About this file

This document is a Technical Response form for the Florida Department of Children and Families (DCF) Invitation to Bid (ITB) 2425 077, seeking a cloud-based solution for Travel Mileage Reimbursement and Fleet Management Applications. The solicitation targets a comprehensive system to automate mileage tracking for Adult Protective Investigators, Child Protective Investigators, and Field Support Staff, with the ability to export data into reimbursement forms and provide fleet management capabilities. The project aims to support up to 3,500 vehicles, with current needs around 1,200 vehicles, and requires integration with enterprise systems like Okta and Azure Synapse. The bid was issued on May 8, 2025, with responses due by September 8, 2025, at 10:00 AM, and an anticipated contract start date of January 1, 2026, with a potential three-year contract duration and renewal options.

The technical response form requires detailed disclosures about related parties, potential conflicts of interest, and terminated contracts, along with a comprehensive vendor capability statement and project approach. While specific budget details are not explicitly stated in this document, the procurement emphasizes diversity and encourages subcontracting opportunities with woman-, veteran-, and minority-owned business enterprises. The department will evaluate responses based on responsibility, responsiveness, and lowest bid, with the flexibility to award for one or both applications depending on budget constraints. The solution must meet stringent technical requirements, including GPS tracking, mobile app functionality, report generation, and robust data security measures, with a focus on scalability and system integration.
