Is each member of the joint venture required to submit GSA Form 527? Is each member of the joint venture required to submit Representations and Certifications? 18
The following language from the Attachment titled “The Solicitation DB201”, section II.F, is hereby deleted: “(4) Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.”
The Solicitation DB201, II.D., Technical Proposal, Factor 1 - Prior Experience Relevant Projects: Will we be penalized for submitting project experience over the $4M mark, even if they demonstrate more complexity, more comprehensive range of disciplines involved, etc.? 19
Please see the response to Question 6 in Amendment 0001 which indicates that “Offerors should review Factor 1 and use their best business judgement when determining what projects to submit.”
The Solicitation DB201, II.D., Technical Proposal, Factor 1 - Prior Experience Relevant Projects: Will projects submitted for a particular zone be considered relevant in the Government’s evaluation of consideration of a contractor for other zones? 20 Please see the response to Question 41 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 1: If a contractor submits a proposal for all four zones but GSA decides, for example, the contractor is only best qualified for 2 zones, is it possible for GSA to award just 2 zones for a proposal that was submitted for 4 zones? 21 Yes.
The Solicitation DB201, II.D., Technical Proposal, Factor 3 – Management Plan: If an offeror is applying for multiple geographic zones and must “affirm their ability and willingness to handle multiple projects, of varying size and complexity, simultaneously in each of the Geographic Zone(s) the offeror is requesting to be considered for”, as well as “describe their experience with, and approach to, working in each of the Geographic Zone(s) the offeror is requesting to be considered for” please consider a page extension from 10 as multiple zones require multiple and varied responses. 22 Please see the response to Question 62 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 3.a.: Please reconsider the 10-page limitation of the Technical volume. Even with the exclusions noted, half of this page allotment will be utilized by the cover (1 page) and 4 project experiences on Attachment B (4 pages), total of five. This leaves only 5 pages for the Management Plan. 23 Please see the response to Question 62 in Amendment 0002.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
The Solicitation DB201, II.B. Proposal Format Item 3.a.: Is a cover letter and table of contents included in the 10-page limitation of the Technical volume? 24 Please see the response to Question 62 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 3.a.: Are 11” x 17” sheets allowed for exhibits/graphics if needed to produce legible display of data? If so, how would 11 x 17 be page counted? 25 Please see the response to Question 62 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 3.a., and Factor 2 – Past Performance on Relevant Projects, Item d: The past performance recognition documents referred to in Factor 2, Item d appear to be a distinct deliverable from the PPQs noted in Item c. Are the past performance recognition documents excluded from the 10-page limitation as well? 26 Please see the response to Question 62 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 3.a: Please consider allowing a smaller font size than 12 point in tables and graphics/exhibits. 27
An embedded graphic would not need to meet font size 12 restrictions; however, the offeror is responsible to ensure all text is legible.
Attachment B, Item 11 and The Solicitation DB201, II.D., Technical Proposal, Factor 1 – Prior Experience on Relevant Projects, Item xi: Unless it is applicable to a specific Factor 1 project, we request that the JV prior work history be discussed in a narrative and not on the project experience worksheet, particularly given that page space is at a premium. 28
In addition to the Joint Venture information identified in “The Solicitation DB201”, section II.D, Factor 1 – Prior Experience on Relevant Projects, and “Attachment B”, if applicable, offerors may use their best business judgement to consider including Joint Venture information in their response to Factor 3 - Management Plan. As noted in “The Solicitation DB201”, section II.D, Factor 1 Factor 3 - Management Plan, “The Management Plan should include any other information the offeror deems vital to the successful management of this IDIQ.”
The Solicitation DB201, II.F. Requirements of Joint Venture Offerors, Item (4): This requirement states, “Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.” We are requesting clarification specifically about “past performance information” as this requirement is in a separate and distinct section from Factor 2.
What past performance information does the Government wish to receive for each member of the joint venture to satisfy II.F.(4)? 29 Please see the response to Question 18 in Amendment 0002.
The Solicitation DB201, II.B. Proposal Format Item 4: If the proposal size exceeds the 25 MB email limit, will the Government consider accepting an electronic upload to a secure site? 30
No. The file may be sent as a zip file if over 25 MB. Attachment titled “The Solicitation DB201”, section II.B.
4, Electronic Submission, hereby adds the following, “You may zip files if needed, to meet the email size limit of 25 MB.”
