About this file

This is Amendment 0003 to Solicitation 47PB5226R0001 for Armed Forces Retirement Home Sheridan Building Construction Services, issued by the General Services Administration (GSA) on July 21, 2026, with an effective date of July 21, 2026. The amendment incorporates three new attachments into the solicitation: pre-proposal conference and site visit meeting minutes with attendee sign-in sheet, technical specification Section 316613 for Helical Piers, and request for information responses addressing contractor questions. The proposal due date remains unchanged at August 6, 2026, at 4:00 PM EDT, with submission to Contract Specialist Robert "Mickey" Kramarik-Boyle via email.

The project involves design-bid-build construction services for renovating the Sheridan Building at 3700 North Capitol Street NW, Washington, DC 20011, including relocation and integration of Government-furnished Daikin chillers, salvage operations on existing elements such as a bowling alley, and installation of helical piers for new foundations. Key requirements include 100% Payment and Performance Bonds, liquidated damages at $9,238 per calendar day, substantial completion within 655 calendar days from Notice to Proceed, and compliance with Project Labor Agreement (PLA) provisions with paired-proposal option for non-PLA pricing. The solicitation emphasizes contractor qualifications, past performance on similar projects, technical proposal approach, and project management capabilities as significantly more important than price. Offerors must acknowledge receipt of this amendment and all prior amendments in accordance with solicitation instructions, with failure to acknowledge potentially rendering proposals non-responsive.

Meeting Minutes Pre-Proposal Conference

July 15, 2026 at 10:00 am EDT Solicitation No: 47PB5226R0001 Armed Forces Retirement Home

Sheridan Building Construction Services 3700 North Capitol Street NW

Washington, DC

Contracting Officer: Tim Novak (Absent) Contract Specialist: Robert “Mickey” Kramarik-Boyle Contracting Officer's Representative: Todd Patterson Project Manager: William Faustman, PE GSA Supervisory Project Executive: Tiffany Brown CMA Mike Olson Architect/Engineer Firm POC: AE Works - Michael Carrol AFRH: Justin Steffens AFRH: Jeyaharan Sivapalarasah

Opening Remarks:

● Tiffany Brown, representing the General Services Administration (GSA), presented an overview of the project's historical background. She highlighted the unique challenges and operational complexities associated with executing major construction activities within an occupied residential facility, noting that this project is distinct for GSA as it involves residential housing rather than a standard commercial office building. Additionally, Tiffany

Brown detailed the established guidelines and behavioral standards required for contractors operating in environments where direct interaction with residents will occur. She also discussed the strategic partnership between GSA and the Armed Forces Retirement Home (AFRH), emphasizing the collaborative efforts of both agencies to enhance the quality of life for resident veterans. Following the introduction of key project team members, Justin Steffens of AFRH was introduced to address the attendees.

● Justin Steffens of AFRH expressed appreciation to all attendees for their interest in this construction project. He clarified that the operations and construction of this facility are not funded by federal tax revenues; instead, funding is appropriated by Congress from the Armed Forces Retirement Home Trust Fund. This trust fund is capitalized through disciplinary fines levied on active enlisted military personnel, monthly salary deductions from enlisted members, and resident fees. Justin Steffens emphasized that because the construction will occur within an occupied residential housing center, personnel should anticipate that residents may inquire about and observe the ongoing work. He also provided an overview of the campus's history and the core mission of the AFRH, reminding prospective offerors that the funding for this project is derived directly from active-duty service members and veterans. Justin Steffens commented that while the campus is listed on the National Register of Historic Places, the Sheridan building itself is not, although exterior work is subject to review by appropriate authorities. Justin Steffens also stated that ongoing campus activities include a functioning childcare center and a National Guard presence, which is currently relocating to an 80-acre area in the south.

Sign-In Sheet: (Mickey)

Attendees were reminded that they are required to complete the sign-in attendance sheet. The Government stated that this sheet would be published along with the meeting minutes from the conference via an amendment to the solicitation on sam.gov.

Attachment G - Pre-Proposal Conference/Site Visit Meeting Minutes and attendee Sign-in Sheet.

Pre-Proposal Conference: Purpose, Limitations, and Proposal Requirements: (Mickey)

The pre-proposal conference was convened with the explicit purpose of fostering clear communication between prospective contractors and Government Representatives concerning the upcoming solicitation. This forum provided an opportunity for attending contractors to pose questions and seek clarification on any ambiguities found within the solicitation document. Discussions covered the technical elements of the project, including the scope of work, performance requirements, and evaluation criteria. Furthermore, a key focus was placed on reviewing the specific forms, certifications, and documentation that must be completed and included as part of the contractor's final proposal package to be considered responsive.

Critical Limitation on Oral Statements and Official Amendments: (Mickey)

The Government Representative emphasized that no oral statement, explanation, or interpretation made during the conference has the effect of amending, modifying, or altering the terms and conditions of the official Request for

Proposal (RFP). It was clarified that the RFP, as issued, remains the sole legally binding document.

