About this file
This document is a Question and Answer (Q&A) response from Lawrence Berkeley National Laboratory (LBNL) addressing four clarifications related to RFP MG-05132026, issued on June 4, 2026.
LBNL clarified key contractual and operational parameters for potential suppliers. Regarding payment terms, LBNL does not permit advanced payments for material and engineering costs; however, suppliers may propose milestone payment schedules subject to LBNL review and approval. The January 15, 2027 delivery due date is evaluable rather than absolute—suppliers may submit alternate schedules with justification for extended lead times, with acceptance at LBNL's sole discretion based on value determination. Suppliers retain full autonomy to subcontract smaller components for machining. Additionally, LBNL provided detailed technical documentation for a load test fixture referenced in specification AL-1887-9848 Section 3, including a photograph with labeled primary components (base plate, load cell, 3D printed guide, load bracket, actuator, guide tube, press pad, and spring) and an attached STEP file containing the fixture's CAD model. The documentation demonstrates LBNL's commitment to clarifying technical requirements through visual aids and detailed component documentation.

LBNL Response to Question 01 Re: LBNL RFP MG-05132026 – 06/04/2026
1. Is it possible for the supplier to receive a portion of the funds upfront to cover material and engineering costs?
LBNL Response: No. LBNL policy does not allow for advanced payments. If needed, please propose a milestone payment schedule subject to LBNL review and approval.
2. Is the due date of 01/15/2027 a firm due date? Is it possible to deliver later?
LBNL Response: Per the RFP Evaluation Factor 3, “The offeror will be evaluated on whether its submitted schedule and delivery rate successfully meet the University’s requirements. The offeror may submit an alternate schedule and delivery rate with justification for additional lead time or a delivery schedule that meets or beats the project schedule requirements to determine if it would result in a better value to the University. Acceptance of an alternate schedule will be at the sole discretion of the University.”
3. Does the supplier have full autonomy to sub out the smaller components for machining?
LBNL Response: Yes, the supplier can subcontract smaller components for machining.
4. Can LBNL share any additional information regarding the test fixture referenced in AL-1887-9848 Section 3?
The specification mentions “If a load test fixture is used as in the picture above.”
Can LBNL share a drawing or step file of that fixture?
LBNL Response: See below a PDF with a picture of the test fixture LBL built, along with some labels for the primary components. The step file is also attached.
