About this file

This is a Notice of Intent to Award document issued by the Florida Department of Children and Families (DCF) for solicitation ITB 2425 077 regarding Travel Mileage Reimbursement and Fleet Management Applications. The procurement sought a cloud-based solution to automate mileage tracking for Adult Protective Investigators, Child Protective Investigators, and Field Support Staff, with the capability to export weekly or monthly data into Department of Financial Services and DCF reimbursement forms, along with a companion Fleet Management Application to monitor and optimize the department's vehicle fleet. The solicitation was issued on May 8, 2025, with responses due by September 8, 2025, at 10:00 AM. Three addenda were issued to update timelines, respond to vendor questions, revise the cost proposal, and modify the purchase order scope of work. The anticipated contract start date is January 1, 2026, with a contract duration of approximately three years and options for renewal. The Notice of Intent to Award, dated December 5, 2025, names TripLog, Inc. as the selected vendor for the Travel Mileage Reimbursement Application only; the Fleet Management portion of the solicitation will not be awarded.

The procurement supports up to 3,500 vehicles with current needs around 1,200 vehicles and requires integration with the department's enterprise systems including Okta Identity Access Management, Azure Synapse Enterprise Data Warehouse, Qlik Replicate, and Mulesoft for web services and APIs. The solicitation emphasizes diversity and encourages subcontracting with woman-, minority-, and veteran-owned business enterprises. Vendors were required to submit certifications that could provide competitive advantages in case of equal bids, including optional tiebreaking certifications for minority businesses, veteran-owned businesses, Florida businesses, and drug-free workplaces. The Cost Proposal structure covered a five-year contract period with potential renewal options, including one-time go-live costs and annual application fees. The department reserved the right to award for one or both applications based on budget constraints and evaluation criteria, and intended to award the contract to the responsible and responsive bidder submitting the lowest bid.
