Technical Compliance Matrix Summary
This is a Technical Compliance Matrix for the Advanced Light Source Upgrade (ALS-U) Storage Ring "Hard Bend" (HBEND) Magnets Mechanical System RFP (MG-05132026) issued by Lawrence Berkeley National Laboratory (LBNL) on behalf of the University of California, a Department of Energy facility. The matrix establishes five primary evaluation factors that offerors must address in their proposals: (1) ability to meet technical requirements as defined in the Statement of Work sections covering deliverables, project administration, shipping/handling/storage, and quality assurance; (2) past performance documentation for up to two comparable projects completed within the last five years involving series production of greater than five units with similar size, tolerances, and precision motion systems manufacturing, along with resumes of key personnel; (3) manufacturing capabilities including identification of subcontracted work, equipment and facility sufficiency, assembly space specifications, ERP/MRP software systems, specialized production areas, comprehensive measurement equipment lists with accuracy data and ownership status, and access restrictions for University inspection; (4) delivery schedule addressing all SOW requirements including manufacturing and assembly readiness reviews, testing, inspections, and meeting the University's project timeline, along with proposed carrier and shipping costs; and (5) quality management systems including completion of the ALS-U Supplier Quality Evaluation Survey, current certifications such as ISO programs, quality manuals or plans, non-conformance reporting procedures, work instructions, equipment calibration systems with traceability to national standards, and lists of potential subcontractors.
The RFP was released on May 13, 2026, with offeror questions due by May 28, 2026 at 3:00 PM Pacific Time and proposals due by June 11, 2026 at 3:00 PM Pacific Time. Prospective suppliers must acknowledge receipt of the RFP by May 18, 2026, and indicate whether they intend to submit a proposal. The procurement covers the manufacture and delivery of the HBEND Magnets Mechanical System for the ALS-U Storage Ring upgrade project.
