About this file
This is a DLA Energy procurement document (F3.02) outlining detention rates and free time requirements for transport trucks, trailers, and sea vans carrying bulk fuels, FSII, lubes, and JPTS, effective June 2024.
The document specifies minimum free time requirements of 2 hours for transport trucks/trailers and 3 days for sea vans (intermodal containers), starting when vehicles arrive at the delivery location. After free time expires, contractors can charge detention fees for government-caused delays. While detention rates aren't used in evaluating offers, proposals with less than minimum free time or non-competitive detention rates may be deemed unacceptable. If no free time or detention information is provided by offerors, free time is considered unlimited. All detention cost invoices must be submitted directly to the Contracting Officer. The document includes blank tables for offerors to specify their shipping points, free time allowances, and detention rates in dollars per hour (trucks/trailers) or per day (sea vans).