It was noted that in the event discussions and clarifications generated during the conference revealed a need to modify or clarify any part of the RFP, an official amendment would be formally issued by the Contracting Officer on sam.gov or distributed to all offerors who submitted offers, should an amendment be required after the exact time and date specified for the submission of proposals.

Request for Information (Mickey)

The Government advised that Requests for Information (RFIs) should be submitted using the online form at the link provided in the solicitation document and SAM.gov posting no later than 15 days prior to the proposal due date, which was noted as Wednesday, July 22, 2026, at 4:00 PM. The Government specified that all RFIs should be submitted using the form link and noted that should there be any challenges submitting a RFI using the linked form, the RFI may be emailed to the Contracting officer to be added to the RFI log.

Mandatory Acknowledgment of Amendments: (Mickey)

Potential offerors were reminded of the necessity of acknowledging all officially issued amendments. It was stated that all amendments, without exception, must be formally acknowledged by the offeror and that this acknowledgment must be received by the Government prior to or at the exact time and date specified for the submission of proposals. The Government noted that failure to acknowledge any amendment may, at its discretion, render the submitted proposal non-responsive and ineligible for award.

Scope of Work: (Bill)

It was explained that per the scope of work dated January 9, 2026, this project is a design-bid-build to support renovating the Armed Forces Retirement Home - Sheridan building located at 3700 N Capitol Street NW, DC 20011.

The scope also includes the requirement to move and integrate Government-purchased chillers. Additionally, there is a salvage scope for specific elements, such as the existing bowling alley.

Attachment G - Pre-Proposal Conference/Site Visit Meeting Minutes and attendee Sign-in Sheet.

Proposal Submission Documents: (Mickey)

● The Government reviewed the documentation that offerors shall submit with their proposals:

̄ Price Proposal(s)(SF1442 and Cost Breakdown Sheet(s)) ̄ Technical Proposal ̄ Representations and Certifications ̄ Standard Form 24, Bid Bond ̄ Subcontracting Plan ̄ GSA Form 527 – Contractor’s Qualification and Financial Information ̄ Completed PPQs sent directly by clients completing the questionnaire.

̄ Signed PLA Pricing Acknowledgment Letter, confirming the Offeror’s proposed price includes all costs associated with compliance with a Project Labor Agreement (PLA)

PLA Paired-Proposal Option (Mickey)

The Government discussed that in accordance with the guidance released via Amendment 01, offerors were granted the flexibility to submit a Paired-Proposal for the project. This allowed for the submission of a second, optional price proposal excluding all costs and requirements associated with a Project Labor Agreement (PLA).

The following critical submission requirements regarding the Paired-Proposal option were noted:

● Mandatory PLA Proposal: A primary proposal inclusive of all PLA requirements is strictly required for an offer to be considered responsive.

● Optional Non-PLA Proposal: Offerors may, at their discretion, submit a separate price proposal that removes the

PLA requirements.

● Single Technical Submission: Regardless of whether one or two price proposals are submitted, offerors must submit only one comprehensive Technical Proposal.

● Ineligibility Clause: Submission of only a non-PLA price proposal is prohibited. Any offeror failing to provide the required PLA price proposal will have their entire submission deemed ineligible for award.

This Paired-Proposal method is intended to provide the Government with clear visibility into pricing variables while ensuring all participating firms remain compliant with the baseline solicitation requirements established in Amendment 01.

Evaluation Factors: (Mickey)

● Experience on Similar Projects

● Project Management Plan/Approach

● Qualifications and Experience of Key Personnel

● Past Performance of Offeror

The Government clarified that the technical factors listed would be significantly more important than the total evaluated price. It was stated that an award would be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government.

The Government has established a target award date of November 20, 2026, with an anticipated 60-day pre-NTP period.

It was announced that proposals were to be received no later than 4:00 PM (Eastern Daylight Time) on August 6, 2026.

Proposals were to be electronically submitted via email to Robert "Mickey" Kramarik-Boyle, Contract Specialist, with a copy to Tim Novak, Contracting Officer.

The Government noted the maximum size capacity for electronic transmissions to GSA is 25mb. Offerors were informed that they may break proposal materials into separate emails to avoid exceeding the limitation, ensuring the subject line states how many emails are to be expected along with the solicitation number and firm name.

The Government stated there is no guarantee of negotiations being opened and expressed the intent to award based upon the receipt of the initial proposal, advising offerors to make their initial price their best offer.

Period of Performance: (Mickey)

It was established that the Contractor shall achieve Substantial Completion no later than 655 calendar days from issuance of the Notice to Proceed (NTP). If Options are awarded, the Period of Performance would be extended by 540 additional calendar days. The Government stated that Option-specific work would follow the completion of base work.

Regarding Contract Completion, it was noted that the Contractor shall achieve this within 90 calendar days of Substantial Completion.

