About this file

This is a Questions and Answers (Q&A) document from Lawrence Berkeley National Laboratory (LBNL) responding to clarifications requested by offerors regarding RFP MG-05132026, issued on June 12, 2026.

The document addresses four substantive questions from potential contractors. Question 1 concerns a discontinued Nippon Bearing rail part number SEBS9BS2-148/W2 located in drawing AL-1828-1699; LBNL approved the use of THK 2SRS9XSUU+148LM-II as a replacement. Question 2 addresses material substitution for yoke components (AL-1337-3958 / AL-1341-4107) specified as AISI 1018 steel, which is unavailable in required plate sizes; LBNL indicated that AISI 1022 may be acceptable if offerors submit a deviation request with justification and expected advantages, and proposals may show both original and alternative materials. Question 3 clarifies conflicting delivery schedules—RFP Section 1.1 states six months after order receipt, SOW Rev. E Table 2-2 specifies October 31, 2026, and previous Q&A referenced January 15, 2027; LBNL confirmed that preferred dates are stated in the RFP and sample subcontract but alternative dates with justification for additional lead time may be proposed and will be evaluated under RFP Factor 3 at the University's sole discretion. Question 4 identifies incorrect drawing numbers in Price Proposal Schedule Attachment A (Rev. 1)—Item 4 (ACTUATOR, HBEND) and Item 5 (YOKE MID BLOCK-1 ASSY)—which LBNL resolved by providing an updated Price Proposal Schedule A with corrected drawing numbers.

LBNL Response to Questions 02 Re: LBNL RFP MG-05132026 – 06/12/2026

1. Is Drawing number AL-1828-1737A calls for a Nippon Bearing rail part number SEBS9BS2-148/W2. This bearing assembly has been discontinued and is no longer available. Is there a replacement bearing rail for this assembly? This assembly is located in AL-1828- 1699.

LBNL Response: Yes. Please use THK 2SRS9XSUU+148LM-II as a replacement for SEBS9BS2-148/W2.

2. Yoke material substitution. Plate stock meeting the drawing-specified

AISI 1018 (yoke components AL-1337-3958 / AL-1341-4107) is not commercially available at the required plate size. Would LBNL find AISI 1022 acceptable for these components? It is a closely related low-carbon steel of similar chemistry and magnetic character, and it is procurable at the required size.

LBNL Response: For the use of alternative material, please submit the requested deviation and indicate the expected advantage of the material substitution. The proposal can be shown with both the original and alternative material if desired.

3. There seems to be some delivery schedule inconsistency. RFP

Section 1.1 states a period of performance of 6 months after receipt of the order. SOW AL-1852-0921 Rev. E, Table 2-2, requires all deliverables by 10/31/2026, while the Response to Questions (Question 2) references a due date of 01/15/2027, consistent with SOW Rev. D. With proposals now due 06/18/2026, an award date later this summer would leave substantially less than 6 months before 10/31/2026. Can LBNL confirm which delivery requirement governs??

LBNL Response: LBNL preferred dates are stated in the RFP and sample subcontract; however, alternative dates can be proposed and will be considered if needed to allow for sufficient lead times. Per RFP Factor 3, “The offeror will be evaluated on whether its submitted schedule and delivery rate successfully meet the University’s requirements. The offeror may submit an alternate schedule and delivery rate with justification for additional lead time or a delivery schedule that meets or beats the project schedule requirements to determine if it would result in a better value to the University. Acceptance of an alternate schedule will be at the sole discretion of the University.”

4. Attachment A drawing numbers. Price Proposal Schedule Attachment

A (Rev. 1) appears to list incorrect drawing numbers on two lines:

Item 4 (ACTUATOR, HBEND) shows AL-1404-9505 but corresponds to AL-1828-1699, and Item 5 (YOKE MID BLOCK-1 ASSY) shows AL- 1828-1699 but corresponds to AL-1317-4357. Can LBNL please clarify?

LBNL Response: Yes. See attached updated Price Proposal Schedule A with the correct drawing numbers.