General Question: Please provide point of contact telephone numbers we should call to confirm proposal delivery receipt. 31 Offerors may contact: pbs-ev-idiq@gsa.gov
32 General Question: Please confirm contractor emails aren't missed in client's SPAM mailbox. 32 The SPAM folder is periodically checked for wayward emails.
The management plan says to describe how the contractor will manage the tasks order contracts under the IDIQ, however there is no clear direction as to how many task orders may be solicited or awarded in any region. Can you provide an estimated number of task orders per region and/or a minimum expectation for the contractor to manage at any given time? 33
It is anticipated that task order volume will vary. However, each of the Geographic Zone(s) is expected to have multiple projects, of varying size and complexity, simultaneously throughout the IDIQ contract period of performance.
There is no direction on the SF1442 as to where the contractor is to distribute General Conditions for Project manager, Quality Control or Safety, etc. These positions are assumed to be project requirements considering the management, quality control plans and projecting reporting. Please provide direction as to how the resources can be captured on the SF1442 pricing sheet. 34
Attachment titled, "Revised Supplemental SF 1442 Pricing Sheet", tab "Instructions", instruction 6 states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal." This is expected to provide flexibility at the Task Order level.
35 There is no line item for O&M, should this item be factored into the Commissioning line item? 35
Does GSA want the listing of Unique Entity ID # for the JV Entity (on SAM, Duns, Cage, etc.), or each member of the JV (two SAM, Duns, Cages, etc.)? 36
Please provide the SAM Unique Entity ID # for the entity submitting an offer. Also, please see the response to Question 18 in Amendment 0002. Also, the Attachment titled “The Solicitation DB201”, Section II.B.3.b, language is hereby changed from "SAM Unique Entity ID # and/or DUNS# for offeror" to "SAM Unique Entity ID # for offeror ".
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
Paragraph (15) Changes to the Key Personnel states "There shall be no changes to this IDIQ contract’s Key Personnel during the entire term of this contract, but for circumstances beyond the contractor’s control such as death, disability, termination, resignation, or illness." This basically states no one designated as a Key Personnel can be promoted over the life of this contract (which could be ten years). Would the Government consider adding "promotion within the company" as a valid reason for changing a Key Person? 37
Please note that "Statement of Work March 17 2022", section (15) Changes to the Key Personnel, states that “There shall be no changes to this IDIQ contract’s Key Personnel during the entire term of this contract, but for circumstances beyond the contractor’s control such as death, disability, termination, resignation, or illness.” However, this statement is not intended to preclude other reasonable circumstances, which may include a “promotion within the company”.
How many poles or spaces should the 800 A, 208 V panel have? What is the kAIC rating of the circuit breakers? Is it outdoor rated i.e. NEMA 3R? 38
For purposes of completing the Supplemental SF 1442 Pricing Sheet, this panel will be interior mounted, 42-pole fully populated with 40A/2P breakers and a 10 kAIC rating.
Please clarify the "Contract Manager". The description sounds like what we would usually term a
"Program Manager"…the individual who is wholly responsible for the execution and management of the contract and task orders. Is that what is meant or is the "Contract Manager" only responsible for the contractual actions related to the contract, not the management of the contract? 39
Please note that "Statement of Work March 17 2022", section (14) Contract Manager, describes the responsibilities of the Contract Manager. However, this individual may also have other responsibilities, as determined by the offeror.
Other than completing a Cyber Supply Chain Risk Management (C-SCRM) plan, the solicitation and SOW documents do not mention security engineering (cybersecurity) as a responsibility of the contractor.
Since most all EVSE will be connected to a network of some sort, who will be responsible for the cybersecurity efforts for each project? 40
Task order level requirements are expected to vary, but may include requirements related to EVSE network connections.
Factor 1 states "Experience demonstrating geographically dispersed project locations within the Geographic Zone(s) the offeror is requesting". It also states "the offeror is requested to submit a detailed descriptive listing of a maximum of four (4) projects". If a contractor is requesting consideration for all four zones that means only one project per zone can be presented which does not demonstrate geographically dispersed project locations within the Geographic Zones. Please clarify how the contractor is to show geographically dispersed project locations within the zones with only four projects allowed. 41
The following language in “The Solicitation DB201”, section II.D, Technical Proposal, Factor 1 – Prior Experience on Relevant Projects, is hereby changed From:
“Using the Attachment B template, the offeror is requested to submit a detailed descriptive listing of a maximum of four (4) projects either completed or substantially completed within six (6) years of the proposal due date that are similar in nature to the anticipated type of work to be performed under these IDIQ contracts, as described in this solicitation. If more than four (4) projects are submitted, only the first four (4) will be evaluated.”
