About this file
This is a project map image file related to the Sycamore Trail Phase IV and V Feasibility Study solicitation by the City of West Sacramento, California, in partnership with the Sacramento Area Council of Governments and the U.S. Department of Transportation. The map depicts the Sycamore Trail Phases IV and V USDOT Reconnecting Communities & Neighborhoods (RCP) Program projects, illustrating the proposed multi-use trail connections across the City's northern and southern areas, specifically highlighting the two critical infrastructure crossings: the Union Pacific/Sierra Northern rail tracks and the Sacramento Deep Water Ship Channel and Barge Canal.
The City of West Sacramento is soliciting consulting firm proposals to conduct comprehensive feasibility studies, cost estimates, and community engagement strategies for these two project phases. Key deliverables include location and existing conditions memorandums, engagement strategy plans, design alternatives concept memos, preliminary cost estimates, preferred alternatives analyses, preliminary environmental study forms, implementation memorandums, and draft and final feasibility reports. A pre-proposal meeting is scheduled for December 19, 2025, with questions due by January 2, 2026, and proposals required by January 30, 2026, at 5:00 PM. Prospective interviews are anticipated for the week of February 16, 2026, with City Council award expected on April 15, 2026. The initial contract term is at the City's discretion for up to three years, with options to extend for two additional one-year terms. Proposers must demonstrate a minimum of five years of experience providing similar services to California public agencies and maintain Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability/Errors & Omissions ($1,000,000 per claim) insurance coverage.
The estimated project value is $665,000, inclusive of all taxes and expenses, with total funding of $850,000 available, entirely from federal dollars through the U.S. Department of Transportation's Reconnecting Communities & Neighborhoods Discretionary Grant Program. No specific Disadvantaged Business Enterprise (DBE) goal applies due to the suspension of California's DBE program. Contractors must establish accounting systems conforming to Generally Accepted Accounting Principles (GAAP), allow full audit access to records, and comply with federal regulations including Davis-Bacon prevailing wage requirements and Caltrans Local Assistance Procedures Manual requirements.
