The project involves the remediation and reclamation of approximately 8,500 railroad ties removed from the Preston County Rail Trail near Tunnelton, West Virginia. The primary service requested is the cleanup, removal, and disposal of all railroad ties at the site, with ties located in piles along the old railroad grade. A mandatory pre-bid meeting will be held on site with directions provided from Kingwood via Route 26 South and County Route 59. The contract requires vendors to transport all railroad ties directly to an approved disposal facility that is properly permitted and in compliance with state regulatory requirements, subject to WVDEP approval prior to disposal. No contract term, renewal options, or specific response deadline is identified in this specifications document.

Pricing terms require vendors to submit bids on a line-item basis including lump sum mobilization and demobilization costs, hourly rates for laborers covering travel and per diem, daily equipment rental rates for small excavators (minimum 6,000 lbs), large excavators (minimum 30,000 lbs), tractors/skid steer loaders, and large trucks (minimum 181 cubic yard capacity) charged per direct mile to the disposal facility. The bid must include all waste disposal fees and reclamation costs for disturbed vegetated areas at a per-square-foot rate. Vendors are responsible for all travel costs and mileage, which may be included in flat fees or hourly rates. Final invoices must be submitted within 30 days of project completion and must include project name, performance dates, disposal tickets for railroad ties, and a mandatory Reclamation Stat Sheet supplied by the agency. All equipment operators must hold valid commercial driver's licenses and DOT physicals, and all equipment is subject to WVDEP inspection and approval prior to and during the contract period.
