About this file
This is a Standard Specifications and Details document issued by the Pima Association of Governments (PAG) that serves as the regulatory framework for the West Side Bicycle Boulevards project administered by the City of Tucson Department of Transportation and Business Services in Arizona. The project encompasses construction of traffic calming infrastructure and bicycle boulevard improvements across four segments—Golden Hills, El Rio-Dragoon, Menlo Park, and Ontario-Mecedora—totaling 7 miles of roadway. Work includes speed humps, speed cushions, traffic circles, BikeHAWK signals, concrete curbs and sidewalks, curb access ramps, pavement markings, signage, and landscaping. The primary construction phase has a timeline of 150 calendar days with an additional 12-month landscape establishment period. A pre-bid conference is scheduled for January 7, 2026, at 10:00 a.m. via Zoom, with bids due January 21, 2026, at 2:00 p.m. local time. The City will award the contract to the lowest responsive and responsible bidder, with a Notice of Intent to Award expected within 60 days of bid opening.
The project budget ranges from $1,000,000 to $5,000,000, with the Engineer's Estimate totaling $4,262,545.87. Funding is provided through the American Rescue Plan Act (ARPA). Contractors must possess an appropriate Arizona Registrar of Contractors license, provide bid security equal to 10% of the total bid amount, and furnish performance and payment bonds equal to 100% of the contract price. Commercial general liability insurance of $1,000,000 per occurrence is required. A 4% Small Business Enterprise (SBE) participation goal applies, with only firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code eligible to fulfill these goals. Bidders must submit a detailed Subcontractors List and Proposed SBE Plan identifying all SBE subcontractors and first-tier subcontractors with contract values of $5,000 or above. Federal Section 3 employment provisions mandate that 25% of labor hours be performed by Section 3 workers. The document incorporates by reference the 2015 PAG Standard Specifications and Details for Public Improvements, including updates 2019-1, 2019-2, and 2020-1, with these Special Provisions prevailing in any conflict.
