About this file

This is an amendment (Amendment 0006, effective 8/6/2026) to a GSA federal solicitation for construction services related to the Armed Forces Retirement Home (AFRH) Sheridan Building renovation project located at 3700 North Capitol Street NW, Washington, DC. The solicitation number is 47PB5226R0001, with a proposal due date of August 18, 2026 at 4:00 PM EDT. The amendment incorporates two new attachments: Attachment N (Request for Information and Responses) and Attachment O (As-Build drawings of limestone installation). All other terms and conditions of the solicitation remain unchanged.

Attachment N documents 134 requests for information (RFIs) submitted by prospective offerors and the Government's responses. Key clarifications address: Project Labor Agreement (PLA) procedures allowing dual price proposals (PLA and non-PLA) with evaluation of PLA premium; no mandatory small business subcontracting percentage goals; confirmation that subcontractors need not be registered in SAM.gov at proposal submission; acceptance of proposal organization into separate PDF files (Technical, Price, and Required Proposal Documents); confirmation that existing sustainability will follow Guiding Principles Appendix B rather than third-party LEED certification; major mechanical systems scope involving chiller relocation, new generators as Option 1, new HVAC systems, and plumbing/piping renovation; security systems integration with existing Salto KS cloud-based access control and Eagle Eye Network video surveillance; complete audio-visual system as design-build performance-based scope; compliance with Buy American and trade agreement provisions; facade stone salvage and repair with limestone panel reuse; and numerous technical clarifications on specifications for doors, hardware, windows, casework, electrical, technology systems, and phasing requirements. The Government confirms options may be exercised anytime before substantial completion of base work, with Option 1 receiving 540 days performance period post-Notice to Proceed.

Detailed Request for Information (RFI) Detailed Request for Information (RFI) Response

Given the long timeframes associated with construction projects and the impact of inflation over time, a project completed 10 years ago may satisfy the square footage requirement but no longer meet the construction cost threshold, despite remaining highly relevant in terms of scope and complexity. Accordingly, under Evaluation Factor A: Past Experience, we respectfully request that the qualification criteria be revised to allow firms to demonstrate relevant experience through either project value or project size. Specifically, we propose the requirement be changed to: $50,000,000 in construction value OR a total renovated interior area of not less than 150,000 square feet (SF).

We respectfully request that the Owner reconsider and remove the Project Labor Agreement (PLA) requirement from this solicitation. Our concern is that the PLA requirement may unnecessarily restrict competition by limiting participation from qualified contractors and subcontractors that do not typically operate under PLA agreements. As a result, the requirement could reduce the number of competitive bids received and potentially increase overall project costs. Requiring a PLA may create barriers to participation by qualified firms, reducing GSA’s ability to benefit from the broadest pool of experienced and capable contractors.

The Government has completed its considerations regarding appropriate past experience requirements for the Armed Forces Retirement Home (AFRH) Sheridan Building renovation project.

Following this review, no alterations are planned for the existing past experience criteria. While the baseline requirement for a Project Labor Agreement (PLA) remains in effect, it has been modified via Amendment 01 to incorporate new GSA "paired-proposal" procedures.

Under this updated guidance, offerors are now permitted—and encouraged—to submit two separate price proposals: a mandatory proposal inclusive of all PLA requirements and a second, optional price proposal that excludes all costs and requirements associated with a PLA. This method allows the Government to evaluate the actual cost of a PLA premium using a specific mathematical formula. If the PLA premium is found to be excessive—defined as exceeding the lesser of 10% of the project cost or $15 million—the Contracting Officer may utilize the non- PLA price to determine best value.

Offerors must note that a primary proposal including a PLA is strictly required for an offer to be considered responsive;

submissions containing only a non-PLA price proposal will be deemed ineligible for award. Only one comprehensive Technical Proposal should be submitted, regardless of whether one or two price proposals are provided. Interested parties should thoroughly review Amendment 01 on SAM.gov for full guidance and documentation requirements, including the mandatory signed PLA Pricing Acknowledgment Letter.

2 Yes As no specific inquiries, requests for information or clarification were identified, a formal response cannot be generated at this time.

