About this file
This is a Business Enterprise Good Faith Efforts form (Form B) issued by the City of St. Petersburg, Florida, for use by prime contractors bidding on the Flow Monitor Maintenance Program. The form requires contractors who have not used any Business Enterprise subcontractors or have not met required Business Enterprise participation goals to document their good faith efforts to secure such participation. The City of St. Petersburg is seeking a qualified vendor to provide preventative maintenance services, repairs, and related parts for thirty (30) city-owned Triton+ flow monitors and twenty (20) rain gauges, with the selected contractor responsible for collecting, analyzing, and reporting operational data in PDF or Excel format.
The form establishes specific criteria for demonstrating good faith efforts, including conducting at least one monthly outreach event, documenting all solicited Business Enterprise responses and quotes received, maintaining a list of contacted but unavailable Business Enterprises with supporting documentation, attending City of St. Petersburg Office of Supplier Development outreach events, and effectively utilizing available SBE recruitment services. Contractors must provide detailed written explanations supported by documentation if unable to secure Business Enterprise participation despite exhausting all recruitment efforts. The form requires certification under penalty of law, with contractors affirming the accuracy of all statements and acknowledging that material misrepresentation may result in action under federal or state false statements laws. Interested contractors should contact the Office of Supplier Development at 727-892-5351 or OSD@stpete.org for assistance with Business Enterprise recruitment.
