About this file

This is a presentation overview of the DLA Energy's Offer Entry Tool (OET), a web-based system for submitting offers against DLA Energy Requests for Proposals for petroleum products. The tool is mandatory for several Bulk Purchase Programs including Inland East Gulf (IEG), Atlantic, European, Mediterranean (AEM), Western Pacific (WESTPAC), Rocky Mountain West Coast (RMW), and Deep Freeze.

The presentation details the three primary components of OET: My Account (for contact information and business status), Offer Details (for shipping points, products, quantity and price data sent to the Bid Evaluation Model), and Offer Submission Package (for clauses, exceptions, and conditional statements). It outlines the offer rounds process, including Initial (required), Interim (optional), and Final Proposal Revision stages. Key administrative requirements include maintaining account access by logging in every 30 days, using a minimum 15-character password, and submitting through the URL https://offerwizard.dla.mil/epst_oet/oet.htm. The tool features real-time auto-saving, error checking for missing obligatory data, and confirmation emails for offer submissions.