3 Solicitation Section Factor D

The solicitation permits submission of both PLA and Non-PLA pricing. Because Evaluation Factor D requires Offerors to identify proposed key subcontractors, and subcontractor selections may differ between the two labor approaches, please clarify whether the Government expects: (1) one Technical Proposal supporting both pricing proposals, or (2) separate Technical Proposals corresponding to the PLA and Non-PLA submissions.

4 Specification 018113

Please confirm whether the project is being designed and constructed in accordance with Appendix B of the Guiding Principles for Sustainable Federal Buildings or if the Owner intends to pursue third-party LEED certification for the facility.

Also, please confirm the project will be required to comply with the District of Columbia Green Construction Code and applicable Building Energy Performance Standards (BEPS) requirements.

The project is not intended to pursue third-party LEED certification, and LEED certification documentation, registration, fees, and related certification services are not part of the Contractor’s scope unless subsequently directed by the Owner through a contract modification.

The project is intended to incorporate the applicable sustainability requirements of the Guiding Principles for Sustainable Federal Buildings, including the applicable provisions of Appendix B for an existing-building modernization project.

The project shall also comply with the applicable District of Columbia construction and energy codes, including the DC Green Construction Code, to the extent applicable to the permitted Work and as enforced by the Authority Having Jurisdiction.

5 Specification 075419

The specs call for a vegetative module tray system for the green roof but the plans show details for a layered system. Please confirm which system is intended for the green roof.

The green roof is to be a traditional layered system as shown in the details.

Solicitation Section II.A – Proposal Contents; Sections

II.C, II.D & II.E

Please clarify whether the Government will accept the proposal submission organized into three PDF files: 1) Technical Proposal, 2) Price Proposal, and

3) Required Proposal Documents. The Required Proposal Documents file would include Representations and Certifications, Small Business Subcontracting Plan, GSA Form 527, Bid Bond, and PLA Pricing Acknowledgment Letter.

Government confirms the acceptability of organizing proposal submission into separate PDF files:

- Technical Proposal

- Price Proposal(s)

- Required Proposal Documents (including Representations and Certifications, Small Business Subcontracting Plan, GSA Form 527, Bid Bond, and PLA Pricing Acknowledgment Letter)

Ensure that each file is clearly labeled and submitted in accordance with all other instructions and deadlines stipulated in the solicitation.

7 Site visit

The responses provided in Amendment No. 1 have significantly clarified the project requirements pertaining to the PLA and made this procurement much more attractive to the subcontractor community. As a result, several highly qualified trade partners/subcontractors are now interested in bidding this project.

To ensure GSA receives the most accurate and competitive pricing possible, we respectfully request an extension of the trade partner/subcontractor registration deadline to allow these critical subcontractors to register and participate.

Thank you for your consideration of this request.

A prime contractor submitting a proposal is not required to have all of its subcontractors registered in SAM.gov at the time of proposal submission.

The prime offeror must be registered in SAM.gov at the time it submits its offer or proposal, as Federal Acquisition Regulation (FAR) provisions, such as FAR 52.204-7, System for Award Management, generally require the offeror to be registered in SAM when submitting an offer and to maintain registration through award and performance.

Subcontractors do not constitute “offerors” to the Government;

hence, there is no universal FAR requirement mandating that every proposed subcontractor be registered in SAM at the time of proposal submission.

The prime offeror may elect to require proposed or key subcontractors, teaming partners, or specific specialty subcontractors to ensure that such entities are able to successfully provide SAM Unique Entity IDs, CAGE codes, representations, certifications, or proof of registration.

An extension to the proposal submission deadline will not be provided in responce to this request.

48 Low Voltage Scope

As the low voltage disciplines are the last thing to be installed and likely won’t begin for upwards of 3 years, how will changes to costs, make and model and technology due to inflation and other factors be treated.

The Offeror is expected to provide a firm-fixed price proposal based on the drawings and specifications provided in the solicitation. The Government acknowledges that technology evolves; however, the baseline proposal must align with the current solicitation requirements. Should the Government determine at a future date that the incorporation of emerging technologies—not currently available—is advantageous, the Government will request a proposal for such a change. Any adjustments to the contract, including associated cost and scope impacts, will be evaluated and, if deemed appropriate and in the best interest of the Government, executed via formal contract modification.
