Iraq Delivery Order #01 - Statement of Work (SOW)
Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for the Supply, Fabrication, and Installation of Bulkhead & Door Systems for the Retrofit of Existing Personnel Bunkers
1. OVERVIEW
The U.S. Army Corps of Engineers (USACE), Middle East District (TAM), is seeking to award an initial delivery order under the base IDIQ to procure materials for, fabricate, and install/deliver bulkheads with doors systems in the country of Iraq.
This delivery order will represent the initial order of supplies under the Iraq country-wide single order IDIQ for bulkhead and doors systems that will be awarded concurrently with this delivery order.
Some of the bulkhead and door systems listed in this section are optional scope items. See the breakdown below and in the attached proposal schedule for details.
Delivery locations and quantities are as follows:
BASE DELIVERY ORDER SCOPE:
Al Asad Air Base, Al-Anbar Province – 268 bunkers (536 bulkhead and door assemblies)
Erbil Air Base, Adjacent to Erbil International Airport – 78 bunkers (156 bulkhead and door assemblies)
Union III, Green Zone, Baghdad – 58 bunkers (116 bulkhead and door assemblies)
OPTIONAL DELIVERY ORDER SCOPE:
Al Asad Air Base, Al-Anbar Province – 4 bunkers (8 bulkhead and door assemblies)
Erbil Air Base, Adjacent to Erbil International Airport – 11 bunkers (22 bulkhead and door assemblies)
Baghdad Diplomatic Security Compound (BDSC), Adjacent to Baghdad International Airport – 7 bunkers (14 bulkhead and door assemblies)
Union III, Green Zone, Baghdad – 4 bunkers (8 bulkhead and door assemblies)
Each bunker retrofit requires two bulkhead and door assemblies. This delivery order will generally be priced (and subsequently invoiced) on a “per-bunker” basis. Both ends of each bunker must be successfully retrofitted with bulkhead and door enclosures before they can be invoiced.
2. REQUIREMENTS
In order to be considered eligible for this award, Contractors must be registered in the Joint Contingency Contracting System (JCCS). Information on JCCS registration is available at the following web-site: https://www.jccs.gov.
The offeror shall be required to provide evidence of an active JCCS registration as part of their proposal (See attached form SF33, Sections L & M).
Product Requirements:
All bulkheads assembled under this delivery order are to use concrete infill in accordance with the design drawings and specifications, and the SOW of the base IDIQ contract.
Submittal Requirements:
Pre-Procurement Submittals: All Pre-Procurement submittals required after the base contract award (e.g. Proof of DBA, APP, QC Plan) shall be submitted within the time frames specified in the base IDIQ SOW. In addition, the following pre-procurement submittals shall be required after award of this delivery order:
List of Proposed Subcontractors (required within 15 days of delivery order notice to proceed (NTP))
Submittal Register/List (required within 7 days of delivery order NTP) Submittal, Procurement, Fabrication, and Delivery Schedule (required within
7 days of delivery order NTP) Site Access Plan (required within 15 days of delivery order NTP). The
Contractor is required to plan and submit a plan describing in detail all intended Prime or Subcontractor movements in support of this delivery order. The mobilization plan shall include the biometric and interview process for all Prime or Subcontractor personnel who will be performing work on Al Asad Air Base, as well as any similar requirements at any of the other locations noted in this delivery order.
All pre-procurement submittals must be approved by the Government prior to the Contractor beginning work on any procurement related activities.
Product Data Submittals: All product data submittals (as well as any required certificates of compliance) required by the technical specifications (05 12 00 and 03 30 00) must be submitted and approved prior to beginning procurement of the associated material.
Samples: Once all pre-procurement and product data submittals are received and approved, the Contractor shall begin fabrication activities by fabricating a single bulkhead and door system for inspection by the Government. This bulkhead and door shall be fabricated in the typical manner proposed by the offeror for execution (i.e. either off-site or on-site).
If the Contractor intends to assemble any portions of the work off-site, the Contractor and the Government shall determine a location and time for the inspection to occur. The Contractor, at no additional cost, shall be responsible to transport the assembled bulkhead and door system to one of the specified locations of performance if the Government is unable to access the place of off-site assembly.
If the Contractor intends to perform all assembly on-site, the Contractor and the Government shall determine which location will be the place of performance for the sample inspection.
In either case, the Contractor shall assume that once the sample is approved, they may install that sample product on an existing bunker that is part of the full scope of the contract, thus no additional compensation shall be provided for the sample bulkhead and door.
If significant deficiencies are noted in the sample bulkhead and door system, the Contractor shall correct them at no additional expense, prior to re-inspection and approval.
Once the sample bulkhead and door are approved, the Contractor may begin full fabrication activities.
Other Submittals: Provide all other submittals required by specifications 05 12 00 and 03 30
00. All submittals requiring Government review and approval shall be submitted within 15 days of issuance of NTP.
Existing Bunker Inspection Report: No later than 15 days after delivery order NTP, the Contractor must begin efforts to send a representative or a small team of representatives to at least one of the locations indicated previously in this SOW, and begin inspecting the conditions of the existing bunkers. Government representatives will show Contractor personnel the locations of the bunkers to be retrofitted and provide a serial number for each.
The Contractor shall inspect the condition of each bunker and note areas of concern, such as impediments or obstacles that would prevent installation from occurring successfully.
The contractor shall provide a full report on the conditions of the existing bunkers at a minimum of one location within 45 days of delivery order NTP. The report shall include any of the items of concern identified by the Contractor, as well as any structural issues identified during inspection that may prevent successful installation or cause damage to the existing bunker. The report shall also include any requirements for items in and around the existing bunkers to be relocated or removed prior to installation.
There are to be no maps or physical locations provided in the report. The Contractor may not take photographs of the bunkers, unless given express permission to do so by local security personnel (the Contractor shall assume that photography will not be permitted). Contractors shall also assume that they will not be permitted to carry any devices capable of geo-location (cell phones, GPS devices, etc.) with them to the bunker locations.
Individual reports may be submitted for each location. Once the existing condition report is received and accepted for a particular location, installation activities may begin at that location.
3. DELIVERY/INSTALLATION
All bulkhead and door systems required under this delivery order are required to be delivered and installed at the locations specified in this SOW. There will be no “delivery-only” supplies associated with this delivery order. Real estate on or near Al Asad Air Base and Erbil Air Base will be made available for Contractor use in the staging and storing of materials.
It is the responsibility of the Contractor to be aware of, and conform to all local laws, policies, and requirements. In particular, the Contractor shall be mindful of the Iraq Prime Minister’s National Operations Center’s (PMNOC’s) process for movement of materials and logistics. It shall be the responsibility of the Contractor to ensure that they have all required documents and licenses in advance of their application, and shall be mindful of the monthly requirement for renewal. The Contractor’s schedule shall include provisions for processing time for any required permits needed to perform work related to this delivery order. The Government will not be liable for delays due to processing of any type of required license or permit.
4. PERIOD OF PERFORMANCE: The period of performance of this delivery order is 365 days from delivery order award. There are no interim delivery dates required for any location. All supplies are to be installed at all locations by the completion of the period of performance of this delivery order.
The terms of the all remaining sections of the base IDIQ SOW remain unchanged, with no additional provisions included under this delivery order SOW.
