About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for General Services Administration (GSA) Solicitation No. 47PB5226R0001, issued June 15, 2026, with an effective date of June 25, 2026. The amendment modifies the Armed Forces Retirement Home — Sheridan Building Construction Services Project located at 3700 North Capitol Street NW, Washington, DC 20011-1400, administered by the PBS Office of Acquisition Management/Capital Project Acquisition Delivery Division, Capital Contracting Branch - East.
The amendment incorporates General Services Administration Project Labor Agreement (PLA) Paired-Proposal Procedures as implemented by Acquisition Letter MV-2026-03 dated June 18, 2026, and the Project Labor Agreements Playbook, Version 1, June 2026. Each offeror must submit a mandatory PLA Price Proposal meeting FAR 22.502-2(b), FAR provision 52.222-33, and FAR clause 52.222-34, or be deemed ineligible for award. Offerors may optionally submit a Non-PLA Price Proposal using Attachments B and C. The evaluated PLA price will be calculated by reducing the proposed PLA price by the lesser of 10% or $15 million for source selection purposes only; actual award will be made at the offeror's proposed PLA price. PLA price premiums exceeding the lesser of 10% or $15 million may be found non-reasonable, requiring evaluation of the Non-PLA price instead. The Pre-Proposal Conference/Site Visit is rescheduled to July 15, 2026 at 10:00 AM Local Time; the Request for Information (RFI) submission deadline is changed to July 22, 2026 at 4:00 PM Eastern Time; and the proposal due date is changed to August 6, 2026 at 4:00 PM Eastern Time. Offerors must acknowledge receipt of this amendment per solicitation instructions, and all other terms and conditions remain unchanged.

Description of Modification Continuation Page
... Paired-Proposal Procedure, as implemented by Acquisition Letter MV-2026-03, dated June 18, 2026, and the Project Labor Agreements Playbook, Version 1, June 2026.
2. The solicitation is amended to add the following attachments:
Attachment A - Solicitation Project Labor Agreement Paired-Proposal Procedures Attachment B - Non-PLA SF 1442 / Non-PLA Price Proposal Form Attachment C - Non-PLA Cost Breakdown Sheets

7. Offerors may submit a Non-PLA Price Proposal using Attachment B and Attachment C. If an offeror does not submit a Non-PLA Price Proposal, the Government will evaluate only that offeror's PLA Price Proposal, and the offeror will not be eligible for award on a Non-PLA basis.

Attachment A: Solicitation Project Labor Agreement (PLA) Paired-Proposal Procedures
Solicitation, Section II.C.
1. Price Proposals
a. PLA Paired-Proposal Procedure. Each offeror must submit a PLA Price
Proposal with a completed Contract Price Form. The PLA must meet RFO FAR 22.502-2(b) and FAR provision 52.222-33 and clause 52.222-34.
b. Offerors may, but are not required to, submit a Non-PLA Price Proposal for the same scope of work.
c. The two proposals must be identical except for the PLA and its direct effects on cost, schedule, or technical approach.
d. Offerors that do not submit a PLA Price Proposal are ineligible for award.
Solicitation, Section VI.A. — Evaluation of Offers
a. If the offer including the PLA is the best value, GSA will award at the offeror's proposed price.
b. If an offer not including a PLA is the best value, GSA will award at the offeror’s non-PLA price without FAR provision 52.222-33 and clause 52.222-34 included in the contract.
Solicitation, Section VI.E. — Total Evaluated Price
1. PLA Best Value Tradeoff Procedure.
a. Prior to making a best value determination, GSA will determine whether the price premium for use of a PLA is reasonable.
b. If the price premium is reasonable, the evaluated PLA price will be used in the best value tradeoff.
Because the evaluated price already considers the value of PLAs, no further credit will be given in the cost-technical tradeoff.
c. The evaluated PLA price will be calculated by reducing the proposed PLA price by the lesser of 10% or $15 million.
d. PLA price premiums in excess of the lesser of 10% or $15 million may be found non-reasonable.
e. If the price premium is not reasonable, the non-PLA price will be used in the best value tradeoff.
Shown on the following page are examples of how the PLA Paired-Proposal Procedure will be applied.
