About this file

This document is an Agency Directive issued by the Armed Forces Retirement Home (AFRH) establishing standards and requirements for its Facilities Management Program, effective March 5, 2020.

The directive establishes comprehensive guidance for managing AFRH's 300+ acres of land and several buildings totaling approximately two million square feet, including equipment and furniture. The program covers construction, maintenance, transportation, property inventorying, disposal, safety, security, historic preservation, energy conservation, and water conservation. AFRH shall adhere to applicable federal codes, standards, and regulations as referenced in the enclosed Facilities Management Manual. When conflicts exist between standards and codes, the more stringent criteria applies unless the Chief Operating Officer (COO) or Corporate Facility Manager (CFM) determines otherwise. The directive cancels previous directives dated November 5, 2014 (Directive 10-7) and December 4, 2014 (Directive 10-4), and applies to all individuals entering or utilizing AFRH facilities or property.

Responsibilities are distributed among the COO (who establishes and reviews facility management policy), the CFM (who determines methodologies and makes code interpretations), and Administrators and Campus Operations Chiefs (who implement facility standards, develop Standard Operating Procedures, ensure compliance monitoring, coordinate facility alterations for CFM review, enforce code interpretations, post required signage, and maintain day-to-day operations). Specific Federal positions are designated, including the Authority Having Jurisdiction, Federal Preservation Officer, Senior Real Property Officer, Senior Sustainability Officer, Master Planner, and Lease Manager, each with defined roles in compliance, preservation, asset management, sustainability reporting, environmental review, and lease administration. The directive requires each AFRH Administrator to develop and issue necessary SOPs within 120 days of the directive's issuance.
