About this file
This is a feasibility study budget and cost proposal document for the City of West Sacramento's Sycamore Trail Phase IV and V project, which involves a comprehensive scope of work to evaluate two critical infrastructure crossings: the Union Pacific/Sierra Northern rail tracks and the Sacramento Deep Water Ship Channel and Barge Canal. The project encompasses nine primary tasks including project management and coordination, location and existing conditions analysis, stakeholder coordination and civic engagement, design alternatives concepts, constructability analysis, engineer's opinion of preliminary cost estimates, preferred alternatives analysis, preliminary environmental study, and draft and final feasibility report preparation. A pre-proposal meeting is scheduled for December 19, 2025, with questions due by January 2, 2026, and proposals required by January 30, 2026, at 5:00 PM. Prospective interviews are anticipated for the week of February 16, 2026, with City Council award expected on April 15, 2026. The contract term is at the City's discretion for up to three years with options to extend for two additional one-year terms.
The estimated project cost is $663,180 with a 10 percent contingency of $66,318, totaling $729,498 before grant match application. The total available funding is $850,000, with $680,000 designated as the principal amount and $170,000 as the grant match from City staff time. The project is funded entirely through federal dollars from the U.S. Department of Transportation's Reconnecting Communities & Neighborhoods Discretionary Grant Program, administered by the Sacramento Area Council of Governments. The budget details staffing costs across nine classifications (Principal, Project Manager, QA/QC Manager, Senior Engineer/Planner, Engineer/Planner, Surveyor, GIS Tech, Technical Support, and Office Admin) with hourly rates ranging from $100 to $285. Two optional tasks for environmental documentation and permitting ($127,460) and 35 percent conceptual design ($77,880) are also available. Required insurance includes Commercial General Liability of $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 per accident, and Professional Liability/Errors & Omissions of $1,000,000 per claim. The contract is subject to Davis-Bacon prevailing wage requirements and Caltrans Local Assistance Procedures Manual requirements, with no specific DBE goal due to suspension of California's DBE program.
