About this file
This is a project map image file related to a Request for Proposal issued by the City of West Sacramento in California for consulting services to conduct a feasibility study for Sycamore Trail Phases IV and V. The map visually depicts the Sycamore Trail project funded through the U.S. Department of Transportation's Reconnecting Communities & Neighborhoods Discretionary Grant Program, administered by the Sacramento Area Council of Governments. The project requires qualified consulting firms to develop comprehensive feasibility studies, cost estimates, and community engagement strategies for two critical infrastructure crossings: the Union Pacific/Sierra Northern rail tracks (Phase IV) and the Sacramento Deep Water Ship Channel and Barge Canal (Phase V). Key deliverables include location and existing conditions memoranda, engagement strategy plans, design alternatives concept memos, preliminary cost estimates, preferred alternatives analyses, preliminary environmental study forms, implementation memorandums, and draft and final feasibility reports. The pre-proposal meeting is scheduled for December 19, 2025, with questions due by January 2, 2026, and proposals required electronically by January 30, 2026, at 5:00 PM. Prospective interviews are anticipated for the week of February 16, 2026, with City Council award expected on April 15, 2026. The initial contract term is at the City's discretion for up to three years, with options to extend for two additional one-year terms.
The estimated project value is $665,000, inclusive of all taxes and expenses, with total funding of $850,000 available through federal dollars from the U.S. Department of Transportation. Proposers must demonstrate a minimum of five years of experience providing similar services to California public agencies and maintain appropriate insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability/Errors & Omissions ($1,000,000 per claim). There is no specific Disadvantaged Business Enterprise (DBE) goal for this project due to the suspension of California's DBE program. The project is subject to federal regulations, including Davis-Bacon prevailing wage requirements and Caltrans Local Assistance Procedures Manual requirements. Contractors must establish accounting systems conforming to Generally Accepted Accounting Principles (GAAP) and provide full access to records for audit purposes.