To: “Using the Attachment B template, for each Geographic Zone(s) the offeror is requesting to be considered for, the offeror is requested to submit a detailed descriptive listing of a maximum of four (4) projects either completed or substantially completed within six (6) years of the proposal due date that are similar in nature to the anticipated type of work to be performed under these IDIQ contracts, as described in this solicitation. If more than four (4) projects are submitted for each Geographic Zone(s) the offeror is requesting to be considered for, only the first four (4) will be evaluated. Projects submitted must be located within the Geographic Zone that the offeror is requesting to be considered for. For each project submitted, offerors must indicate on the Attachment B template which Geographic Zone the project is being submitted for. For each project submitted, the Attachment B template shall not exceed two (2) pages. If more than two (2) pages are submitted, only the first two (2) pages will be evaluated."
Also, please note that Technical Proposal Factors 1 and 2 will be evaluated separately for each Geographic Zone(s) the offeror is requesting to be considered for (i.e., projects submitted for one Geographic Zone will not be considered in evaluating the proposal for any other Geographic Zone(s)).
Factor 2 paragraph d states "Also include performance recognition documents received within the last six (6) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition." Do these documents count toward the ten (10) page limit for the Technical Proposal? 42 Please see the responses to Questions 62 and 81 in Amendment 0002.
is it the assumption that the task orders in the future will have scope of work that are listed in the supplemental price sheet only, since the requirement for the task order in the RFP is more than the line items covered in the supplemental price sheet. if no, how will the price be evaluated for them and what is the significance of the line items in this sheet? 43
Please see the response to Question 5 in Amendment 0002 which indicates that “As indicated in "Statement of Work March 17 2022", section "(7) Task Order RFPs, "Unless the Task Order Contracting Officer specifies another format, Task Order price proposals shall utilize the line items established in the IDIQ contract and not exceed the line item prices established in the IDIQ contract. For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of price proposal.”” This is expected to provide flexibility at the Task Order level.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
44 are CPARS accepted in Lieu of the past performance questionnaire ? 44 Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
45 Can we submit recent PPQ that are completed from other MATOCs for this RFP. 45 Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
Factor 2 – Past Performance requires submittal of Past Performance Questionnaires with our proposal.
Will CPARS be allowed in lieu of PPQs? I have some federal clients that will not fill in PPQs as they use CPARS for their evaluation purposes. 46
Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".”
Solicitation Section II.D Factor 2, Past Performance on Relevant Projects, paragraph c.: The requirement asks our clients to complete Attachment A, PPQ and have it returned to the offeror for submittal in the proposal. Because our clients, like GSA, are very busy and to avoid becoming burdensome to them, would GSA allow us to use a recently completed PPQ rather than requesting a new one? 47
Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
II.B Proposal Format paragraph 3.a Technical Proposal: The solicitation limits the technical response to 10 pages with a font requirement of 12 point. In evaluating how best to utilize the 10 pages, Attachment B Prior Experience Worksheet will require two pages per project in order to satisfy the “detailed description” requirement, thus the four project descriptions will utilize 8 of the 10 pages. This gives offerors 2 pages to respond to the other evaluation criteria. Will the government consider reducing the font requirement to 10 point and/or increase the page count to 15 pages? Please advise. 48 Please see the response to Question 62 in Amendment 0002.
Attachment “Supplemental SF1442 Pricing Sheet” Column C and E are protected cells and offerors are unable to enter data required in these columns. Please provide a SF1442 pricing sheet without protected cells so offerors can enter the required pricing data. 49
A “Revised Supplemental SF1442 Pricing Sheet” is provided with Amendment 0002, which replaces the previously issued Supplemental SF1442 Pricing Sheet. Offerors must submit the “Revised Supplemental SF1442 Pricing Sheet” with their proposal. The unit prices in column C are now unprotected.
Please confirm - Attachment “PBS EV -Vendor SCRM Plan Template” is to be completed only by awardees of this GSA IDIQ per the Statement of Work Item (24). 50
Please see the response to Question 1 in Amendment 0002 which indicates that “A SCRM Plan is not required with proposals. The SCRM Plan is a post-contract award requirement. Please see attachment titled, "Statement of Work March 17 2022", section "(24) Supply Chain Risk Management (SCRM)".
