About this file
Technical Exhibit 4 Historical is a comprehensive workload analysis document detailing maintenance service work for the United States Coast Guard Aviation Training Center in Mobile, Alabama. The document categorizes work into three levels: Level I (Standing Work), Level II (Work Orders up to $2,000), and Level III (Job Orders exceeding $2,000), with historical workload data from 2021-2023 across 12 service categories including food service, transportation, electrical, heating, water and sewage services, air conditioning, building maintenance, grounds maintenance, trash collection, and fire protection.
The historical data provides granular insights into maintenance service work, showing total work orders, work hours, and average hours per work order for each service category. In 2023, for example, the most labor-intensive categories were electrical (456 work orders, 1,315.2 work hours), building/structure maintenance (473 work orders, 1,332 work hours), and air conditioning/refrigeration (297 work orders, 1,183.4 work hours). Level III job orders, which are more complex and require specific authorization, showed varying man-hours across trades, with electricians, carpenters, and plumbers representing the most significant labor allocation in 2022 and 2023.

Standing Work and Service Work have changed. Additionally, the threshold between Level II and Level III work has changed.
LEVEL II (WORK ORDERS)
This level of work is the Contractor's responsibility under the firm fixed- price portion of the contract. Level II work includes all Service Tickets, i.e., jobs that do not exceed $2000 of direct labor and materials per job, as described in Paragraph 5.1.2.b.
Many of the work orders used for the figures below included more than one task or work item (e.g., the work items to replace a broken window, repair the window frame, and paint the frame could all be on one work order).
Figures stated below are based on averages and will fluctuate each year. Some Work Orders were also modified on the job to include small work items discovered while accomplishing the originally assigned work, which may not reflect the service hours provided by a different craft (e.g., lubricating the window latch could be added to the example above).

LEVEL III (JOB ORDERS)
This level of work is covered under the requirements portion of the contract and will only be accomplished by the Contractor when ordered by the Contracting Officer on an approved Job Order, as specified in Paragraph 5.1.4.b. Level III work includes all Job Orders, i.e., jobs that exceed the limits of Level II, as described in Paragraph 5.1.2.c. There are approximately 50 Job Orders per year. The following breakdown is reflective of work hours expended completing Level III job orders during FY 2013 and 2014, respectively. Since most job orders involve multiple trades, the breakdown is given by trade as opposed to line-item number. These are given as historical data only. The actual amount of man-hours expended on Level III job orders could vary significantly from year to year and does not include management and oversight mark-up for subcontractors.
