About this file

This is a Subcontractor Summary Spreadsheet instruction document for the City of St. Petersburg, Florida, applicable to a Flow Monitor Maintenance Program contract. The document establishes the framework for prime contractors to identify and manage subcontractors for the project, which involves preventative maintenance services, repairs, and parts for thirty Triton+ flow monitors and twenty rain gauges, along with data collection, analysis, and reporting responsibilities. The worksheet must be completed and submitted with all bids and includes fields for documenting subcontractor names, business addresses, contact information, trade classifications, subcontract amounts, and approval status.

The instructions outline strict provisions governing subcontractor changes after contract award, permitting substitutions only under seven specific circumstances: failure to execute a written contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, unsatisfactory work quality, or substantial project delays. Small Business Enterprise (SBE) subcontractors used to meet percentage requirements must be replaced with other SBE subcontractors unless the prime contractor demonstrates alternative compliance. The document specifies that only first and second tier subcontractors are permitted unless contract documents indicate otherwise, and subcontracting restrictions do not apply to FDOT LAP or federally funded projects. All requests for subcontractor changes must be submitted in writing to the City's Contracts Compliance Manager.