Are Attachment B worksheets excluded from the 10-page technical? What else is excluded from the page count sir? 51 Please see the response to Question 62 in Amendment 0002.
If Attachment B worksheets are included in the Technical page count, may Offers adjust the font/ formatting of Attachment B so long as each of the 11 questions are clearly answered? 52
Please see the response to Question 62 in Amendment 0002. Also, please see the response to Question 80 in Amendment 0002.
We are a service provider with experience in three out of four areas. Can we propose on all four areas and will the proposal be reasonably considered in the less experience area? In other words, will our proposal be weighed unfavorably in that area if we have little experience in that particular area but strong in the other three areas? 53 Please see the response to Question 41 in Amendment 0002.
Can we use CPARs in lieu of PPQs. It is difficult to get our clients in the government to respond timely and the CPARs is readily available. 54
Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
What type of information is needed for this proposal to adequately show partnerships or teams, or subcontractor relationships? 55
Please carefully review the entire Solicitation and any Amendments. For example, please see the response to Question 5 in Amendment 0001 regarding Small Business Teaming Arrangements and the response to Question 29 in Amendment 0002 regarding Joint Ventures. Also, please see "The Solicitation DB201", section II.F, II.F., Requirements of Joint Venture Offerors.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
The government calls for one Contract Manager, can we have more than one Contract Manager resume to represent the contractor? 56
Please see the response to Question 13 in Amendment 0001 which indicates that “Factor 3 - Management Plan states the Offerors shall "identify, and provide a resume for, a primary Contract Manager and any other key personnel as determined by the offeror. A maximum of five (5) total resumes can be submitted."
Offerors should use their best business judgement in determining any resumes to submit beyond the primary Contract Manager.”
The note in “DRAFT -Supplemental SF1442 Pricing Sheet” stated that” * Unit pricing for equipment shall include all material and labor costs for a complete install. In addition, the quote shall be provided for: i.
Electrician - Journeyman level hours - 80 hours ii. Site Superintendent hours - 120 hours. Please confirm the requirement for providing labor cost under separate lines. 57
Please see "Instructions" tab of the Revised Supplemental SF1442 Pricing Sheet. Line items associated with construction elements are all inclusive (labor and materials). The job title line items should be provided with an hourly rate.
Is this amount $500 million and annual amount per zone or is it a total for the entire duration of the (1 + 4 additional years) of the contract for a given zone? 58
"Statement of Work March 17 2022", section (4) Contract Type, indicates that “The aggregate maximum order limitation (MOL) is $500 million for the entire duration of all contracts awarded in each of the Geographic Zones. In other words, there is no single MOL per contractor or individual Task Order nor a single MOL per year, other than the MOL of the entire Geographic Zone.”
Please confirm that index tab dividers will not be included in the 10-page limitation for the Technical Proposal. 59 Please see the response to Question 62 in Amendment 0002.
To relieve the burden on references, can offerors include PPQs previously completed for this and other RFPs in our proposal rather than requesting references complete a new PPQ? 60
Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
Factor 1 – Prior Experience on Relevant Projects states that relevant projects are valued between $50,000.00 and $4,000,000.00. Paragraph I.E Estimated Price Range also states that task orders may be outside of the $50,000 to $4,000,000 range and there is no task order maximum order limitation (MOL).
Will projects valued in excess of $4,000,000 also be considered relevant in the evaluation of Factor 1 since it shows the ability to complete a larger or more complex scope of work and is consistent with paragraph I.E Estimated Price Range? 61
Please see the response to Question 6 in Amendment 0001 which indicates that “Offerors should review Factor 1 and use their best business judgement when determining what projects to submit.”
Factor 1 – Prior Experience on Relevant Projects requires completion of Attachment B for each project.
The Attachment B template provided is 1.5 pages in length equating to at least 6 pages if submitting the maximum number of 4 projects. Given the 10-page limit for the Technical Proposal, will the GSA consider excluding the Attachment B templates or providing a separate page limitation for Factor 1 to allow offerors ample space to respond to the remaining requirements in the Technical Proposal? 62
The overall page limit for the technical proposal described in “The Solicitation DB201”, Section II.B., 3.a, is hereby deleted and replaced with the following technical proposal page limitations:
"The technical proposal shall be limited to the following components and their respective page limitations:
Cover Page – indicating which Geographic Zone(s) the offeror is requesting to be considered for (i.e., Zone A, B, C, D), not to exceed one (1) page.
