About this file
This is a Davis-Bacon Act Addendum (Addendum #4) issued by the City of West Sacramento in California for the Sycamore Trail Phase IV and V Feasibility Study contract. The City is soliciting proposals from qualified consulting firms to conduct a comprehensive feasibility study for two critical multi-use trail infrastructure crossings: the Union Pacific/Sierra Northern rail tracks and the Sacramento Deep Water Ship Channel and Barge Canal. Key deliverables include a location and existing conditions memorandum, engagement strategy plan, design alternatives concept memo, preliminary cost estimates, preferred alternatives analysis, preliminary environmental study forms, implementation memorandum, and draft and final feasibility reports. A pre-proposal meeting was scheduled for December 19, 2025, with questions due by January 2, 2026, and proposals due electronically by January 30, 2026, at 5:00 PM. Prospective interviews are anticipated for the week of February 16, 2026, with City Council award expected on April 15, 2026. The initial contract term is at the City's discretion for up to three years, with options to extend for two additional one-year terms.
The estimated project value is $665,000, inclusive of all taxes and expenses, with total available funding of $850,000. The contract is funded entirely through federal dollars from the U.S. Department of Transportation's Reconnecting Communities & Neighborhoods Discretionary Grant Program, administered by the Sacramento Area Council of Governments. There is no specific Disadvantaged Business Enterprise (DBE) goal for this project due to the suspension of California's DBE program. Proposers must demonstrate a minimum of five years of experience providing similar services to California public agencies and maintain appropriate insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability/Errors & Omissions ($1,000,000 per claim). The project is subject to Davis-Bacon prevailing wage requirements, Caltrans Local Assistance Procedures Manual requirements, and various federal certifications and provisions. Contractors must establish accounting systems conforming to Generally Accepted Accounting Principles (GAAP) and allow full access to records for audit purposes.