Liquidated Damages: (Mickey)

The Government stated that in accordance with GSAR 552.211-12, Liquidated Damages were calculated at the rate of $9,238.00 per calendar day.

Bonding requirements: (Mickey)

The requirement for 100% Payment and Performance Bonds was discussed. It was noted that within 10 days of contract award, the contractor shall provide the Contract Specialist with the executed bonds.

Insurance Requirements: (Mickey)

It was explained that subsequent to contract award and within 10 days thereafter, the contractor shall provide a current Certificate of Insurance listing the Government as an additional insured referencing the specific language outlined in the solicitation.

Request for Sensitive But Unclassified Documents: (Mickey)

The Government advised that the solicitation may include Sensitive But Unclassified (SBU) building information intended for authorized users only. Offerors were reminded to exercise reasonable care and that the contractor and all subcontractors must abide by the agreement to only disseminate SBU information to other authorized users.

● Federal Holiday Recognition: The GSA formally recognizes all Federal Holidays.

● Overtime Compensation: The Government reiterated that this is a Firm-Fixed Price Contract and the

Government is not liable for any overtime costs.

Security Clearances: (Bill)

The Government noted that contract work requires contractors to abide by the security regulations listed under Section 015930.

Buy American Act – Reference FAR 52.225-9: (Mickey)

The Government reviewed the Buy American Act requirements, stating that except as provided in FAR 25.202, only domestic construction materials are to be used.

Exceptions may include the following and must be approved by the Contracting Officer.

(1) Impracticable or inconsistent with public interest

(2) Non availability

(3) Unreasonable cost

(4) Information technology that is a commercial item.

The process for requesting a determination concerning the inapplicability of the Buy American Act was explained, noting that such requests must be made in accordance with FAR 52.225-10 and 52.225-11.

Any request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.

Questions: Offerors were asked to submit RFI questions by July 22, 2026, at 4:00 PM EDT, using the form link provided in the RFP packet.

Professional Engineer and Owner.

2. Replace helical pier with smaller and/or fewer helices, installed 3' minimum beyond termination of original helical pier.

C. Remove encountered obstructions as approved by the contracting officer, or relocate helical piers as required. Relocation of helical pier must be approved by Design Structural Engineer of Record.

3.4 FIELD QUALITY REQUIREMENTS

A. Site Tests: Monitor torque applied by the installing units during entire installation.

B. Load Test – Helical Pier Bearing (Compression) Test: Conduct test to determine the ultimate bearing (compression) load capacity of the helical foundation pier. The ultimate bearing load capacity shall be defined as 200 percent of the design load requirement. The design load shall include both dead load and live loads and is an unfactored load. The test must be conducted in conformance with the requirements of ASTM D1143/D1143M. The maximum deformation used to define ultimate load capacity is one inch with at least 50 percent rebound. Acceptable permanent deformation will be one-half inch. Provide one load test.

HELICAL PIERS 316613 - 6

C. Record Documents: Accurately record the following for each helical pier: Type (number and size of helices) and size; actual locations of helical piers, anchor diameter and anchor length, installation angle below horizontal; extension length along shaft and datum; anchor testing (if required); torque installation records on all helical piers and torque monitoring calibration data.

D. Correct deficiencies in Work that test reports and inspections indicate does not comply with the Contract Documents.

3.5 FIELD QUALITY CONTROL

A. Special Inspections: Contractor shall engage a special inspector to perform the following special inspections.

1. Review material products, sizes, and lengths.

2. Monitor installation of piers, including test piers.

3. Monitor load tests.

3.6 PROTECTION

8 Contractual/Administrative Question

Please Confirm Govt Furnished Contractor Installed Equipment noted on Sheet H701 & H702 will be delivered to the project site.

The equipment is on campus. Contractor is responsible for moving the equipment from its current location on campus to the permanent locations at the Sheridan building.

9 Clarification on Scope/Requirement

Will the Daikin Chillers on CH-1 and CH-2 be delivered assembled or disassembled.

Daikin Chillers CH-1 and CH-2 have been installed in the existing chiller plant. The contractor will be responsible for disconnecting them from the existing chiller plant, moving them to the new chiller plant, connecting the equipment to the new chiller plant, and commissioning them.

10 HD103 Clarification on Scope/Requirement

The drawings state to demo all piping on drawing HD103.

On Drawing H804 valve TC-1 is shows as existing to reuse.

Please confirm if TC-1 is to be re-used.

All piping and valves inside of the chiller plant are to be contractor-furnished and contractor-installed.

11 Clarification on Scope/Requirement H804

Drawing H804 points show analog outputs and digital outputs for valves. Is the intent to have feedback and not analog output.

The intent is as shown on Drawing H804. Valves identified with AO are intended to be modulating valves controlled by an analog output signal.

Valves identified with DO are intended to be two-position valves controlled by digital outputs. Valve feedback is not indicated as a substitute for the analog output and is not required unless specifically noted elsewhere in the Contract Documents.