Table of Contents - Optional, not to exceed one (1) page, if provided Project Bonding Capacity – no page limitation Factor 1 – Prior Experience on Relevant Projects - for each project submitted, the completed Attachment B shall not exceed two (2) pages. If more than two (2) pages are submitted, only the first two (2) pages will be evaluated.
Factor 2 - Past Performance on Relevant Projects - PPQs have no page limitation. A list of any other forms of performance recognition shall not exceed two (2) pages. If more than two (2) pages are submitted, only the first two (2) pages will be evaluated.
Factor 3 - Management Plan – the entire Management Plan, including resumes, shall not exceed ten (10) pages. If more than ten (10) pages are submitted, only the first ten (10) pages will be evaluated.
Factor 4 - Small Business Socioeconomic Category Designation - The Attachment C, Small Business/Socioeconomic Category Designation Form, is excluded from the page limitation.
All pages in the technical proposal must be 8.5 inches by 11 inches and use twelve (12) point font. Pages that differ from these page dimensions will not be evaluated."
The Pricing Proposal indicates that offerors should include “The information required under FAR 52.215-1(c)(2).” Please confirm it is acceptable to include this information on the Cover Page of the Pricing Proposal response in accordance with the FAR clause rather than include under a separate and distinct section of the Pricing Proposal. 63
The information required under FAR 52.215-1(c)(2) may be included on a cover page to the Pricing Proposal.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
How will cost escalation resulting from supply chain issues be addressed when estimating and awarding future task orders? In the current environment, many subcontractors will not guarantee their pricing for more than 7 days. 64
Please see the response to Question 12 in Amendment 0001 which indicates that “Offerors should use their best business judgement when completing attachment "Supplemental SF 1442 Pricing Sheet" for the base and all option periods.” Also, please see Attachment titled, "Revised Supplemental SF 1442 Pricing Sheet", tab "Instructions", instruction 6 states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal." This is expected to provide flexibility at the Task Order level.
65 Can the GSA please define what cost elements are expected in overhead and profit? 65
The line items for overhead and profit have been removed.
Also, please note Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", instruction states, "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal." This is expected to provide flexibility at the Task Order level.
66 Does the GSA have any means for sole sourcing task orders to an awarded contractor under this IDIQ? 66
Please see the response to Question 7 in Amendment 0001 which indicates that “Task orders will be placed in accordance with FAR 16.505(b). Attachment titled, "Supplemental SF 1442 Pricing Sheet", tab "Instructions", instruction 2 states, "Each Task Order is anticipated to be competed". Also see attachment titled, "Statement of Work March 17 2022", section "(7) Task Order RFPs".”
Is the SCRM Plan Template required to be submitted with the proposal or will it be a post award deliverable? If it is to be included with the proposal response, is it to be submitted as a separate attachment or included as part of the Technical or Price Proposal files? 67
The Solicidation states, "The maximum page limit for the technical proposal submission is 10 pages."
and "Note: The Past Performance Questionnaire, Resumes (maximum of 5 resumes can be submitted. If more than 5 resumes are submitted, only the first 5 will be evaluated ), Evidence of Bonding Capacity and Small Business Socioeconomic Category Designation Form are excluded from the page limitation. All other pages (including cover page) are included in the page limitation."
Can you please clarify if Factor 1 - Prior Experience Attachment Bs are excluded from page count. If we submit 4 projects, Attachment B is 2 pages without any data entered, will likely be 3 pages after information is input and in total, will be 8-12 pages. This leaves no room for Factor 3 - Management Plan. 68 Please see the response to Question 62 in Amendment 0002.
Surety Letter. If proposing as an unpopulated Joint Venture, can the surety letter be provided by the JV partners? 69
The requirement to provide evidence of adequate bonding capacity applies to the entity submitting the proposal. Additionally, please reference "The Solicitation DB201", sections II.D regarding Project Bonding Capacity and II.F which outlines requirements for Joint Venture offerors.
70 Is there a questions submission due date? 70 Please see the response to Question 2 in Amendment 0001 which indicates that “Due date and time for questions is April 12, 2022 5:00 PM Eastern Time. Send all questions via email to: pbs-ev-idiq@gsa.gov"
It appears as though the SAM notice describes which states are in each zone. Are the zones defined the solicitation files? 71 Please see "Statement of Work March 17 2022", section (3) Geographic Zones.
