Draft Solicitation Requirement Question / Recommendation Response
1. N/A N/A N/A Where will/does the DoS acquire their flares from for this mission?
Flares will likely be purchased through the selected contractor. There are multiple vendors that provide flares.
2. N/A N/A N/A I am digging into this opportunity and noticed that the place of performance is “OCONUS”. Can you tell me whether this indicates a “global” requirement or in which specific country/countries, continents or hemispheres, please?
Most requirements will entail performance in the US. However, the Government needs the flexibility to issue orders for performance overseas should the need arise.
3. N/A N/A N/A Will the government hold an industry day prior to RFP release?
An industry day is not anticipated at this time.
4. N/A N/A N/A Is priority given to the contractor for transportation of the aircraft?
Required timelines will dictate how transportation will be handled.
5. N/A N/A N/A Will there be insurance required for the aircraft? If so, is there a timeline requirement on fixed-price insurance?
This question was asked prior to release of the draft RFP. The draft RFP incorporated insurance requirements.

M-010 FACTOR 1:
OFFEROR'S
CERTIFICATIONS
To be rated “acceptable” under this factor, an offeror must clearly demonstrate that:
1. Offeror’s facility is AR 95-20 compliant
2. It has a valid and current FAA or EASA Part 145 repair station certificate accompanied with an approved Bell UH-1 PDM related capabilities list;
3. It has a valid and current AS9100 Rev C certificate; and

The DCMA website appears to indicate that an 8210 certification is the equivalent to 3710 and AR 95-20 certification. Is certification and/or compliance with DCMAI 8210.1 is acceptable in lieu of AR 95-20?
AR 95-20 is required. Compliance with DCMAI
8210.1 is not acceptable.
