About this file

The file is a technical exhibit (TE 19) detailing Enterprise Municipal Solid Waste Management (SWM) Services Performance Tasks and Frequency Standards for Fort Bliss, Texas. The document provides a comprehensive matrix of solid waste collection and transfer services with varying performance levels (GREEN, AMBER, RED, BLACK) across multiple waste categories including non-hazardous solid waste, recycling, food waste, and organic waste for multi-family housing (MFH) settings.

Key service specifications include collection frequencies ranging from weekly to quarterly, with specific guidelines for dumpster/container management, such as pickup based on volume (65%-95% full) and cleaning intervals (1-3 years). The associated federal contract opportunity is a pre-solicitation for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Department of the Army Materiel Command Mission and Installation Contracting Command. The government is currently seeking industry feedback on the draft Performance Work Statement (PWS) and associated technical exhibits, with no specific proposal or award dates mentioned. Respondents are advised that this pre-solicitation is for information and planning purposes only and does not guarantee a future solicitation.

Solid Waste Task Notes:
1. Food Waste containers shall be picked up at a minimum weekly and adjusted to a frequency determined by the contractor approved by the KO based volume and to inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects. Schedules shall be adjusted as needed throughout the contract for volume control and to further inhibit the propagation or attraction of vectors and the creation of nuisances to include objectionable odors, pests, and insects.
2. REFUSE, recyclables, and returnables shall be removed from the PREMISES at a frequency that will minimize the development of objectionable odors and other conditions that attract or harbor insects and rodents
3. It is recommended that the costs associated with the collection and disposal of solid waste should be driven, completely or in part, by the quantity (volume (and weight for reporting) of waste generated and disposed/diverted. Avoid situations where the cost are based entirely on an annual fee or cost per container pickup.