Labor costs vary widely within the large geographical areas covered by each zone. In order to propose reasonable average unit rates, can GSA provide some general information regarding where the majority of projects within each zone are expected to be located? Or if this cannot be estimated, could GSA provide some information that summarizes the geographical distribution of the federal facilities that would be addressed by this contract (i.e., number of facilities per county and state)? This might help offerors develop blended rates. 72 Task order requirements are expected to vary.
GSA PBS Governmentwide Multiple-Award IDIQ Contract(s) for General Construction with Design/Build Capabilities to Support the Installation of Electric Vehicle Supply Equipment (EVSE)
The RFP states on block 13 of the 1442 that offer guarantee is NOT required. Pg. 5 of Solicitation contains clause I.F. FAR 52.228-1 Bid Guarantee (SEP 1996) , (may be applicable at Task Order Level.
Question. Does this mean Bid Bonds are NOT required at proposal and only required after award?
Please see the response to Question 18 in Amendment 0001 which indicates that "Attachment titled, "The Solicitation DB201", section I.F FAR 52.228-1 Bid Guarantee, in parenthesis it states, "may be applicable at Task Order Level". A bid guarantee is not required for this solicitation, but may be required in subsequent task orders. In attachment titled, "The Solicitation DB201", section II.D, Project Bonding Capacity, it states, "This is a go/no-go factor to assess the offeror’s ability to provide an offer guarantee and performance and payment bonds sufficient to cover the maximum estimated value of a single project under this IDIQ contract. For this procurement, the minimum amount to be covered by the bonding is $5 million. Failure to provide evidence of adequate bonding capacity will render the proposal unacceptable and it will not be further evaluated." In attachment titled, "The Solicitation DB201", section II.B, 3., a., states, "The technical proposal must contain all of the necessary information to address the evaluation factors as set forth in the solicitation including evidence of bonding capacity (i.e., Surety Letter stating the contractor’s maximum bonding for a single project).""
Please reconsider and allow CPAR’s to supplement for the PPQ requirement. The Solicitation Section III.
H – “Contract Performance Information” states that GSA will utilize CPAR to evaluate their contractors and completed CPARS evaluation may then be used for making source selection decisions. Please allow the proposers to use CPAR’s in their proposal. 74
Please see the response in Amendment 0001 which indicates that “Offerors must submit "Attachment A Past Performance Questionnaire".
After reading the responses to the RFI’s in Amendment one, we are confused on how you expect a contractor to put unit prices on labor elements of pricing sheet when a prevailing wage rate in one area of the same region is going to be vastly different than another area of that same region. For instance, the West Virginia prevailing wage rate is going to be significantly different than that of New York, but yet your reply is stating that the Contractor is locked into those rates for any given year. That does not seem equitable. Can you please clarify this? 75
Per the Revised Supplemental SF1442 Pricing Sheet, "input a maximum Unit Price (Column C) for every line item listed for each period (base + option periods 1-4), for each Geographic Zone the offeror is requesting to be considered for." The values entered should reflect your maximum unit price for the entire geographic zone.
Your solicitation requests a cost proposal for Design/Build of EV Charging Station Installation Work at a public facility. In our review we did not sufficient enough technical detail to determine what types of installations you would like quoted. Will GSA be requesting typical design and installation cost information for multi car charging stations, school bus charging stations, delivery van charging stations, work truck charging stations and/or transit bus charging stations? Each of the installations is different quite different. The car and school bus installations are typically 400V DC voltage installations. The rest of the installations reference are 800V DC installation and all of them have to be customized for each installation which typically requires equipment design support all the way back to the factory. 76
The typical EV charging stations would support passenger type vehicles; however, the national GOV fleet does include larger vehicles such as box trucks and buses. Individual project requirements would be identified at the task order level.
We noticed this solicitation is identified as a small business set-aside negotiated contract opportunity. Is there any specific bracketing available under this opportunity for a portion of contract work to be reserved for SBA 8(a) Certified firms capable of implementing the work? 77
Please see attachment titled, "The Solicitation DB201", section I.A(1), The Solicitation and Contract, which states that “This Solicitation is set-aside for Small Businesses in accordance with FAR Part 19.”
Reference is made to Question and Answer #16 presented in Amendment No. 1. This is shown below.
