AMENDMENT A001 – 2 DEC 2016

SF30, BLOCK 14 CONTINUATION

1. Section L, L-012 (Proposal Preparation Instructions – Volume Specific), B. Volume II – Business, (2) Tab 2 – Joint Venture Partners and Subcontractors. Add the following underlined paragraph.

For each joint venture partner(s) and/or major subcontractor(s) provide address, DUNS number and CAGE code, and POC information. Briefly describe work to be performed by each. Include the estimated percentage of the contract value expected to be performed by each joint venture partner and major subcontractor.

For each joint venture partner(s) and/or major subcontractor(s) provide a list of the names, addresses and telephone numbers of the owners, partners, and principal officers.

Letters of Commitment for Major Subcontractor(s). For each major subcontractor include a letter, on subcontractor letterhead, and signed by an authorized representative of the subcontractor, which specifically indicates the subcontractor’s agreement to be included in the offeror’s proposed team.

For the purposes of this solicitation, a major subcontractor is defined as any subcontractor that will likely perform more than 20% of the required effort.

Explain how subcontractors, both major and other, will be managed to ensure compliance with FAR Clause 52.219-14 (Limitations of Subcontracting).

2. Section L, L-012 (Proposal Preparation Instructions – Volume Specific), E. Volume V – Corporate Experience. Add the following underlined paragraph.

Provide a list of up to fifteen (15) corporate experience references. References should be for recent corporate experience providing services that are of similar scope, magnitude, and complexity as those required under this solicitation. To be most favorably considered, relevant experience should be within the last twelve (12) months from the date of release of this solicitation. Corporate experience that is older than three (3) years from the date of release of this solicitation will not be evaluated.

To be rated highly, the proposal must clearly demonstrate that the offeror has performed as a prime contractor at least ten (10) PDMs and full overhauls of Bell UH-1 or equivalent commercial aircraft. In conducting its evaluation, the Government will consider the following aircraft to be “commercial equivalents” to the Bell UH-1:

• Bell 204 / 205 / 210 / 211 / 212 / 214 / 412 / Huey II

• Global Eagle

• CH-118 / 135 / 146

• AH-1 (all models)

SWHARC16R0009 Amendment A001 – 2 Dec 2016

• EH-1 (all models)

• UH-1 (A/B/C/D/H/M/N/S/T/ST/V/Y)

• TH-1 (all models)

Corporate experience references must be submitted utilizing Attachment 5 (Corporate Experience Reference Template). Failure to complete the corporate experience reference template in its entirety may result in an unfavorable evaluation. A separate corporate experience reference template must be submitted for each aircraft.

The Government will consider recent and relevant corporate experience of the offeror to be more significant than similar corporate experience of a major subcontractor.

Corporate experience of a non-major subcontractor will not be evaluated. For the purposes of this solicitation, a major subcontractor is defined as any subcontractor that will likely perform more than 20% of the required effort.

3. Section M, M-011 (Factor 2: Corporate Experience), Overall Rating, 2nd Paragraph is changed as follows.
