About this file

This is a Subcontractor Summary Spreadsheet instruction document from the City of St. Petersburg, Florida, related to a chemical supply bid for 50% sodium hydroxide (caustic soda) delivery to three Water Resource Facilities. The City seeks a qualified vendor to supply and deliver sodium hydroxide on an as-needed basis to COSME Water Treatment Plant (16015 Racetrack Road, Odessa, FL), Oberly Pump Station (6198 66th St. N, St. Petersburg, FL), and Washington Terrace Pump Station (2801 66th Ave. N, St. Petersburg, FL). Deliveries to COSME WTP shall be made in bulk quantities with an average order volume of approximately 13 dry tons and estimated annual usage of 50 dry tons, while deliveries to the Oberly and Washington Terrace Pump Stations shall be made in mini-bulk quantities with an average order volume of approximately 5 tons per delivery and combined estimated annual usage of 50 tons. The three storage tanks have capacities of 6,550 gallons at COSME WTP and 1,050 gallons each at the pump stations.

Prime contractors must complete and submit the Subcontractor Summary Worksheet with their bids, identifying all intended subcontractors and the percentage of work to be subcontracted. Subcontractors may not be changed or substituted after contract award and pre-construction meeting except under specific circumstances including failure to execute a contract, lack of proper licensing, bankruptcy, ineligibility, failure to perform, substantially unsatisfactory work, or substantial delays. All pricing shall include delivery costs. SBE subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, except on FDOT LAP or federally funded projects where subcontracting restrictions do not apply. Requests for subcontractor changes must be submitted in writing to Procurement & Supply Management, Attention: Contracts Compliance Manager at Stephanie.Swinson@stpete.org.
