About this file
The file is a detailed Excel spreadsheet tracking monthly recycling and refuse pick-up data for Fort Bliss from May 2022 to April 2023, presenting comprehensive metrics on container sizes and pickup frequencies. The data reveals significant insights into waste management patterns, including an increase in pick-up quantities from 14,845 to over 25,000 since 2016, while simultaneously experiencing a decrease in recycling tonnage from 2,232 tons in 2016 to 1,960 tons in 2019. The analysis suggests an optimization strategy involving eliminating 3 CY containers, reducing 4 CY containers by 40%, and increasing 6 CY containers by 60% to improve recycling material capacity and reduce container pick-ups.
The related federal contract opportunity is a pre-solicitation for Fort Bliss Solid Waste Management (SWM) Refuse and Recycling Services, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command. The government is planning a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period, seeking industry feedback on a draft Performance Work Statement (PWS) and associated Technical Exhibits. The solicitation (W911SG25RA009) is currently in the pre-solicitation phase, with the government conducting market research and inviting potential contractors to provide comments and responses through a specified feedback form, while emphasizing that this notice does not constitute a formal Request for Proposal.

*Since 2016 the recycle pick-up quantities have steadily increased from 14845 to over 25000, while the recycle yearly tonnage has decreased 272 tons from 2232 tons in 2016 to 1960 tons in 2019. The increase in pick-ups and decrease in tonnage is primarily due to the the optimal size containers are not being used. Smaller containers require more pick-ups and when they become full, the recycle material is put into the larger 8 CY refuse containers. Optimally, the 3 CY containers need to be eliminated, the 4CY containers reduced 40% and the 6 CY containers increased 60% in order to facilitate more recycle material capacity and fewer recycle container pick-ups.