Question #16 - If a line-item is not included, where should the contractor embed the cost for such work? Answer #16 - "For any work that is not covered by line items established in the IDIQ contract, the Task Order Contracting Officer will specify the format of the price proposal." Answer #16 indicates that GSA will specific the format of the price proposal. Please identify or specific the format to be used, i.e., RSMeans, negotiated or other. 78
The Task Order Contracting Officer will specify the format of the price proposal. This is expected to provide flexibility at the Task Order level.
We are interested in bidding in this opportunity and were curious to know the spec of the EV Charging units that will be used for the government agencies? 79 Task order requirements are expected to vary.
Section II.D. Technical Proposal Factor 1 – Prior Experience on Relevant Projects: can we modify Attachment B as long as we are addressing the criteria in the exact order or do we need to use the exact template provided? 80 Yes, Attachment B may be modified if the information is addressed in the exact order and in 12 point font.
Section II.D. Technical Proposal Factor 2 – Past Performance on Relevant Projects: are the recognition documents in section d. excluded from the page count along with the Past Performance Questionnaires? 81
Please see the response to Question 62 in Amendment 0002. Also, the Attachment titled “The Solicitation DB201”, Section II.D., Factor 2 - Past Performance on Relevant Projects, paragraph d., sentence is hereby changed from "Also include performance recognition documents..." to "Also list performance recognition documents...".

Can the government please clarify what they mean by “past performance information must be submitted for each member of the joint venture?” Please note 13 CFR 125.8(e), which prohibits the government from requiring both members of mentor-protégé joint venture to meet past performance requirements individually: “When evaluating the capabilities, past performance, experience, business systems and certifications of an entity submitting an offer for a contract set aside or reserved for small business as a joint venture established pursuant to this section, a procuring activity must consider work done and qualifications held individually by each partner to the joint venture as well as any work done by the joint venture itself previously. A procuring activity may not require the protégé firm to individually meet the same evaluation or responsibility criteria as that required of other offerors generally. The partners to the joint venture in the aggregate must demonstrate the past performance, experience, business systems and certifications necessary to perform the contract.” 82 Please see the response to Question 18 in Amendment 0002.
“All pages in the technical proposal must be 8.5 inches by 11 inches and use twelve (12) point font” Please clarify if the font size restriction applies to tables, graphics, headers and footers. 83 Please see the response to Question 27 in Amendment 0002.
“The Past Performance Questionnaire, Resumes (maximum of 5 resumes can be submitted. If more than 5 resumes are submitted, only the first 5 will be evaluated ), Evidence of Bonding Capacity and Small Business Socioeconomic Category Designation Form are excluded from the page limitation.”
Please confirm that Attachment B Prior Experience Worksheet is also excluded from the page limitation. 84 Please see the response to Question 62 in Amendment 0002.
Instructions in RFP Section II.F Requirements of Joint Venture Offerors seems to contradict the instructions in RFP Section II.D. Technical Proposal, Factor 1 – Prior Experience on Relevant Projects, submission requirement. Please confirm that relevant projects may be submitted from the joint venture entity, or an individual member of the joint venture, and that representations and certifications, and financial information must be submitted from each member of the joint venture. 85 Please see the response to Question 18 in Amendment 0002.
If the team is proposing as a joint venture, the team is required to discuss if the joint venture has experience working together in the past. If the joint venture has not worked together in the past, the members of the team will be required to discuss their joint venture experience in the past, including which firm was the lead firm.” Please clarify if the cited instructions apply to joint ventures under a Mentor-Protégé agreement. 86 Yes.
Please confirm relevant experience by key personnel and/or subcontractors are inclusive of the four (4) maximum of projects to be submitted in the technical proposal. 87 Please see the response to Question 41 in Amendment 0002.
Will the Government consider adding FAR 16.203 (fixed-price contracts with economic price adjustment) to the solicitation due to the volatility with material prices and the logistical uncertainties? 88
Please see the response to Question 12 in Amendment 0001 which indicates that “Offerors should use their best business judgement when completing attachment "Supplemental SF 1442 Pricing Sheet" for the base and all option periods.” Also, please see Attachment titled, "Revised Supplemental SF 1442 Pricing Sheet", tab "Instructions", instruction 6 states, “Following IDIQ contract award, unless the Task Order Contracting Officer specifies another format, Task Order price proposals shall utilize the line items established in the IDIQ…
