About this file
This is Addendum 1 to a solicitation issued by the Department of Environmental Protection (DEP) for the Preston Rail Trail Railroad Tie Reclamation Project (ARFQ DEP20*051). The project requires vendors to remove and dispose of approximately 8,500 railroad ties from piles along an old railroad grade at a specified location. The scope of work includes cleaning up waste railroad ties and hauling them directly to an approved disposal facility, Meadowfill Landfill in Bridgeport, West Virginia, without excavating ties or removing earth. The project must be completed within 30 days from issuance of the purchase order. The addendum modifies specifications to clarify equipment requirements, disposal location, and project parameters, and includes responses to ten vendor questions regarding equipment specifications, metal segregation, disposal costs, load minimums, tie dimensions, billing methodology, project timeline, and bidding requirements.
Compensation is calculated on a unit price basis for actual work performed, with charges assessed per direct mile from the project site to the approved disposal facility, including return mileage if multiple trips are required. The vendor must use a truck and trailer with a combined volume of 107 cubic yards or greater. Disposal fees are to be paid by DEP, and vendors must submit all disposal weigh tickets with the final invoice. Vendors are required to submit a bid for all line items listed in the solicitation, including small excavators, large excavators, and skidsteer/tractor equipment, with $0 bids acceptable for equipment not being utilized. All vendors must acknowledge receipt of this and all other addenda by submitting an Addendum Acknowledgement form with their bid to avoid disqualification.
