About this file
This Request for Proposal solicitation document from the City of West Sacramento seeks qualified consulting firms to conduct a feasibility study for Sycamore Trail Phases IV and V, a multi-use trail project designed to connect the city's northern and southern areas. The primary services requested include developing feasibility studies, cost estimates, and community engagement strategies for two critical infrastructure crossings: the Union Pacific/Sierra Northern rail tracks and the Sacramento Deep Water Ship Channel and Barge Canal. Key deliverables encompass a location and existing conditions memorandum, engagement strategy plan, design alternatives concept memo, preliminary cost estimates, preferred alternatives analysis, preliminary environmental study forms, implementation memorandum, and draft and final feasibility reports. A pre-proposal meeting is scheduled for December 19, 2025, with questions due by January 2, 2026, and proposals required by January 30, 2026, at 5:00 PM. Prospective interviews are anticipated for the week of February 16, 2026, with City Council award expected on April 15, 2026. The initial contract term is at the City's discretion for up to three years, with options to extend for two additional one-year terms.
The estimated project value is $665,000, inclusive of all taxes and expenses, with a total funding amount of $850,000 available. The contract is funded entirely through federal dollars from the U.S. Department of Transportation's Reconnecting Communities & Neighborhoods Discretionary Grant Program, administered by the Sacramento Area Council of Governments. Proposers must demonstrate a minimum of five years of experience providing similar services to California public agencies and maintain appropriate insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Professional Liability/Errors & Omissions ($1,000,000 per claim). There is no specific Disadvantaged Business Enterprise (DBE) goal for this project due to the suspension of California's DBE program. The project is subject to federal regulations, including Davis-Bacon prevailing wage requirements and Caltrans Local Assistance Procedures Manual requirements, and contractors must establish accounting systems conforming to Generally Accepted Accounting Principles (GAAP) with full access to records for audit purposes.

Westfield Village Elem.
The Sycamore Trail Extension is a five-phase project that is most significant because it connects the Westfield Village neighborhood with the City’s larger trail network. The Westfield Village neighborhood is more established and is somewhat remote; disconnected by the UPRR to the north and US 50 to the south. Residents have not been able to travel by bicycle beyond their smaller neighborhood borders so this project provides Class I Bike Path access north to Sacramento Avenue (which has Class II Bike Lanes and connects to the Bryte neighborhood). This project also provides Class I Bike Path access south all the way to Southport.
